PERMITS/REVIEW REQUESTED: Temporary Use Permit
PROJECT DESCRIPTION: The applicant proposes to temporarily utilize a portion of an existing
parking lot on a site identified as 2217 Maple Valley Highway, Renton WA 98057 (APN 1723059158) as a park and ride.
The site is 90,119 square feet and located within the Commercial Office Residential (COR) zone, and the Commercial-
Office-Residential land use designation. High Severity Seismic Hazard is mapped on the southeast portion of the site,
and the site is within the Wellhead Protection Area, Zone 1, and the Moderate Severity Coal Mine Hazard Area. The
site is currently used for offices, however, the low occupancy rate causes the majority of the parking lot to remain
vacant. The site contains 169 parking spaces, of which, 125 would be temporarily reserved for the park and ride. The
office space would retain usage of the remaining 44 spaces. Four new ADA accessible spaces would be added for the
park and ride in the northwest bank of parking stalls, closest to the bus pickup location. The office space will retain use
of the three existing ADA stalls. The park and ride will utilize existing striping, however, it will be necessary to enlarge
the four ADA stalls and re-paint the surface with ADA decals. No other improvements to the site are proposed. The
applicant is requesting that the use be allowed for 5 years from the date of approval, or until the building is converted
to a new use, whichever is sooner. The park and ride will be operated by a private bus service, and the site is
maintained by Transwest, which includes snow plowing. Access to the site is taken off of Maple Valley Highway via two
existing curb cuts which serve the proposed site and surrounding properties. The proposal would be categorically
exempt from SEPA under WAC 197-11-800(6).
