Project Description: (Summary of the intended use or project purpose)
The applicant is requesting Environmental (SEPA) Review and a Shoreline Substantial Development Permit for the installation of fifty
(50) urethane foam bumpers on the Barbee Mill Community Organization dock located at 4151 Williams Ave N (Parcel
#0518500350). Each bumper is approximately 4.5" x 30" and will be installed above the water in order to improve to prevent injuries
to dock users. The proposed bumpers would be located along the perimeter of the dock within the DNR-owned parcel
#051850HYDR. The subject parcel is located in the Aquatic Shoreline Overlay District. The dock was constructed in 2010 under a
separate Shoreline Substantial Development Permit and Environmental (SEPA) Review (LUA10-006). The upland portion of the site is
zoned Residential 10 du/ac (R-10) and is designated Residential High Density in the Comprehensive Plan. The waterward portion of
the site is located in the Lake Washington Reach C and is designated Shoreline High Intensity. The applicant submitted a Biological
Assessment and Habitat Data Report with the application.
