Dear Mr. Blais:
The Planning Division of the City of Renton accepted the above master application for
review on May 14, 2014. During our review, staff determined that additional
information was necessary in order to proceed. On June 11, 2014 the project was placed
on hold pending receipt of an Independent Secondary Review of the two reports
prepared by Icicle Creek Engineers, Inc.
To date an Independent Secondary Review of your provided submittal materials was
completed by Associated Earth Sciences, Inc. (AESI). Based on a review of your
submittals, AESI has provided a Geotechnical third-party review (attached), dated June
30, 2014. The letter contains a number of comments as they relate to concerns
presented by City of Renton staff followed by AESI opinions surrounding the reports and
staffs concerns.
The following information will need to be submitted so that we may continue the review
of the above subject application:
A response to the Independent Secondary Review completed by Associated
Earth Sciences, Inc. (AESI).
Icicle Creek Engineers, Inc. Geotechnical Engineering Services, Critical Areas
Report (dated April 23, 2014): Please provide 5 copies of the following
attachments identified in the Icicle Creek report.
Attachment B – Exploration Logs; and
Attachment C – Technical Specifications for the Reinforced Soil Slope (RSS).
This was part of the Technical Memorandum, I-405 Renton Stage 2

Geotechnical Design Recommendations Memorandum created by CDB
(Corridor Design Builders) on August 14, 2009 for the original WSDOT project
and the stream study that was conducted in order to identify the
classification of the stream shown on the plans.
Standard Stream Study: Please provide 5 copies of a report identifying the
classification of the streams identified on the plan set. This can be from a project
in the vicinity, provided the stream study is within five (5) years of the date of
complete application.
As a matter of note, or information only, the following comments have been made by
the plan reviewer as part of the initial project review: the Applicant should provide a
more comprehensive Level 2, quantitative, downstream analysis. According to COR
Maps (an interactive map that allows you to search for Renton-area information), the
downstream pond for the proposed site's runoff is a private pond owned by WSDOT.
At this time, your project will remain “on hold” pending receipt of the requested
