BACKGROUND: PSE current electric and natural gas meters are outdated and in need of replacement. PSE is implementing to upgrade its meter reading technology and will be updating its metering equipment from the old Automated Meter Reading (AMR) system, installed in the late 1990s and early 2000s, to a new Advanced Meter Infrastructure, more commonly referred to as AMI. LOCATION OF WORK: 1200 Monster Rd SW, Renton SCOPE OF WORK: PSE is requesting exemption (cited Exemption 1.i under RMC 4-6-090) to install AMI network device on existing pole grid# 317386-165201 and connect power to energize the device by install secondary OH wire from existing pole grid# 317368-165207 to pole grid# 317386-165201. [Exemption 1.i. Installations where the Administrator determines: i. There is a technological difficulty associated with the particular facility, or the particular real property involved; or ii. The cost of undergrounding such a facility outweighs the general welfare consideration implicit in underground installation] JUSTIFICATION: i) Installing AMI network device completely underground is not an option due to radio frequency technology of the device would not be possible. ii) AMI network device is required power to energize the device and designed to be located within 1000 feet radius of network design point in order to maintain meter readings for the existing electric and gas meters in this area. The existing PSE electric facility in this area is already overhead; therefore, utilizing the existing PSE facility to attach AMI network device would outweigh converting electric facility to underground to provide underground power feed to the device. Box 97034 Bellevue, WA 98009-9734 Via Email: marita.bond@pse.com SUBJECT: Request for Undergrounding Exemption (PSE#58801970, MFP19000307, 1200 Monster Road SW) Dear Ms. Bond: The City of Renton has reviewed your request to grant Puget Sound Energy (PSE) an exemption from Renton Municipal Code (RMC) 4-6-090(C) which states that all new electrical or communication facilities shall be required to be installed underground, pursuant to the standards of the section of RMC. PSE proposes to have Potelco Inc. install approximately 185 lineal feet of new overhead wire and Advanced Meter Infrastructure (AMI) network device on existing poles. The work will begin on the pole at the north most end of 1400 Monster Rd SW and terminate at the pole approximately 185 linear feet northeast of the first pole. ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090(D)(1)(i) i. Ordinance 5834 grants Puget Sound Energy, the right to construct, operate, set, erect, support, attach, connect, maintain, repair, replace, enlarge and use facilities for purposes of transmission, distribution and sale of electrical energy and gas, in, upon, over, under, along, across and through the franchise area. The proposal would utilize existing poles and attach to the existing aerial path. A minimum vertical height clearance of 15’-6” would need to be provided for; therefore, staff recommends this as a condition of approval. Therefore, the City is granting an exemption with conditions, per RMC 4-6-090(D)(1)(i) i which allows for extensions of existing overhead communication facilities when there are There is a technological difficulty associated with the particular facility, or the particular real property involved. DECISION: The requested exemption from underground utility installation requirements (RMC4-6-090 (C) as requested by the applicant is approved with conditions subject to the conditions below as the request complies with exemption criteria of RMC 4-6-090(D)(1)(i) i.
