Subject: Renton Neighborhood Meeting
To whom it may concern:
At the request of the City of Renton, Topgolf will be conducting a neighborhood meeting to present a
conceptual site plan and preliminary design for a proposed recreational facility and mixed-use
development at 745 Park Ave N, a 13.68-acre vacant parcel located south of N 8th St between Logan
Ave N and Park Ave N.
· Date: December 13, 2018
· Time: 6:00 pm – 7:00pm
· Meeting Place: Renton Public Library Meeting Room at 100 Mill Ave S, Renton, WA 98057
· Purpose: The intent of this meeting is to facilitate an informal discussion between the project
developer and the neighbors regarding the project. While required by the City of Renton, this
meeting is not conducted by the City of Renton and is in addition to any future public hearing
or public comment opportunities available under City of Renton development review
processes. A sign directing you to the large meeting room will be placed at the entrance to the
library, one hour before the meeting time of 6:00 pm.
· Project Sponsor: Topgolf
· Proposal: The proposed project will consist of Topgolf recreational facility with multiple hitting
bays, a surface parking lot, and associated underground utilities. The project will also include a
mixed-use development within the excess acreage along with associated underground utilities.
Please see the enclosed conceptual site plan for your reference.
In addition to the neighborhood meeting, the Type 3 Land Use Application requires a public
notice and public hearing, which will give you further opportunities to provide your input
related to this project.
· Attendees: The meeting is open to the public and specifically to business owners and property
owners within 1,000 feet of the project site. Please feel free to notify your neighbors of this
meeting date so all may have the opportunity to participate.

Renton Neighborhood Meeting for Top Golf Development
December 13, 2018 6pm – 7pm
The Topgolf Neighborhood Meeting was held on December 13th, 2018 from 6:00-7:00 pm at the Renton
Public Library. In addition to Tanner Micheli representing Topgolf and Jenelle Taflin representing Navix
Engineering, there were a twelve meeting attendees, including three people from the City of Renton.
Please see the attached sign-in sheet for attendee information.
Please find below a summary of the topics discussed at the meeting.
Traffic Congestion on Adjacent Logan Avenue
Concern: Residents of the North Renton Neighborhood expressed their concern about the impact of the
proposed Topgolf development on the already congested Logan Avenue to the west of the project site.
They specifically mentioned the congestion during peak hours along Logan Avenue, starting roughly
around the Boeing shift change that occurs at approximately 2:30 pm. They inquired if an access off of
8th might be feasible to alleviate congestion along Logan.
Response: As described by Tanner Micheli, Director of Real Estate Development at Topgolf, the peak
arrival time for Topgolf customers is within the 7:00-9:00 pm timeframe, which falls outside of peak
commute hours. Moreover, in addition to the proposed entrances/exits onto the site off of Logan
Avenue, an entrance/exit off of Park Avenue will be provided, which will also provide customer access to
the Topgolf facility. Along with the off-peak access times for the Topgolf customers, the proposed
additional interconnected entrance/exit off of Park Avenue will help to alleviate potential congestion
along Logan Avenue. Residents also mentioned the potential for wayfinding measures, which Topgolf
would look into as deemed necessary. Mr. Micheli mentioned that they often work directly with
mapping outfits, such as Google Maps, to ensure that these applications are providing the most
expeditious routes to the facility.
Parking Sufficiency
Concern: Residents inquired as to whether sufficient parking will be provided on-site.
Response: Mr. Micheli responded that the proposed development will seek to accommodate up to 475
stalls, the established required number of stalls for a Topgolf facility such as this, through a combination
of surface stalls and parking garage stalls. The parking garage will be constructed as part of the mixed-
use development in the northeastern portion of the property.
Height of Building
Concern: Residents inquired about the height of the building and the net poles.
Response: Mr. Micheli responded that the building will be a 3-story structure and the net poles will be
170' in height. He also mentioned that the project team will be coordinating with the Federal Aviation
Authority (FAA) on the allowable heights of all structures on-site and will adhere to the heights as
approved/permitted by the FAA.
Net Pole and Netting Color
Concern: Residents inquired about the color of the net poles and netting.
Response: Mr. Micheli responded that the net poles are a bluish-grayish color that blends in well with
the open air backdrop. The netting color is black and is 90-92% transparent.

Light Pollution Impacts
Concern: Residents expressed concern regarding light spillage.
Response: Mr. Micheli responded that their overall site lighting design will achieve zero light spillage at
property boundaries.
Noise Impacts
Concern: Residents inquired about noise from the facility.
Response: Mr. Micheli mentioned that they have conducted many noise studies over the years and noise
impacts have not been an issue for Topgolf facilities. He mentioned a facility in Northern California that
is located 400' from a residential development at which no noise complaints have been made.
Zoning Code Changes
Concern: The residents inquired if any zoning code changes will be needed to permit the proposed
development.
Response: City staff responded that no zoning code changes will be needed.
Construction Timeframe
Concern: Residents inquired about construction timing and whether local labor would be employed.
Response: Mr. Micheli responded that the they hope to start construction in 2020 with completion in
2021. It is typically a 10-month construction period with up to 8 weeks of employee training prior to
opening. He also mentioned that they aim to hire up to 90% of local contractor/labor.
Business Longevity
Concern: Residents inquired about the longevity of company and its presence in the community, being
wary of the vacant Sam's Club store down the street.
Response: Mr. Micheli described the history of Topgolf and its future as a premier entertainment venue.
He said they chose Renton as they see vast potential in this burgeoning City and are committed to being
a part of Renton's growth for decades to come.
Community Outreach
Concern: Residents inquired about any community outreach efforts on behalf of Topgolf.
Response: Mr. Micheli mentioned that the store manager will be engaged with the community and that
he/she is responsible for organizing their community outreach efforts, including such activities at Spirit
Nights for local elementary schools.
