1. EXECUTIVE SUMMARY
PSI has conducted a Limited Site Investigation at the property located at 745 Park Avenue N, Renton,
WA 98057 (subject property). The subject property is located south of N 8th Street, between Logan
Avenue N and Park Avenue N. The site is also defined by the King County Assessor as Parcel Number
088661-0010. Currently, the subject property is a 13.71-acre parcel of undeveloped land with heavily
deteriorated paved parking areas (Figure 1).
Adjacent properties consist of N 8th Street, followed by a retail shopping center to the north; Boeing
business offices to the south; Logan Avenue N followed by the Boeing factory facility to the west; and
Park Avenue N followed by paved parking areas to the east.
Historically, the subject property was undeveloped wetlands from at least 1897 to the mid-1940s when
Boeing developed the site and surrounding area into an aircraft development and manufacturing
facility. Historical documentation reviewed by PSI indicates that the former subject property buildings,
known as the “10-80 Buildings”, were used as storage areas, offices, and photograph development labs.
Four ASTs and a UST containing diesel fuel were located on the western portion of the subject property.
The UST was decommissioned in 1987. All buildings and ASTs were removed from the subject property
by 2011.
PSI reviewed Phase I ESA and Phase II ESA reports for assessments previous performed at the property
by Golder to define potential impacts to the site. Findings of the Phase II ESA were as follows:
• A regulatory exceedance of vinyl chloride in groundwater ranging from 0.9 μg/L to 3.2 μg/L was
present in five sampling locations on the northwest portion of the subject property. The
Department of Ecology cleanup level for vinyl chloride is 0.2 μg/L. Additionally, a regulatory
exceedance of benzene and trichloroethene was detected at one sample location.
• The soil vapor investigation indicated a regulatory exceedance of VOCs (1,2,4-trimethylbenzene,
1,3-butadiene, benzene, chloroform, and vinyl chloride) was present at the northwest portion
of the subject property.
Eight direct-push borings (B-1 through B-8) were advanced at the project site (Figure 2). Boring B-1 was
located in the northwest portion of the subject property near the previously existing monitoring wells.
Borings B-2 and B-3 were located near the former UST location in the southwest portion of the subject
property. Boring B-4 was located in the center of the subject property. Boring B-5 was located on the
southeast portion of the subject property. Borings B-6 and B-7 were located along the eastern side of
the subject property. Boring B-8 was located in the northeast central portion of the subject property.
Soil lithology in borings was observed to consist of sand, silt, and clay to a maximum depth of 10 feet
below ground surface (ftbgs). Soils were screened for volatile organic compounds (VOCs) using a
photoionization detector (PID); PID readings were non-detect in all borings. Groundwater was
encountered in borings B-1 (4.9 ftbgs), B-2 (6.11 ftbgs), B-4 (6.27 ftbgs), and B-8 (4.9).
Additionally, four soil-vapor probes (SG-1 through SG-4) were advanced on the eastern portion of the
project from north to south across the property in the area of the future building footprint.

Soil samples were collected at 5 and 10 ftbgs to characterize site conditions. Select soil samples were
transported to Environmental Services Network (ESN) of Olympia, WA, under chain of custody, and
analyzed for the following:
• Diesel and Heavy-Oil Range Petroleum Hydrocarbons
• Volatile Organic Compounds (VOCs)
• Polyaromatic Hydrocarbons (PAHs)
The results of the investigation are summarized below:
• 1,2-Dichloroethane (EDC) was detected above laboratory reporting limits in soil-gas from boring
SG-1 at 0.69 μg/m3, however this detection is below the applicable Model Toxics Control Act
(MTCA) Method B screening levels of 3.2 μg/m3. Remaining soil-gas constituents were not
detected above laboratory reporting limits.
• Diesel and oil range hydrocarbons were not detected above laboratory reporting limits in soil
and groundwater.
• VOCs were not detected above laboratory reporting limits in soil, groundwater.
• PAHs were not detected above laboratory reporting limits in soil, groundwater.
Based on the results of the soil, groundwater, and soil-gas sampling being below laboratory reporting
limits and MTCA screening levels, PSI recommends no additional investigation at this time.
Prior to the start of construction activities, the six on-site monitoring wells should be permanently
abandoned in accordance with state regulations.
This report must be read in its entirety to obtain a more accurate understanding of the information
provided and aid in any decisions made or actions taken based on this information.

2. INTRODUCTION
Professional Service Industries, Inc. (PSI) has conducted a Limited Site Investigation at the project site
(Figure 1). This report documents the scope of work, field investigation activities, laboratory analyses,
evaluation of the data, and conclusions.
2.1 Authorization
This assessment was performed for Topgolf USA in accordance with the contract titled, Additional
Services for Limited Site Investigation, dated May 4, 2018.
2.2 Site Description
The subject property is located south of N 8th Street, between Logan Avenue N and Park Avenue N. The
site is also defined by the King County Assessor as Parcel Number 088661-0010. Currently, the subject
property is a 13.71-acre parcel of undeveloped land with heavily deteriorated paved parking areas.
Geology
Based upon a review of available geologic information and field observations (see boring logs), the site is
underlain by sand, silt, and clay, which is generally described as light brown to light gray silt, clay, and fine to
medium grained sand.
Groundwater
Based on the findings of this investigation, groundwater is approximately 5 to 10 ftbgs.
2.3 Project Background
In April 2018, a Phase I ESA was performed by PSI for the project site. The findings identified by the Phase I
ESA are as follows:
• A regulatory exceedance of vinyl chloride in groundwater ranging from 0.9 μg/L to 3.2 μg/L was
present in five sampling locations on the northwest portion of the subject property. The
Department of Ecology cleanup level for vinyl chloride is 0.2 μg/L. Additionally, a regulatory
exceedance of benzene and trichloroethene was detected at one sample location. More recent
groundwater sampling indicates the concentrations of vinyl chloride in groundwater are now
below analytical detection limits.
• The soil vapor investigation indicated a regulatory exceedance of VOCs (1,2,4-trimethylbenzene,
1,3-butadiene, benzene, chloroform, and vinyl chloride) was present at the northwest portion
of the subject property.

2.4 Purpose and Scope of Services
The purpose of this Limited Site Investigation is to assess potential impact of soil-gas on the proposed
Topgolf building as well as to confirm prior findings and verify the absence of soil and groundwater
impact.
Based on the Phase I ESA, PSI developed a scope of work for this Limited Site Investigation. The general
scope consists of the following: advance borings in the areas of the former USTs, in the general center
of the subject property, and along the east and southeast property boundary and collect soil and
groundwater samples; advance soil-gas sample borings in the area of the proposed Topgolf building
footprint; and access and sample from existing groundwater monitoring wells onsite.
2.5 Quality Assurance/Quality Control Measures
Field decontamination and sampling procedures were performed in general accordance with the
Oregon DEQ document titled, PA/SI Quality Assurance Project Plan. Downhole equipment utilized
during the field activities was decontaminated prior to and between each soil boring. Decontamination
of downhole equipment was accomplished by washing the equipment with a detergent solution and
rinsing with water. Single-use disposable gloves were used for each sampling point to help prevent
cross-contamination between sampling locations.
Laboratory analytical procedures were performed by ESN. The laboratory performed standard data
validation and quality control.
3. SUBSURFACE EXPLORATION
Prior to drilling, utilities were marked by the respective utility companies where the utilities entered or
were located adjacent to the site. In addition, a private utility locating company, CNI Locates, was
contracted to investigate the presence of utilities near the proposed boring locations as well as the
presence of a possible UST in the southwestern portion of the subject property. CNI Locates found
evidence of a possible backfilled pit, however no evidence of USTs remaining in the southwestern
portion of the subject property could be determined.
3.1 Soil Assessment Activities
On May 24, 2018, PSI directed ESN to advance eight soil borings using a truck-mounted direct-push drill
rig (Figure 2). Boring B-1 was located in the northwest portion of the subject property near the
previously existing monitoring wells. Borings B-2 and B-3 were located near the former UST location in
the southwest portion of the subject property. Boring B-4 was located in the center of the subject
property. Boring B-5 was located on the southeast portion of the subject property. Borings B-6 and B-7
were located along the eastern side of the subject property. Boring B-8 was located in the northeast
central portion of the subject property. Boring B-3 was advanced to a depth of 5 ftbgs where it entered
a catch basin pipe not detected by ground penetrating radar (GPR). The remaining borings were
advanced to depths of 10 ftbgs. Upon completion of the investigation, the borings were backfilled with
bentonite chips and hydrated, in accordance with applicable regulations, and resurfaced to
approximately match the surrounding grade.

During drilling, soil samples were screened for volatile organic compounds (VOCs) using a
photoionization detector (PID). Boring logs were prepared to record visual observations of soil and PID
readings (Appendix A). One soil sample were collected from each boring.
Eight soil samples were collected into laboratory supplied containers and placed in a cooler with ice.
Samples were transported under chain-of-custody protocol to ESN in Olympia, WA for the analyses.
3.2 Groundwater Assessment Activities
On May 3, 2018, PSI collected representative groundwater samples from boring B-1 and B-2. Prior to
sampling, the static water level was gauged. Following water level gauging, the borings were sampled
using a low-flow peristaltic pump with dedicated polyethylene tubing.
Additionally, PSI accessed and collected representative groundwater samples from the previously
existing monitoring wells MW-1, MW-2, MW-3, and MW-4 (Figure 2). Prior to purging and sampling
wells, the static water level was gauged using an electronic water level meter. Following water level
gauging, all wells were purged and sampled using a low-flow peristaltic pump with dedicated
polyethylene tubing. Well purging was considered complete when a minimum of approximately three
casing volumes were removed from the well.
Six groundwater samples were collected into laboratory supplied containers and placed in a cooler with
ice. Samples were transported under chain-of-custody protocol to ESN for analysis.
3.3 Soil-Gas Assessment Activities
On May 24, 2018, PSI directed ESN to advance four soil-gas borings using a truck-mounted direct-push
drill rig (Figure 2). All soil-gas probes were advanced to 5 ftbgs. The soil-gas samples were collected in
Summa Canisters and transported under chain-of-custody protocol to Eurofins Air Toxics, Inc. (Eurofins)
of Folsom, California.
4. LABORATORY ANALYSES AND DATA INTERPRETATION
Analyses and interpretation of the data generated from the field investigation are presented in the
following sections, and where appropriate, results are compared to regulatory limits.
Seven soil samples from 10 ftbgs and one soil sample from 5 ftbgs were selected for laboratory
analyses. Select soil samples were analyzed by ESN for the following:
• Diesel and Heavy-Oil Range Petroleum Hydrocarbons by Method NWTPH-Dx/Dx Extended
• VOCs by Method 8260C/5035
• PAHs by Method 8270

Six groundwater samples were selected for laboratory analyses. Select groundwater samples were
analyzed by ESN for the following:
• Diesel and Heavy-Oil Range Petroleum Hydrocarbons by Method NWTPH-Dx
• VOCs by Method 8260
• PAHs by Method 8270
Four soil-gas samples were selected for laboratory analyses. Soil-gas samples were analyzed by Eurofins
for VOCs by Method TO-15.
4.1 Laboratory Results
Soil Sampling Laboratory Results
Laboratory analyses did not detect diesel and heavy-oil range hydrocarbons, VOCs, or PAHs in soil
samples above laboratory reporting limits.
Groundwater Sampling Laboratory Results
Laboratory analyses did not detect diesel and heavy-oil range hydrocarbons, VOCs, or PAHs in
groundwater samples above laboratory reporting limits.
Soil-Gas Sampling Laboratory Results
1,2-Dichloroethane (EDC) was detected above laboratory reporting limits in soil-gas collected from SG-1
at 0.69 μg/m3, however this detection is below the MTCA Method B screening level of 3.2 μg/m3.
Remaining soil-gas constituents were not detected above laboratory reporting limits.
Select laboratory data is tabulated in Tables 1 and 2. A complete copy of the laboratory report and
chain of custody documentation are included in Appendix B.
5. CONCLUSIONS AND RECOMMENDATIONS
Based on the results of the soil, groundwater, and soil-gas sampling being below laboratory reporting
limits and MTCA screening levels, PSI recommends no additional investigation at this time.
Prior to the start of construction activities, the six on-site monitoring wells should be permanently
abandoned in accordance with state regulations.

6. REPRESENTATIONS
6.1 Warranty
This investigation, conclusions, and recommendation presented herein are based on the subjective
evaluation of limited data. They may not represent all conditions at the subject site as they reflect the
information gathered from specific locations. PSI warrants that the findings and conclusions contained
herein have been promulgated in accordance with generally accepted environmental investigation
methodologies and only for the site described in this report.
The Limited Site Investigation has been developed to provide the client with information regarding the
degree of impact (not delineation) relating to the project site. It is necessarily limited to the conditions
observed and to the information available at the time of the work.
Due to the limited nature of the work, there is a possibility that conditions exist which could not be
identified within the scope of the assessment or that were not apparent at the time of report
preparation. It is also possible that the testing methods employed at the time of the report may later be
superseded by other methods. The description, type, and composition of what are commonly referred
to as "hazardous materials or conditions" can also change over time. PSI does not accept responsibility
for changes in the state of the art, or for changes in the scope of various lists of hazardous materials or
conditions. PSI believes that the findings and conclusions provided in this report are reasonable.
However, no other warranties are implied or expressed.
6.2 Third Party Use
This report was prepared pursuant to the contract between PSI and our client, Topgolf USA. Because of
the importance of the communication between PSI and our client, reliance or any use of this report by
anyone other than Topgolf USA and their respective affiliates, successors, and assigns, is prohibited and
therefore not foreseeable to PSI.
Reliance or use by any such third party without explicit authorization in writing does not make said third
party a third-party beneficiary to PSI’s contract with Topgolf USA. Any such unauthorized reliance on or
use of this report, including any of its information or conclusions, will be at third party’s own risk. For
the same reasons, no warranties or representations, expressed or implied in this report, are made to
