November 13, 2018: I conducted a site inspection based on a code compliance investigation
request. The site inspection noted at least 30 vehicles on the property. Cars, trucks,
motorhomes, and a tow truck. (Photos Exhibit#2)
Some vehicles had no license, some licenses were expired and some vehicles were not operable
due to damage of the vehicle.
WA License#AUM2883 expired March 2016.
WA License#260ZXQ expired March 2016. (Exhibit#2)
A Warning of Violation was issued to the property owner for having unlicensed and/or
inoperable vehicles, excess of four vehicles parked on the property and for operating a tow
truck and vehicle storage lot in a residential zone. The compliance date is November 28, 2018.

The Warning of Violation was sent USPS Tracking Mail #9114 9014 9645 1435 8777 70. (Exhibit

November 13, 2018: 11:35 a.m. I spoke with Mr. Anjaz the new owner of this property. I
explained the violations to him and he said the tenants had not paid rent this month so he
would be evicting them.

December 03, 2018: A re-inspection noted all violations remain on the property. (Photos
Exhibit#3)
December 4, 2018: A Second Warning of Violation was sent to the property owner USPS
Certified Mail #7018 0040 0000 1696 9533 and was returned signed on December 6, 2018. The
compliance date was December 19, 2018. (Exhibit#3)
January 31, 2019: 11:00 a.m. Inspector Louder and I accompanied Trooper Collins from the
Washington State Patrol to this property to do an inspection of the vehicles. The tenant allowed
us access to the property and Trooper Collins photographed the VINs on the majority of the
vehicles. She knew of Allen Gooden and his car sale business. Mr. Gooden said he no longer had
the car sales lot in Kent and that is why he brought the vehicles to the property.
Mr. Gooden's mechanic was on-site at the time as he lives in one of the two motorhomes on
the north side of the property.
February 1, 2019: Spoke with Shawn Anjaz who said he has eviction court on Tuesday February
5, 2019, and he would call me next week after court. He was hoping for a 48 hour notice to
vacate.
February 15, 2019: Spoke with Shawn who said the judge did not grant eviction because the
tenant said the toilets were not working. The tenant did not give notification because he is
behind in the rent. A plumber was hired to fix the problem. They are going to trial or a three
day pay or vacate.
February 15, 2019: A Second Warning of Violation was sent to the tenant Allen Gooden. The
Warning was sent USPS Certified #7018 0040 0000 1696 5405 and Tracking#9114 9014 9645
1855 5037 61. The Tracking mail was delivered to the tenant on February 16, 2019. The
compliance date was March 4, 2019. (Exhibit#4)
March 4, 2019: A re-inspection noted all violations remain on the property. (Photos Exhibit 5)
March 5, 2019:A Finding of Violation was issued to Allen Gooden for$1000.00 ($250.00 for
each violation)the compliance date is March 20, 2019. The Finding was sent USPS Certified
#7018 0040 0000 1696 5252 and regular mail. (Exhibit 5)
March 13, 2019: 1:40 p.m. Spoke with Shawn who said trial was settled and the tenants will
move out at the end of April.
March 27, 2019: A re-inspection noted all violations remain on the property. (Exhibit#6)
March 28, 2019: A Second Finding of Violation was issued to Allen Gooden for$1000.00
($250.00 for each violation)the compliance date is April 11, 2019. The Finding was sent USPS
Certified #7018 0040 0000 1696 5887 and regular mail. (Exhibit 6)

April 15, 2019: Spoke with Shawn &tenants will be out by April 30, 2019. There is a writ of
restitution and he will set up the eviction with the King County Sheriff's Office.
April 24, 2019: Received appeal request for Allen Gooden, Jr. (Exhibit#7)
