HomeMy WebLinkAboutRS_RF_Justification_190422_Verizon_v1.pdf This letter will serve to justify a proposed Verizon Wireless site called SEA BLOOM to be located at 2701 East Valley Rd, Renton. The proposed location was chosen by Verizon Wireless to improve the quality of voice and data service as well as 911 services, for commercial buildings around it and to improve the stretch of HWY 167. Design Criteria & Results When designing an existing or new coverage expansion area(s), Verizon Wireless will first attempt to utilize an existing tower or structure for collocation at the desired antenna height. If an existing tower or structure is not available or not attainable because of space constraints or unreliable structural design or not enough height, Verizon Wireless will propose a new tower. In this instance our real estate group with the help of outside consultants, did several searches and concluded that a new tower will meet the coverage objective. To analyze our network design, Verizon Wireless uses a propriety Radio Frequency (RF) propagation tool called “Atoll.” Our objective is to improve call quality and data throughput speeds. A plot(s) of our propose network coverage expansion without the SEA BLOOM tower is shown in Exhibit 1A. The propagation maps that follow show three levels of service, designated as the following colors: Green >= -85 dBm, a level of service adequate for providing reliable coverage inside a building and outside. Users will experience seamless calls and high speeds while using any data applications on their phones. Yellow <= -95 dBm dBm, poor coverage inside buildings/vehicles, users will experience very slow speeds and dropped calls inside buildings and avg coverage outdoors. Grey <= -105 dBm, very poor unreliable signal strength, may not be able to make calls and no data usage. RECEIVED 05/08/2019 amorganroth PLANNING DIVISION Exhibit1A: This is the current coverage in this area. You can see that the area in the red circle has very poor coverage. We have had many complaints of poor to no coverage inside the industrial and office buildings surrounding this tower. We have also seen many dropped calls along the stretch of the HWY 167 to the east of this site. Exhibit 1B depicts Verizon’s coverage with the proposed site – SEA BLOOM integrated into our network system for that area. The exhibit clearly shows the proposed location improving the signal strength inside the office buildings (where we get many customer complaints from) around the site. In addition, the HWY has also been fixed. Verizon Wireless strives for a network design that provides high RF signal strength resulting in quality service inside buildings and vehicles, as indicated by the green areas. Please note that higher RF signal strengths such as those mentioned above promote reliable voice calls and higher data speeds throughout a given licensed area. Summary The proposed site is a necessary communication facility as it provides the desired public service needed to complete the Verizon Wireless network in the area and to comply with the obligations of our FCC license. This site, once built and operational will provide necessary public voice and data, including 911 services to the commercial areas to the south 405 in Renton.
