DESCRIPTION: The City of Renton Public Works Department is requesting approval of a critical areas
exemption for a proposed Storm System Improvement Project located within the public
right-of-way (ROW) of Lake Youngs Ct SE, which is a dead end street located at the
intersection of Lake Youngs Way SE and Lake Youngs Ct SE. The purpose of the project is
to provide stormwater conveyance along Lake Youngs Ct SE, in response to formal public
complaints, in order to prevent the constant ponding of water along the street. The project
area is approximately 0.32 acres in size. The current site ROW is developed with a concrete
road, sidewalks, street lighting, and water, sewer, power, and communication utilities. The
site is surrounded by 13 residential homes, with driveways connecting to the street. The
project proposes to construct a new storm conveyance system and an 8” water main service
with connecting metered laterals for the adjacent homes. The new stormwater conveyance
system will collect stormwater runoff along Lake Youngs Ct SE and mitigate the ponding
issues along the street. No tree removal is proposed with the project application. The project
site is mapped within a moderate coalmine hazardous area; however, due to the scope of
work, which will involve minimal grading, no geotechnical report was required for this project.
All surfaces impacted by the construction will be replaced back to the original existing
condition.

FINDINGS: The proposed development is consistent with the following findings pursuant to RMC section
4-3-050C.2.d:
i. The activity is not prohibited by this or any other provision of the Renton Municipal Code or
State or Federal law or regulation;
ii. The activity will be conducted using best management practices as specified by industry
standards or applicable Federal agencies or scientific principles;
iii. Impacts are minimized and, where applicable, disturbed areas are immediately restored;
iv. Where water body or buffer disturbance has occurred in accordance with an exemption
during construction or other activities, revegetation with native vegetation shall be required;
v. If a hazardous material, activity, and/or facility that is exempt pursuant to this Section has
a significant or substantial potential to degrade groundwater quality, then the Administrator
may require compliance with the Wellhead Protection Area requirements of this Section
otherwise relevant to that hazardous material, activity, and/or facility. Such determinations
will be based upon site and/or chemical-specific data.
DECISION: An exemption from the Critical Areas Regulations is hereby Approved.

to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057, on or before 5:00
p.m., on June 13, 2019. RMC 4-8-110 governs appeals to the Hearing Examiner and additional information regarding the
appeal process may be obtained from the Renton City Clerk's Office, (425) 430-6510.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened by the
approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original
decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval
body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any
person wishing to take further action must file a formal appeal within the 14-day appeal time frame.
EXPIRATION: Five (5) years from the date of decision (date signed).

Project Proposal
Lake Youngs Ct SE Storm System Improvement Project
SWP-27-4017
PROJECT OBJECTIVE
The purpose of the Lake Youngs Ct SE Storm System Improvement Project is to provide stormwater
conveyance along Lake Youngs Ct SE to prevent the constant ponding of water along the street. After
installation of the new stormwater system, the street would be overlaid through the Transportation
Street Overlay program.
PROJECT BACKGROUND/DESCRIPTION
The City of Renton received a formal complaint regarding the standing water along Lake Youngs Ct SE
in April 2016. Currently, there is no stormwater conveyance within the street. It appears that at one
time the stormwater was collected via a combined sewer/storm system that at this time has been
plugged to prevent stormwater from entering the sewer system. After site visits and evaluations, the
Surface Water Utility has determined that the street is in need of a new stormwater conveyance
system to allow for adequate drainage.
Due to age and use, Lake Youngs Ct SE is in need of street pavement repair in several locations. The
Street Maintenance Section has been deferring the overlay of the street due to the need for the
drainage improvements. The project will first consist of the Surface Water Utility constructing the
storm system improvements, followed then by the street being included in the Transportation Overlay
Program. We are recommending that the street be overlaid after the installation of the new
stormwater conveyance system.
FACILITY CONFIGURATION
The current utility configuration in Lake Youngs Ct SE contains water, sewer, gas, power, and
telecommunications. There is no stormwater conveyance at this time. The existing sewer in the street
ROW is an 8-inch concrete pipe with four Type 2 catch basins connecting the system. The existing
domestic water in the street ROW is a 4” steel pipe. The existing sewer and domestic water connect
into existing systems located in Lake Youngs Way SE.
A new piped storm conveyance system is to be designed and constructed through this project to
provide adequate drainage along the ROW. The new storm will include new conveyance pipe and
catch basins that will connect into the existing storm catch basin located at the intersection of Lake
Youngs Way SE and Lake Youngs Ct SE. Actual configuration and layout of the storm system will be put
together during the design phase of this project.
Easements: At this time no easement is foreseen to be required. If easements are found to be
required, the City of Renton will develop and obtain the easement as necessary.
Surveying and Geotechnical Investigation: A survey is being put together by 1 Alliance Geomatics, LLC
and shall be completed by December 31st, 2018. No geotechnical investigation is to be conducted.

Design: The Surface Water Utility will provide the design for the new stormwater conveyance system
and will also prepare the TIR, construction plans, specifications, and engineered cost estimate.
Environmental Review Permits: No environmental review comments are foreseen to be required. If
environmental review permits are found to be required during design, the City of Renton will develop
and obtain them as necessary.
Construction: Construction for stormwater improvements is estimated to begin in spring 2019 and
end in early summer 2019 to allow time for Transportation to overlay the street in the summer/fall of
2019.
The contractor will likely use Royal Hills DR SE, Lake Youngs Way SE, and Lake Youngs CT SE to reach
the construction site. Normal construction hours for the project are 7:00 a.m. to 5:00 p.m., Monday
through Friday. Work on weekends will only occur with approval from the city.
While working on Lake Youngs Ct SE, access to the street will be restricted to “Local Access Only”.
After construction all streets will be restored to existing access.
Access to local driveways will be maintained, except when construction needs to cross a driveway. The
city will attempt to limit driveway blockages to one day or less.
The contractor will be required to file a Traffic Control Plan with the city to identify hauling routes and
traffic control measures for the project.
Erosion control measures, such as storm drain inlet protection and filter fabric fences per the King
County Surface Water Manual, will be used. Any soil stockpiles not in use will be covered with plastic
sheets during rainy periods. All construction equipment will be required to have muffler and exhaust
systems in good working order.
PRELIMINARY COST ESTIMATE
Total Cost: $250,000
*Cost does not include overlay of street, which would be funded by the Transportation Street Overlay
Program. Does include stormwater design and construction.
*Cost will be updated after the preliminary design is complete
FUNDING SOURCE
The Lake Youngs CT SE Project is to be fund by the Surface Water Utility 2019 Capital Improvement
Program and the Transportation Overlay Program.

INVOLVEMENT AND PARTICIPATION
Community: Formal complaints have been sent into the Surface Water Utility by the resident at 2617
Lake Youngs Ct SE regarding the standing water along the street. The Surface Water Utility has
reached out to the resident and informed them that the city will resolve the issue by providing
stormwater conveyance through this project.
Once the design phase of the project has begun, property owners near the project site shall be
informed of the planned work to be done. If a temporary construction easement is required from a
property owner, the Surface Water Utility will work with that owner to acquire one. Property owners
nearby will once again be informed when the construction phase of the project is scheduled and of the
work to be done.
Other Agencies: At this time no other agencies are involved.
Private Utilities: Below ground power and communication lines are located along Lake Youngs Ct SE.
Private utilities will be contacted by the Surface Water Utility and sent a copy of the draft plans to
identify and locate their utility lines. The Surface Water Utility will coordinate with other city utilities
and franchise utilities to determine if their respective utility replacement or improvements could be
proposed in coordination with the project.
The contractor will be responsible to contact the One-Call Utility Notification Center to locate public
utilities before starting construction.
STAFFING
Project Management: The project manager is Jared McDonald, Surface Water Utility.
Mapping: The surveyor is 1 Alliance Geomatics, LLC.

Design Engineer: The design is to be done internally by the City of Renton.
In-House Reviews: Coordination with other city departments will be done during the design phase of
the project. A city design team meeting to review the proposed design with other city departments
will be scheduled, as needed. A city design team may be formed if a sufficient number of other city
departments indicate the need for one.

8.THE ESC FACILITIES SHALL BE INSPECTED DAILY BY THE APPLICANT/ESC SUPERVISOR AND
MAINTAINED TO ENSURE CONTINUED PROPER FUNCTIONING. WRITTEN RECORDS SHALL BE KEPT
OF WEEKLY REVIEWS OF THE ESC FACILITIES DURING THE WET SEASON (OCT. 1 TO APRIL 30) AND
OF MONTHLY REVIEWS DURING THE DRY SEASON (MAY 1 TO SEPT. 30).
9.PUBLIC STREETS SHALL BE CLEANED ONCE PER DAY OR AS DIRECTED BY THE CITY. FLUSHING OF
STREETS WITH WATER WILL NOT BE ALLOWED.
10.IN ACCORDANCE WITH DEPARTMENT OF ECOLOGY REQUIREMENTS, WASTEWATER FROM CEMENT
CONCRETE MASONRY, OR ASPHALT CONCRETE CUTTING, OR POURING OPERATIONS SHALL NOT
BE DISCHARGED INTO STORM DRAINAGE SYSTEMS OR SURFACE WATERS. IMPERVIOUS SURFACES
CONTAMINATED WITH SEDIMENT FROM GRIT AND CUTTING, PLANNING OR PULVERIZING
OPERATIONS SHALL BE VACUUM-CLEANED TO PREVENT CONTAMINANTS FROM ENTERING THE
STORM DRAINAGE SYSTEM OR SURFACE WATERS.
11. ALL DEWATERING WATER AND RUNOFF WITHIN CONSTRUCTION AREAS SHALL BE TREATED VIA
SEDIMENTATION, FILTRATION THROUGH VEGETATION IN APPROVED AREAS, OR PORTABLE
FILTRATION SYSTEMS (UTILIZING TANKS AND FILTERS), AS NEEED, PRIOR TO DISCHARGE TO
DOWNSTREAM SYSTEM IN ORDER TO MEET ALL APPLICABLE LOCAL, STATE AND FEDERAL WATER
QUALITY REGULATIONS. CONTRACTOR MAY ALSO DISCHARGE TO THE SANITARY SEWER SYSTEM
AFTER OBTAINING APPLICABLE PERMITS AND MEETING PRETREATMENT REQUIREMENTS.
