Citizen Comment: Evans - the existence of a potentially dangerous traffic configuration at Lake
Dangerous Traffic Washington Boulevard and Park Avenue North. Mr. Evans explained that
Configuration at Lk Wash drivers of vehicles who exit the southern access to Gene Coulon Memorial
Blvd & Park Ave N Beach Park and head south on Lake Washington Boulevard intending to turn
left onto Park Avenue North sometimes mistake one of the two northbounds
boulevard lanes for a southbound lane. He suggested that this problem could
be solved by painting arrows on the street to clarify the road directions for
motorists.

Loading Ordinance, of Title IV (Building Regulations) , of
Ordinance No . 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby amended to read as follows :
C: Exemption for the Downtown Core Area: The downtown core
area which is described as that area bounded by the center lines
of Smithers Avenue South from South Fourth Place to South Third
Street and Morris Avenue South from South Third Street to South
Second Street and South Second Street from Morris Avenue South to
Logan Avenue South, bounded on the north by Cedar River, east to

Committee recommending approval of the proposed amendments to the Parking and
Planning: Downtown Core Loading Ordinance and the Center Downtown Zone. The proposed
Area Boundary amendments would revise the Downtown Core Area boundary description to

Planning: Zoning Code Planning & Development Committee Chair Schlitzer presented a report
Changes for Child & regarding child and adult day care amendments. Subsequent to the public
Adult Day Cares hearing before the City Council on May 12, 1997, the Planning &
Development Committee met on May 22, 1997 and July 10, 1997 to discuss
alternate approaches to adult day care use allowances. The Committee
recommended that the proposed child and adult day care amendments
ordinance be revised to incorporate the modified Planning Commission
recommendation for adult day care uses as presented in the June 30, 1997
staff report to the Committee. The revisions reduce the proposed number of
adult clients allowed as an accessory use in a residence from six to four
clients. The Committee further recommended that this item remain in
committee pending completion of any additional environmental
documentation, and review of the revised ordinance. MOVED BY

Planning: Joint Boundary Planning & Development Committee Chair Schlitzer presented a report
with Kent's Potential regarding the Renton and Kent potential annexation areas joint boundary.
Annexation Area The Committee recommended that Council direct the Administration to pursue
the development of an interlocal agreement with the City of Kent that will:
* Secure the potential annexation area boundary as described;
* Specify that both the City of Renton and the City of Kent will only
annex territory within their designated potential annexation areas;
* Specify that the City of Kent will de-annex the area abutting and to
the east of SR-167, south of South 55th Street;
* Specify that the City of Kent will enter into negotiations with the
City of Renton on the development of aquifer protection provisions
for the City of Renton's Springbrook Springs Aquifer recharge area
that extends to approximately SE 206th Place, on the south; and
* That the City of Renton and the City of Kent will jointly pursue the
development of a plan for the maintenance and operation of the City
of Renton's proposed future park on the west side of Talbot Road S.
and SE 196th St., if extended.

Community Services Community Services Committee Chair Nelson presented a report regarding the
Committee request from Catholic Community Services for a partial fee waiver. On June
Development Services: 19th and July 10th, the Committee discussed the issue of a fee waiver for
Permit Fee Waiver Catholic Community Services concerning two proposed developments in
Request, Camerer Renton. These two developments are for affordable rental housing, one
(Catholic Community located on Burnett Ave. S. and the other in the Renton Highlands. The
Services) Committee discussed the lack of a City policy concerning requests for fee
waivers, and agreed that it would be premature to take action at this time to
approve the request since an overall policy on the subject was needed. If City
policy should eventually result in a fee reduction for non-profit agencies, then

PUBLIC HEARING This being the date set and proper notices having been posted and published

Area Boundary hearing to consider the proposed Zoning Code change to the Downtown Core
Amendment (S 2nd & 3rd, Area boundary.

Owen Dennison, Associate Planner, explained that the proposed change was
prompted by the planned Dally project, a mixed-use residential and
commercial development to be built adjacent to the downtown piazza (or
public square) area. If approved, the Downtown Core Area boundary would
be amended to include the block between South 2nd and 3rd Streets, from
Morris Avenue South to Logan Avenue South. Including this property in the
Downtown Core Area would exempt the Dally development from parking
requirements, street setbacks below the first 40 feet of building height, the
ten-foot requirement for landscaping along the street, and maximum lot
coverage restrictions.
Continuing, Mr. Dennison explained that the Dally project is designed to have
100% lot coverage. Thus, the property must be included in the Downtown
Core Area for the project to proceed. He added that the proposed change is
consistent with the policies of the Comprehensive Plan's Dowtown Element as
well as with the Downtown Renton Asociation (DRA)'s vision statement
contained in the Comprehensive Plan.
Councilmember Nelson was concerned about parking availability in this area.
Mayor Tanner assured her that the City plans to acquire additional parking
spaces in the downtown.

SUBJECT: Code Amendments-Expansion of Downtown Core Area

Should the Downtown Core Area, as it applies to development standards in the Center Downtown (CD)
Zone and Parking and Loading Ordinance, be expanded to include the block between South Second and
Third Streets and between Logan and Morris Avenues South? (Figure 1)
RECOMMENDATION:
• Approve the expansion of the Downtown Core Area as proposed.
BACKGROUND SUMMARY:
Within the Downtown Core Area, development is exempt from certain development standards of the CD
Zone. These exempt standards include parking requirements, street setbacks for portions of buildings up
to forty feet in height, a ten foot landscaped strip along streets and maximum lot coverage. The existing
boundaries were established in 1988 and subsequently amended. A description of boundaries are
contained in Renton Municipal Code Sections 4-31-10.1D.1, Center Downtown Zone, and 4-14-3C,
Parking and Loading Ordinance.
The City is negotiating the sale of several properties within the Center Downtown Zone to Dally Homes
for development of a residential and commercial mixed use project. The proposal is intended to promote
the revitalization of downtown Renton. The project has been designed for enhanced pedestrian
orientation, with ground-floor retail that would cater to walk-in customer traffic. It is also adjacent to the
proposed Piazza Renton. Although the design of the Dally project is based on the development standards
of the Downtown Core Area, it is adjacent to the Core boundary. (Figure 1) If the Dally project is to
move forward, the Downtown Core Area boundary must be redefined to include the block west of Logan
between South Second and Third Streets.

Moving the boundary would be consistent with the intent of the Downtown Element policies of the
Comprehensive Plan. Policy DT-7 states, 'The downtown core area and specific related development
standards (e.g. setbacks, parking, landscaping) should be redefined to address the various requirements
and impacts of the different land use districts within the core. Downtown character districts should be
delineated and their identities strengthened through streetscape, signage, and design guidelines unique to
each district." The policy suggests that the Core Area boundaries are not intended to be as immutable as
the Center boundaries. The proposed Piazza will extend the pedestrian-character portion of the
downtown to the adjacent areas to the west, as a spill-over effect of the pedestrian activities at the park.
The transit center, located just east of the site, may generate additional pedestrian traffic in the vicinity.
Policy DT-41 states that new transit facilities in the downtown should be part of an activity node. The
Piazza and the transit center encourage a redefinition of the downtown core area. The increased intensity
and increased pedestrian orientation that would result from a reduction in the development standards in
the subject block would have a synergistic relationship to the other public projects and plans for the
downtown core.
Policies DT-38 and DT-40 both encourage an emphasis on pedestrian traffic in the downtown with
provisions for transit and automobiles where appropriate. Again,the Piazza and transit center will create
an expanded pedestrian district. Development on the subject block should be incorporated into that
district to encourage the foot traffic.
Policy DT-5 directs that `redevelopment of the downtown area should be encouraged to maintain and
revitalize the downtown core". Further, Policy DT-23 states that incentives should be developed to
encourage future redevelopment projects that incorporate residential uses. A reduction in the
development standards through a redefinition of the Core Area boundary would provide such an incentive
and the Dally project is expected to kindle additional redevelopment of the downtown core.
The proposed change would not conflict with the Downtown Renton Association's Vision. (Policy DT-8)
CONCLUSION:
The proposed revisions to the Downtown Core Area are consistent with the Comprehensive Plan and
would allow the Dally project to move forward. No other areas are proposed for inclusion in the Core
Area at this time, although other areas may eventually be considered. The block to the south currently
includes a number of single family uses and is not anticipated to redevelop in the immediate future. For
the time being, it may be advisable to restrict further expansion of the proposed boundaries, to encourage
redevelopment of the existing Downtown Core Area. Expansion of the Core Area before additional
development occurs may detract from the intent to create an integrated and self-sustaining pedestrian
activity district at the east end of the CD Zone.

Applicable Downtown Element Policies
Policy DT-4. Ground floor uses with street frontage along Wells Avenue South between Houser Way
and South 2nd Street and along South 3rd Street between Main Avenue South and Burnett Avenue South
should be limited to businesses which primarily cater to walk-in customer traffic (i.e. retail goods and
services) in order to generate and maintain continuous pedestrian activity in these areas. Walk-in
customer oriented businesses should also be encouraged to locate along street frontages in the remainder
of the Historic Downtown Core district and the West End district.
Policy DT-5. Redevelopment of the downtown area should be encouraged to maintain and revitalize the
downtown core.
Policy DT-7. The downtown core area and specific related development standards (e.g. setbacks,
parking, landscaping) should be redefined to address the various requirements and impacts of the different
land use districts within the core. Downtown character districts should be delineated and their identities

RECOMMENDED ACTION:
The Planning Commission recommends that the Downtown Core Area boundary, as defined in the CD
Zone development standards and the Parking and Loading Ordinance, be amended to include the block
bounded by Morris and Logan Avenues South and South Second and South Third Streets.
The Commission believes that redevelopment of the downtown is a high priority for the City, and that the
proposed mixed-use Dally project within this block will contribute to the downtown revitalization effort.
Further, the Commission perceives pedestrian-oriented development to be a logical extension of the
proposed transit center and Piazza park adjacent to the east. Exemption from the development standards
for lot coverage, setbacks and landscaping along streets on this block would help to expand the pedestrian
district and would allow the Dally project to move forward. The Commission has some concerns about the
exemption from parking requirements. However, market forces are expected to provide for most of the
current parking requirements in the absence of Code standards.
The Commission views the Downtown Core Area boundary revision to be consistent with the Downtown
Renton Association's Vision statement and the applicable Comprehensive Plan Policies.

ISSUE:
Should the Downtown Core Area, as it applies to development standards in the Center Downtown (CD)
Zone and Parking and Loading Ordinance, be expanded to include the block between South Second and
Third Streets and between Logan and Morris Avenues South? (Figure 1)
RECOMMENDATION:
• Approve the expansion of the Downtown Core Area as proposed.
BACKGROUND SUMMARY:
Within the Downtown Core Area, development is exempt from certain development standards of the CD
Zone. These exempt standards include parking requirements, street setbacks for portions of buildings up
to forty feet in height, a ten foot landscaped strip along streets and maximum lot coverage. The existing
boundaries were established in 1988 and subsequently amended. A description of boundaries are
contained in Renton Municipal Code Sections 4-31-10.1D.1, Center Downtown Zone, and 4-14-3C,
Parking and Loading Ordinance.
The City is negotiating the sale of several properties within the Center Downtown Zone to Dally Homes
for development of a residential and commercial mixed use project. The proposal is intended to promote
the revitalization of downtown Renton. The project has been designed for enhanced pedestrian
orientation,with ground-floor retail that would cater to walk-in customer traffic. It is also adjacent to the
proposed Piazza Renton. Although the design of the Dally project is based on the development standards
of the Downtown Core Area, it is adjacent to the Core boundary. (Figure 1) If the Dally project is to
move forward,the Downtown Core Area boundary must be redefined to include the block west of Logan
between South Second and Third Streets.

Moving the boundary would be consistent with the intent of the Downtown Element policies of the
Comprehensive Plan. Policy DT-7 states, 'The downtown core area and specific related development
standards (e.g. setbacks, parking, landscaping) should be redefined to address the various requirements
and impacts of the different land use districts within the core. Downtown character districts should be
delineated and their identities strengthened through streetscape, signage, and design guidelines unique to
each district." The policy suggests that the Core Area boundaries are not intended to be as immutable as
the Center boundaries. The proposed Piazza will extend the pedestrian-character portion of the
downtown to the adjacent areas to the west, as a spill-over effect of the pedestrian activities at the park.
The transit center, located just east of the site, may generate additional pedestrian traffic in the vicinity.
Policy DT-41 states that new transit facilities in the downtown should be part of an activity node. The
Piazza and the transit center encourage a redefinition of the downtown core area. The increased intensity
and increased pedestrian orientation that would result from a reduction in the development standards in
the subject block would have a synergistic relationship to the other public projects and plans for the
downtown core.
Policies DT-38 and DT-40 both encourage an emphasis on pedestrian traffic in the downtown with
provisions for transit and automobiles where appropriate. Again,the Piazza and transit center will create
an expanded pedestrian district. Development on the subject block should be incorporated into that
district to encourage the foot traffic.
Policy DT-5 directs that `Yedevelopment of the downtown area should be encouraged to maintain and
revitalize the downtown core". Further, Policy DT-23 states that incentives should be developed to
encourage future redevelopment projects that incorporate residential uses. A reduction in the
development standards through a redefinition of the Core Area boundary would provide such an incentive
and the Dally project is expected to kindle additional redevelopment of the downtown core.
The proposed change would not conflict with the Downtown Renton Association's Vision. (Policy DT-8)
CONCLUSION:
The proposed revisions to the Downtown Core Area are consistent with the Comprehensive Plan and
would allow the Dally project to move forward. No other areas are proposed for inclusion in the Core
Area at this time, although other areas may eventually be considered. The block to the south currently
includes a number of single family uses and is not anticipated to redevelop in the immediate future. For
the time being, it may be advisable to restrict further expansion of the proposed boundaries, to encourage
redevelopment of the existing Downtown Core Area. Expansion of the Core Area before additional
development occurs may detract from the intent to create an integrated and self-sustaining pedestrian
activity district at the east end of the CD Zone.

Summary of Action:
Within the Downtown Core Area, development is exempt from certain development standards of the CD Zone.
These exempt standards include parking requirements, street setbacks for portions of buildings up to forty feet
in height, a ten foot landscaped strip along streets and maximum lot coverage. The existing boundaries are
defined in the CD Zone development standards and in the Parking and Loading Ordinance.
A developer, Dally Homes, is currently in discussions with the City of Renton to purchase several parcels for
development of a pedestrian-oriented, mixed commercial and residential project in an area adjacent to but
outside the Downtown Core Area boundary. Development of the site as proposed by Dally Homes would
further the City's plans for redevelopment and revitalization of downtown and would compliment the proposed
Piazza park. However, the Dally proposal is designed to the development standards of the Downtown Core
Area. A revision to the boundary is necessary for the project to move forward.
STAFF RECOMMENDATION:
Staff recommends that Council approve the proposed revision to the Downtown Core Area boundary.
