Kiddie Research Daycare Center: Project Narrative
The proposed Kiddie Research Daycare Center project is located at 3123 NE Sunset Blvd, tax parcel
0423059155. Proposed development will include the construction of a daycare center with associated
parking and utilities on the 0.39 acre parcel. The project fronts on both NE 12th St, to the south, and NE
Sunset Blvd, to the west. Commercial developments are located to the north and east of the subject parcel.
Access will be from NE 12th Street.
The site is located within the Center Village (CV) zoning classification and Commercial Mixed Use (CMU)
land use designation. All adjacent properties are zoned CV. Proposed development will require
Administrative Site Plan Review, Environmental (SEPA) Review, and Modification Review.
The site was previously utilized as a self-service car wash facility. This previous use occupied most of the
property area. No native vegetation was preserved as part of this previous development. The facilities
associated with the car wash have since been demolished. No sensitive areas exist on the site with the
exception of a small 15%-25% regulated slope in the northeast corner of the property. Topography is
generally downhill from east to west. Till soils (Alderwood) exist on the site. Drainage eventually makes
its way to the frontage roads. No upstream drainage is tributary to the site.
Offsite improvements will include right-of-way dedication consistent with the 30% CIP project plans along
NE Sunset Blvd and a 10.1-foot wide dedication along NE 12th Street. Per the preapplication notes for
subject project, frontage improvements along NE Sunset Blvd have been waived as the improvements will
be completed at the time of construction for the CIP improvements. Improvements along NE 12th Street
will include replacement of existing curb at its current location, installation of an 8-foot wide planter and
8-foot wide sidewalk. A modification request has been included as part of the submittal package for the
offsite improvements as the proposed improvements deviate from the City standards RMC 4-6-060. One
fire hydrant will be installed to accommodate the required fire protection requirements.
The project construction cost is estimated to be $2M. Fair market value is projected to be approximately
$3M.
Earthwork quantities for the project are estimated to involve 31 cubic yards of cut and 540 cubic yards of
fill.
Four (4) of the existing five (5) onsite trees will be removed as part of the development. The existing trees
to be removed are four (4) Norway Maple trees in 23”, 11”, 9” and 6.5” sizes. One (1) 17” Norway Maple
is proposed to be retained.
During construction, a temporary job shack will likely be installed.
