Description of Work This pedestrian/bicycle trail will be. constructed on an `abandoned
railroad right-of-way.. The existing railroad ballast will be spread and compacted.
A 12' > wide asphalt concrete trail will be constructed, with 2'` wide crushed rock
shoulders. Localized slope protection will be .provided by placing gabions at the "
toe of a steep slope section. A concrete deck layer will be added to an existing
railroad bridge across the' Cedar :River.' Bridge abutments will also_:be stabilized- -
Park benches will be provided.

We have received FHWA fund authorization, effective July 15, 1994, for this
project as follows:

Enclosed for your information and file is a fully executed copy of Local Agency
Agreement LA-2524 between the state and your agency. Also enclosed is a
rare-printed Progress Bill form for the referenced project. Please forward this
form to the person handling billings:
Federal funds for this project are limited by your regional STP project selection I'
agency. to $200,055. All costs beyond:those in the latest executed agreement
are the sole responsibility of your agency.
Please remember to provide your Regional TransAid Engineer with one:set of
PS&E for his use at least two weeks prior to requesting a contract number.
A contract number must be obtained from WSDOT prior to advertising for bids
on local ad and award projects. Reimbursement for construction costs will not
begin before the contract is awarded.
Please refer to the Minimum Standards for Design and Construction of.
Transportation Enhancement Projects. The FHWA has approved the
administration of enhancement projects utilizing state codes and laws in lieu of
federal project development requirements:
