The WCF proposed, a Type 1 Monopole, would be approximately 59.9 feet tall and would be located on the south side of the site adjacent to an existing industrial building. Type 1 monopoles require a Conditional Use Permit that is approved by the Hearing Examiner. Ground equipment associated with the monopole would be located in a cabinet along the south side of the existing building and west of the proposed monopole. The site is approximately 2.3 acres in size and is located in the Medium Industrial (IM) zone. No changes are proposed to the existing parking lot or landscaping. The applicant submitted an RF study and photo-simulations with the application. The Planning Division of the City of Renton accepted the above master application for review on April 23, 2019 and determined the application complete on the same day. The project complies with the 120-day review period. 2. The project site is located 2701 East Valley Rd. 3. The project site is currently developed with a one-story tilt-up concrete structure occupied by a building materials distributor. 4. The majority of the site consists of impervious surface, including the existing building and associated parking. 5. The proposed Type 1 monopole and associated ground equipment would be located on the south side of the project site 6. Access to the site would be provided via the existing driveways off of SW 27th St and East Valley Rd. 7. The property is located within the Employment Area (EA) Comprehensive Plan land use designation. The site is located within the Medium Industrial (IM) zoning classification and within Automall Area C Overlay. 9. There are approximately sixteen (16) trees located on-site, of which the applicant is proposing to retain all. 10. The site is mapped with a High Seismic Area area. 11. No material would be cut on-site and no fill is proposed to be brought into the site. 12. The applicant is proposing to begin construction of the WCF in the fall of 2019. 13. Staff received no public or agency comment letters. 14. Pursuant to the WAC 197-11-800, the project is categorically exempt from Environmental (SEPA) Review. 15. Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of this report. 16. Comprehensive Plan Compliance: The site is designated Employment Area (EA) on the City’s Comprehensive Plan Map. The purpose of the MD designation is to allow a variety of single-family and multi-family development types, with continuity created through the application of design guidelines, the organization of roadways, sidewalks, public spaces, and the placement of community gathering places and civic amenities. The proposal is compliant with the following development standards if all conditions of approval are met: Compliance Comprehensive Plan Analysis Compliant if Conditions of Approval under FOF 20 are met Policy U‐79. Require that the siting and location of telecommunications facilities be accomplished in a manner that minimizes adverse impacts on the environment and adjacent land uses. Staff Comment: See analysis below under FOF 20.a CUP. If conditions of the CUP are met the proposed Type 1 Monopole WCF would meet the policy objective. Compliant if Conditions of Approval under FOF 20 are met Policy U‐80. Require wireless communication structures and towers to be designed and site to minimize aesthetic impacts and to be co-located on existing structures and towers wherever possible. Staff Comment: See analysis below under FOF 20.a CUP.  Goal L-P: Minimize adverse impacts to natural systems, and address impacts of past practice where feasible, through leadership, policy, regulation, and regional coordination. Compliant if Conditions of Approval under FOF 20 are met Goal L-BB: Maintain a high quality of life as Renton grows by ensuring that new development is designed to be functional and attractive. Staff Comment: See analysis below under FOF 20.a CUP. If conditions of the CUP are met the proposed Type 1 Monopole would meet the policy objective. Compliant if Conditions of Approval under FOF 20 are met Goal L-FF: Strengthen the visual identity of Renton and its Community Planning Areas and neighborhoods through quality design and development. Staff Comment: See analysis below under FOF 20.a CUP. If conditions of the CUP are met the proposed Type 1 Monopole would meet the policy objective. 17. Zoning Development Standard Compliance: The site is located in the Medium Industrial (IM) zoning district and the Automall Area C Overlay district. Land with the IM zoning designation is intended for manufacturing, processing, assembly, and warehousing. Outdoor storage of some materials may be allowed. Uses and potential impacts of uses in this zone are contained within the property or project site. Due to the type of use, the standards associated with the Automall Area C Overlay are not applicable to new or existing wireless communication facilities. All new wireless communication facilities are required to meet the standards and requirements in RMC 4-4-140 in lieu of the typical development standards based on zoning or overlay district designation. Compliance Wireless Communication Facility Standards Analysis  a. Equipment Shelters/Cabinets: Location - Equipment shelters and cabinets used to house related equipment should be located within buildings or placed underground, unless it is infeasible. Screening - Equipment shelters and cabinets shall be surrounded by a fifteen foot (15') wide sight obscuring landscape buffer around the outside perimeter of required security fencing with a minimum height that is no less than the height of the compound fence at any point. Existing topography, vegetation and other site characteristics may provide relief from the screening requirement Size - The applicant shall provide documentation that the size of any equipment shelters or cabinets is the minimum necessary to meet the provider’s service needs. Generators – i. Architectural integration is required (if applicable). ii. To the extent feasible, generators shall be enclosed along with the related equipment. Similar to equipment shelters, the screening for the generator shall utilize similar building materials, colors, accents, and textures as the primary building; if no buildings exist on site, ensure that the building is designed to blend in with the environment. iii. A screening wall and/or landscaping material shall be required to mitigate visual impacts. iv. Fences shall be constructed of materials that complement and blend in with the surroundings. v. Anti-graffiti finish shall be applied to all solid fences, walls, and gates. vi. A noise analysis shall be required to demonstrate that the generator will operate within allowed noise limits if the generator is the sole power source. Staff Comment: The associated cabinet equipment would be located on the south side of the existing building on the site. The proposed cabinet area would be approximately 200 sq. ft. and would be surrounded by a 6-foot high chain-link fence topped with barbed wire. The applicant has proposed slats in the fence in order to visually screen the equipment. According to the applicant, the cabinet structure was City of Renton Department of Community & Economic Development Verizon SEA Bloom Monopole Staff Report to the Hearing Examiner LUA19-000083, CU-A Report of June 18, 2019 Page 6 of 11 D_Administrative Report_SEA Bloom Monopole_190611_v2_FINAL not able to be located within the existing building due to the current owner utilizing the entire building. The cabinet would be located approximately 130 feet from the public right-of-way (ROW) and is positioned up against the building, lessening the visual impact. Due to the close proximity of a city-owned water main and easement area near the cabinet, landscape screening is not feasible. Due to the setback proposed for the cabinet, the challenges associated with planting over a water main, and the general industrial nature of the area, staff supports the proposed screening method and equipment cabinet design.  b. Maximum Height: There is no maximum building height IM zone. The maximum height of wireless communication facilities is governed by RMC 4-4-140F, which limits the height of Monopole 1 WCFs to 60 feet. Staff Comment: The maximum height above grade of the proposed Type 1 monopole WCF is 59.9 feet. The proposal complies with the maximum height permitted in the IM zone and for monopole WCFs.  c. Visual Impact: RMC 4-4-140F.3 requires that site location and development preserve the pre-existing character of the surrounding buildings and landscape to the extent consistent with the function of the communications equipment. Towers shall be integrated through location and design to blend in with the existing characteristics of the site to the extent practical. Existing on-site vegetation shall be preserved or improved, and disturbance of the existing topography shall be minimized, unless such disturbance would result in less adverse visual impact to the surrounding area. Towers, antennas and related equipment shall be uniformly painted a non-reflective neutral color that best matches the colors within the immediately surrounding built and natural landscape in order to reduce the contrast between the WCF and the landscape. Staff Comment: The proposed design of the monopole and associated equipment is consistent with a typical WCF and creates a negligible visual impact on the building and site as a whole. The proposed site is located in an area with a significant number of large-scale industrial buildings and is not located near any type of residential or retail commercial uses. The submitted photo-simulations provided by the applicant document the minimal visual impact that the monopole would have on the area due to the proposed setback from the ROW and the existing mature trees located along the frontage and south property line. The applicant has proposed a neutral grey finish that is consistent with the colors used on the adjacent structures. The applicant is proposing to retain all trees on the site and only a small area with grass would be removed for placement of the equipment cabinet. Therefore, the visual impact of the proposed monopole would be minimal. Compliant if Condition of Approval is Met d. Setbacks: RMC 4-4-140F.4 requires that towers be set back from each property line by a distance equal to the tower height, unless an engineering analysis concludes that a reduced setback is safe for abutting properties and the Administrator determines that a reduced setback is appropriate for the site. Staff Comment: The applicant has proposed a 83 foot setback from east property line (East Valley Rd), a 328 foot setback from the north property line (SW 27th St), a 198 foot setback from the west property line (railroad ROW), and a 23 foot setback from the south property line. Due to siting constraints create by the large building footprint of the existing industrial building, staff concurs that a reduced setback from the south property line is appropriate and necessary for the proposed monopole. In order to ensure that the reduced setback is safe for abutting properties, staff recommends as City of Renton Department of Community & Economic Development Verizon SEA Bloom Monopole Staff Report to the Hearing Examiner LUA19-000083, CU-A Report of June 18, 2019 Page 7 of 11 D_Administrative Report_SEA Bloom Monopole_190611_v2_FINAL a condition of approval that the applicant submit an engineering analysis that makes a specific finding that the reduced setback is safe. The analysis should be submitted at the time of building permit application for review and approval by the City’s structural engineer.  e. Maximum Noise Levels: RMC 4-4-140F.5 limits the noise of equipment associated with Wireless Communication Facilities to forty five (45) decibels as measured from the nearest property line on which the facility is located. Staff Comment: The applicant has stated in their project narrative that they do not anticipate any changes in the noise levels. If noise levels exceed the maximum decibel limit, the applicant would be required to bring the proposed facility into compliance with code. Compliant if Condition of Approval is met e. Fencing: RMC 4-4-040 limits fences within commercial and industrial zoning to a maximum height of 8 feet. In addition, RMC 4-4-140F.6 requires the installation of security fencing coated with a non-reflective neutral color. Staff Comment: The fencing proposed around the equipment area would have a maximum height of 8 feet above grade and would therefore be compliant with the fence standards in RMC 4-4-140F.6. Barbed wire is permitted on fences for utility uses. The applicant did not indicate in the submittal materials whether or not the fence would be coated. Therefore staff recommends as a condition of approval that the applicant utilize black vinyl-coated chain-link for the cabinet fencing.  f. Lighting: RMC 4-4-140F.7 prohibits the artificial lighting of towers or antennas, unless required by the FAA or other authority. Staff Comment: No new lighting is proposed as a part of the proposed Type 1 monopole.  g. Advertising Prohibited: RMC 4-4-140F.8 prohibits the placement of advertising on any part of the Wireless Communication Facility or associated equipment. Staff Comment: The applicant has not proposed any type of advertising to be included on the structure. Compliance not yet demonstrated h. Building Standards: RMC 4-4-140F.9 requires support structures to be constructed so as to meet or exceed the most recent Electronic Industries Association/Telecommunications Industries Association (EIA/TIA) 222 Revision G Standard. Prior to issuance of a building permit the Building Official shall be provided with an engineer’s certification that the support structure’s design meets or exceeds those standards. Staff Comment: The structural integrity of the proposed concealed WCF will be evaluated via engineering analysis at the time of building permit application.  i. Radio Frequency Standards: RMC 4-4-140F.10 requires the applicant to ensure that the Wireless Communication Facility will not cause localized interference with the reception of area television or radio broadcasts. Staff Comment: The applicant does not anticipate any inference with the reception of the area television or radio broadcasts and would be required to immediately address any interference issues should they be reported. Critical Areas: Project sites which contain critical areas are required to comply with the Critical Areas Regulations (RMC 4-3-050). The proposal is consistent with the Critical Areas Regulations, if all conditions of approval are complied with: Compliance Critical Areas Analysis  Geologically Hazardous Areas: Based upon the results of a geotechnical report and/or independent review, conditions of approval for developments may include buffers and/or setbacks from buffers. A standard 15-foot building setback is required for all structures from Protected Slope areas. A 50-foot buffer and 15-foot building setback are required from Very High Landslide Hazard Areas. Staff Comment: The proposed WCF would be located within a High Seismic Hazard area. A geotechnical report was waived as part of the land use submittal application, as it is expected that building codes would mitigate any impacts related to the Seismic Hazards. However, a geotechnical report may be required as part of the building permit submittal at the discretion of the Building Official. 19. Conditional Use Analysis: In lieu of the criteria normally evaluated for Conditional Use Permits, the following criteria (RMC 4-9-030E) will be considered in determining whether to issue a Conditional Use Permit for a wireless communication facility. Compliance Conditional Use Analysis for Wireless Facilities Compliant if Condition of Approval is met a. Height and Design of the Proposed Tower: The height of the proposed tower and/or antenna as well as incorporation of design characteristics that have the effect of reducing or eliminating visual obtrusiveness. Staff Comment: The proposed Type 1 monopole would utilize a design typical for WCFs. The pole would be approximately 60 feet tall and would be mounted with four (4) RRUs, one microwave antenna, and eight (8) panel antennas. At the widest point, the antennas and associated equipment would extend approximately 6 feet from the monopole in all directions. According to the applicant, the height proposed is the minimum necessary to avoid signal blockage by nearby buildings and other structures as well as to achieve RF Line of Sight required for adequate service/coverage. Staff concurs that the design and height of the proposed tower is appropriate as it relates to both the character of the surrounding area as well as the needs of the applicant. However, based on the applicant’s submittal, it is unclear whether or not the proposed monopole could support another carrier’s equipment, if collocation is proposed in the future. Ensuring the feasibility of collocation for at least one other carrier’s equipment on the proposed monopole would reduce the visual obtrusiveness and impacts of an additional monopole in the future. Therefore, staff recommends as a condition of approval that the applicant provide documentation from an RF engineer that future collocation of at least one other carrier is feasible based on the existing site characteristics, design of the proposed monopole, and needs of another carrier. If additional height was required to accommodate colocation, the Type 1 monopole structure would exceed the maximum height of 59.9 ft. and would be considered to be a Type 2. Provided this additional height does not exceed 10 additional feet the findings in this staff report would still be applicable. A Type 2 monopole structure requires the same conditional use permit as required for a Type 1 monopole in the IM zone, staff City of Renton Department of Community & Economic Development Verizon SEA Bloom Monopole Staff Report to the Hearing Examiner LUA19-000083, CU-A Report of June 18, 2019 Page 9 of 11 D_Administrative Report_SEA Bloom Monopole_190611_v2_FINAL would not require a new condition use permit application for the applicant to comply with this condition provided the height did not exceed 69.9 ft.  b. Proximity of The Tower to Residential Structures And Residential District Boundaries: The nature of uses on adjacent and nearby properties and the proximity of the tower and/or antenna to residential structures and residential district boundaries. Staff Comment: No residential districts or structures are located near to the proposed project. The nearest residential use is located approximately ¼ mile east on the east side of Hwy 167. Due to the large distance between the proposed monopole and the residential uses, staff concurs with the applicant that the WCF would not have a negative impact on any residential uses in the nearby area.  c. Nature of Uses On Adjacent and Nearby Properties: The nature of uses on adjacent and nearby properties. The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. Staff Comment: The proposed WCF is located in a heavily developed area with a variety of industrial buildings and their associated parking and equipment. The surrounding uses include a corrugated metal manufacturer, warehousing/distributor, and railroad ROW. The construction and operation of a new monopole in an area with a wide variety of existing visual, auditory, and olfactory-related impacts would not result in adverse effects on any adjacent properties.  d. Topography and Vegetation: The surrounding topography and tree canopy coverage. Staff Comment: No significant clearing or grading is proposed as a result of this project. The only area of potential vegetative impact is in the location of the ground equipment which would result in a 200 square foot area of scrub grass cleared. There are existing significant trees located on the project site that would not be affected as a result of the proposed Type 1 monopole.  e. Ingress/Egress: Vehicular access to the project site would be provided via existing driveways off of SW 27th St an East Valley Rd. No changes are proposed to the existing vehicular access to the project site.  f. Impacts: The potential noise, light, glare, and visual impacts. Staff Comment: The impacts of light, glare, and noise are not anticipated to be above what would be permitted in the IM zone. See FOF 17.e for additional analysis.  g. Colocation Feasibility: The availability of suitable existing towers and other structures to accommodate the proposal. Staff Comment: The applicant submitted satisfactory evidence that no existing tower or support structure can accommodate the proposed equipment relocation. A lack of existing towers in the Valley area and an increase in traffic volumes on I-405 and Hwy 167 have led to a number of new proposals from Verizon and other providers, for new WCFs in the Valley and downtown area. See FOF 20.a above for additional colocation feasibility analysis. j. Consistency With Plans And Regulations: The compatibility with the general purpose, goals, objectives and standards of the Comprehensive Plan, this Title, and any other City plan, program, map or ordinance. City of Renton Department of Community & Economic Development Verizon SEA Bloom Monopole Staff Report to the Hearing Examiner LUA19-000083, CU-A Report of June 18, 2019 Page 10 of 11 D_Administrative Report_SEA Bloom Monopole_190611_v2_FINAL  Staff Comment: As previously discussed above under FOF 16 and 17 the proposed installation of the proposed Type 1 monopole WCF is consistent with the City’s adopted Comprehensive Plan, Zoning Ordinance, and RMC 4-4-140 Wireless Communication Facilities regulations provided the conditions of approval is complied with.  k. Landscaping: Additional landscaping may be required to buffer adjacent properties from potentially adverse effects of the proposed use. Staff Comment: All cabinet equipment would screened with a slatted chain-link fence around the perimeter, which is consistent with other fencing on or near the project site. Due to the placement of the equipment cabinet between the building façade and a city water main easement, additional landscaping is not feasible around the majority of the enclosure. In addition, existing mature trees are located between the cabinet and adjacent property and would provide a moderate level of screening when viewed from both the adjacent property and the ROW. The proposed cabinet equipment screen would be sufficient to screen the new ground related cabinet from adjacent properties and mitigate adverse effects of the proposed use. Therefore, no new landscaping would be necessary. 20. Availability and Impact on Public Services: Compliance Availability and Impact on Public Services Analysis  Police and Fire: Police and Fire Prevention staff indicates that sufficient resources exist to furnish services to the proposed development; subject to the condition that the applicant provides Code required improvements and fees.  Water: Water service to the site is provided by the City of Renton.  Sanitary Sewer: Sewer service to the site provided by the City of Renton. I. CONCLUSIONS: 1. The subject site is located in the Employment Area (EA) Comprehensive Plan designation and complies with the goals and policies established with this designation, see FOF 16. 2. The subject site is located in the Medium Industrial (IM) zoning designation and complies with the zoning and development standards established with this designation provided the applicant complies with City Code and conditions of approval, see FOF 17. 3. The proposed wireless communication facility complies with the Critical Areas Regulations provided the applicant complies with City Code, see FOF 18. 4. The proposed concealed wireless communication facility meets the nine special decision criteria considered, when making a decision on a conditional use permit request for a Wireless Communications Facility, as specified in RMC 4-9-030E, provided the applicant meets all conditions of approval, see FOF 17 and 19. 5. There are adequate public services and facilities to accommodate the proposed conditions of approvalError! Reference source not found., see FOF 20. The proposed location was chosen by Verizon Wireless to improve the quality of voice and data service as well as 911 services, for commercial buildings around it and to improve the stretch of HWY 167. Design Criteria & Results When designing an existing or new coverage expansion area(s), Verizon Wireless will first attempt to utilize an existing tower or structure for collocation at the desired antenna height. If an existing tower or structure is not available or not attainable because of space constraints or unreliable structural design or not enough height, Verizon Wireless will propose a new tower. In this instance our real estate group with the help of outside consultants, did several searches and concluded that a new tower will meet the coverage objective. To analyze our network design, Verizon Wireless uses a propriety Radio Frequency (RF) propagation tool called “Atoll.” Our objective is to improve call quality and data throughput speeds. A plot(s) of our propose network coverage expansion without the SEA BLOOM tower is shown in Exhibit 1A. The propagation maps that follow show three levels of service, designated as the following colors: Green >= -85 dBm, a level of service adequate for providing reliable coverage inside a building and outside. Users will experience seamless calls and high speeds while using any data applications on their phones. Yellow <= -95 dBm dBm, poor coverage inside buildings/vehicles, users will experience very slow speeds and dropped calls inside buildings and avg coverage outdoors. Grey <= -105 dBm, very poor unreliable signal strength, may not be able to make calls and no data usage. RECEIVED 05/08/2019 amorganroth PLANNING DIVISION Exhibit1A: This is the current coverage in this area. You can see that the area in the red circle has very poor coverage. We have had many complaints of poor to no coverage inside the industrial and office buildings surrounding this tower. We have also seen many dropped calls along the stretch of the HWY 167 to the east of this site. Exhibit 1B depicts Verizon’s coverage with the proposed site – SEA BLOOM integrated into our network system for that area. The exhibit clearly shows the proposed location improving the signal strength inside the office buildings (where we get many customer complaints from) around the site. In addition, the HWY has also been fixed. Verizon Wireless strives for a network design that provides high RF signal strength resulting in quality service inside buildings and vehicles, as indicated by the green areas. Please note that higher RF signal strengths such as those mentioned above promote reliable voice calls and higher data speeds throughout a given licensed area. Summary The proposed site is a necessary communication facility as it provides the desired public service needed to complete the Verizon Wireless network in the area and to comply with the obligations of our FCC license. This site, once built and operational will provide necessary public voice and data, including 911 services to the commercial areas to the south 405 in Renton.
