Council Concur Jason Seth Sandi Weir 6.b) CONSENT AGENDA AB - 1834 City Clerk submitted the quarterly list of fully None; Information Jason Seth Cindy Moya executed contracts between 10/1/2016 - 12/31/2016, and a Only report of agreements expiring between 1/1/2017 — 6/30/2017. 6.c) CONSENT AGENDA AB - 1835 City Clerk submitted petition for street vacation for a Refer to Amanda Askren Stephanie Rary portion of right-of-way (ROW) located in the vicinity of SW Administration; set Jason Seth Langston Rd; petitioner Langston 14, LLC (VAC-16-002). public hearing on 2/13/2017 6.d) CONSENT AGENDA AB - 1838 City Clerk reported the results from the January 10, Council Concur John Hobson Teresa Phelan 2017 bid opening for CAG-16-196 - Renton Highlands Sewer & Cindy Moya Manhole Rehabilitation Phase I project; and submitted the staff recommendation to accept the lowest responsive bid from Insituform Technologies, LLC in the amount of $1,269,423.43. 6.e) CONSENT AGENDA AB - 1836 Public Works Department requested authorization to Council Concur Ron Kahler Mike Stenhouse purchase eight 2017 Chevrolet Tahoes and one half -ton Linda Moschetti Chevrolet Silverado from Bud Clary Auto Dealerships using state bid contract number 05916, in an amount not to exceed $317,776.41. The funds for this purchase were included in the 2017-2018 Biennial Budget. 6.f) CONSENT AGENDA AB - 1837 Public Works Department submitted CAG-16-042, Council Concur Jayson Grant Mike Stenhouse 2016 Street Overlay with Curb Ramps project, and requested Linda Moschetti acceptance of the project, authorization for final pay estimate in the amount of $14,144.45, commencement of a 60-day lien period, and release of retainage in the amount of $20,458.98, to Miles Resources, LLC, contractor, subject to the receipt of all required authorizations. 6.g) CONSENT AGENDA AB - 1833 Transportation Systems Division recommended Refer to Dan Hasty Jim Seitz approval of the 2017-2018 One Card for All (ORCA) Business Transportation Connie Brundage Passport Interlocal Agreement with King County, Pierce Transit, (Aviation) Sound Transit and others in the amount of $130,000 to continue Committee the Commute Trip Reduction Program for City employees. Refer to Transportation (Aviation) Committee. 7.a) UNFINISHED Finance Committee Chair Perrson presented a report approving COUNCIL CONCUR IN Jamie Thomas Kari Roller BUSINESS for payment on January 23, 2017 claims vouchers 353415, THE COMMITTEE 353419-353433, 353463-353808, 5237-5239, 5248-5255, 76891 RECOMMENDATION and six wire transfers and one payroll run with benefit withholding payments totaling $6,957,252.91 and payroll vouchers including 595 direct deposits and 22 payroll vouchers totaling $1,245,803.28. 7.b) UNFINISHED Finance Committee Chair Persson presented a report concurring COUNCIL CONCUR IN Terry Flatley Jessi Merriman BUSINESS in the staff recommendation to approve the 2017 contract THE COMMITTEE agreement with Davey Resource Group, a Division of the RECOMMENDAITON Davey Tree Expert Company, in the amount of $124,000 for a Consulting Certified Arborist Inspector to assist with the Urban Forestry Program and Community and Economic Development Department tree requests for service. 7.c) UNFINISHED Finance Committee Chair Persson presented a report and COUNCIL CONCUR IN Craig Burnell Jennifer Henning BUSINESS explained that Reid Middleton has provided structural and non- THE COMMITTEE Judith Subia structural plan review services, verifying compliance to Renton RECOMMENDATION City Code requirements. The amount of reviews they conducted for the City of Renton has varied, based primarily on the level of projects presented to the City, and also fluctuated with the level of City plan review employees on staff. The Finance Committee recommended concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the consultant contract, not to exceed $100,000, with Reid Middleton to review structural and non-structural plans submitted to the City of Renton. 7.d) UNFINISHED Finance Committee Chair Persson presented a report COUNCIL CONCUR IN Leslie Betlach Jessi Merriman BUSINESS recommending concurrence in the staff recommendation to THE COMMITTEE approve the Agreement with the State Department of RECOMMENDATION Commerce to accept $1,700,000 in funding and commit a $1,038,214 match from 316.332043.020.594.76.63.000 for the Sunset Neighborhood Park Phase I project. The Committee further recommended that the Mayor and City Clerk be authorized to execute the Agreement with the Department of Commerce and that the resolution regarding this matter be presented for reading and adoption. 7.e) UNFINISHED Planning & Development Committee Chair Prince presented a COUNCIL CONCUR IN Chip Vincent Judith Subia BUSINESS report recommending concurrence in the staff recommendation THE COMMITTEE Sandi Weir to confirm Mayor Law's appointment of Ms. Jamian Smith to the RECOMMENDATION Planning Commission with a term expiring January 31, 2020. 7.f) UNFINISHED Planning & Development Committee Chair Prince presented a COUNCIL CONCUR IN Paul Hintz Clark Close BUSINESS report recommending concurrence with the Hearing Examiner's THE COMMITTEE Judith Subia recommendation to approve a rezone and SEPA Environmental RECOMMENDATION Review for the property located at 4242 East Valley Road (LUA16-000734). The rezone is from CO to CA of the subject site, the other parcels within the block, and the three parcels within the adjacent block to the west that abut SW 43rd Street. The City Council has final reviewing authority over Type IV land use permits (RMC 4-8-080G). This site specific rezone is not associated with a Comprehensive Plan amendment. The Committee further recommends that an ordinance regarding this matter be presented for first reading. 8.a) Resolution: Resolution No. 4303: A resolution was read setting a Public COUNCIL ADOPT THE Amanda Askren Stephanie Rary Hearing Date of February 13, 2017 regarding the vacation of a RESOLUTION AS Jason Seth portion of right-of-way on SW Langston Road, located near the READ. intersection of SW Langston Road and Stevens Avenue SW (Langston 14, LLC; VAC-16-002). 8.b) Resolution: Resolution No. 4304: A resolution was read authorizing the COUNCIL ADOPT THE Leslie Betlach Jessi Merriman Mayor and City Clerk to enter into a direct appropriations RESOLUTION AS agreement with the Washington State Department of READ.
