The project site totals 13.4 acres and is zoned Residential-8 (R-8). PSE is proposing to install six Current Limiting Reactors (CLRs) within a fenced enclosure adjacent to the existing Talbot Hill Substation. The proposed CLRs will be installed on elevated pedestals with foundations, and enclosed by an eight foot security fence. A new 190 foot long by 85 foot wide gravel pad will be constructed to support the CLRs and the enclosure. The equipment will be accessed by a new approximately 330 foot long by 15 foot wide gravel access road that will connect to an existing gravel driveway which extends from Puget Dr. SE. The proposal also includes the installation of a new three-pole 230 kV H-frame (77 feet, 67 feet, and 77 feet above grade) outside the fenced area. No tree or significant vegetation removal is proposed as part of this project. The project site contains moderate coalmine hazards, moderate landslide hazards, and sensitive slopes (within 50 feet). The applicant submitted a Technical Information Report (TIR) and Geotechnical Engineering Study with the application. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. The project site totals 13.4 acres and is zoned Residential-8 (R-8). PSE is proposing to install six Current Limiting Reactors (CLRs) within a fenced enclosure adjacent to the existing Talbot Hill Substation. The proposed CLRs are large, highly customized coils that are each supported by three insulators. For safety and security purposes, the CLRs will also be installed on elevated pedestals with foundations, and enclosed by an eight foot security fence. A new 190 foot long by 85 foot wide gravel pad will be constructed to support the CLRs and the enclosure. The equipment will be accessed by a new approximately 330 foot long by 15 foot wide gravel access road that will connect to an existing gravel driveway which extends from Puget Dr. SE to the substation entrance on PSE parcel number 2023059003. Stormwater from the new impervious surface will be split between a new infiltration drywell and the existing stormwater pond that serves the substation. No modifications to the existing stormwater pond will occur. The proposal also includes the installation of a new three-pole 230 kV H-frame (77 feet, 67 feet, and 77 feet above grade) outside the fenced area to accommodate a reconfiguration of an existing transmission line needed as part of the substation modernization. No tree or significant vegetation removal is proposed as part of this project. The project site contains moderate coalmine hazards, moderate landslide hazards, and sensitive slopes (within 50 feet). The applicant has submitted a Technical Information Report (TIR) and Geotechnical Engineering Study with the application. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. The project site contains moderate coalmine hazards, moderate landslide hazards and sensitive slopes. The report discusses the soil and groundwater characteristics of the site including infiltration potential and provides recommendations for project design and construction. The site improvements for this project include approximately 0.42 acres of new impervious surface, including a gravel pad for the CLRs and an access road. The total acreage for this project is 0.56 acres of development. The cut will be approximately 1,050 cubic yards and the fill will be approximately 1,200 cubic yards. The proposed expansion will be graded to the south to drain to the existing pond located to the south of the expansion area. The report and addendum state that the site is mapped in a moderate coal mine hazard area; however, based on the depth of historical coal mining activity and the relatively shallow depth of the proposed improvements, there is a low coal mine hazard at the site. The addendum identifies that the site is mapped in a 25 to 40 percent steep slope area and in a moderate landslide hazard area; however, the geotechnical engineer has concluded that the proposed improvements would not adversely affect the stability of the slopes in or around the site. According to the report, the soils mapped in the project vicinity are predominantly glacial till, but include localized areas of ice-contact glacial deposits overlying the till. Based on the provided report and addendum, the soils underlying the CLR yard area have a low risk of liquefying under the design earthquake event and a low risk of lateral spread and earthquake-induced slope movement. The site is approximately 5 miles south of the Seattle Fault Zone, which is thought to have a recurrence interval on the order of 1,000 years. Based on the distance from the nearest mapped fault, there is a low risk of fault rupture at the site. GeoEngineers state in the provided addendum that the proposed stormwater improvements will be designed in accordance with the 2017 City of Renton Surface Water Design Manual. In accordance with the requirements of Chapter 5.2 of the Manual, GeoEngineers evaluated the site for infiltration potential. Due to the presence of shallow, medium dense to very dense glacial till, GeoEngineers state that infiltration is not feasible on site. Per the provided addendum, GeoEngineers recommend that the new access road surfacing section consist of a minimum of three inches of crushed surfacing top course overlying nine inches of crushed surfacing base course, which is the same road surfacing section used for the existing access road, which this access will extend from. Furthermore, GoeEngineers recommend that the road section be compacted to a firm and unyielding condition using smooth drum vibratory compaction equipment. The geotechnical report includes specific recommendations for: site preparation, shallow and mat foundations, drilled shafts, retaining walls, earthwork, temporary slopes, erosion and sedimentation control, and the stormwater pond for the substation expansion project reviewed and approved in 2017 under file number LUA16-000922. The addendum letter recommends that the earthquake engineering, foundation design, and earthwork recommendations previously presented in the geotechnical report be used for design of the proposed Current Limiting Reactors (CLRs) improvements. It is anticipated that the City’s currently adopted erosion control, construction, building codes and drainage regulations would adequately mitigate for any impacts that could result from the proposed improvements; therefore, no further mitigation is recommended. Project development impacts during construction may include dust, resulting from grading and exhaust from construction vehicles. Dust control would be mitigated through the use of watering of the site as needed. No further site specific mitigation for the identified impacts from typical vehicle and construction exhaust is required. Mitigation Measures: No further mitigation recommended. Nexus: N/A 3. Water a. Storm Water Impacts: A Technical Information Report (TIR) (Exhibit 3), dated March, 2019, was submitted by Power Engineers with the Land Use Application. Based on the City of Renton’s flow control map, the site falls within the Flow Control Duration Standard area matching Forested Site Conditions and is within the Black River Drainage Basin. The development is subject to Full Drainage Review in accordance with the 2017 City of Renton Surface Water Design Manual. All core requirements and the six special requirements are discussed in the Technical Information Report. The report states that the existing substation and access road to the south convey runoff to the existing detention pond on site. The pond was designed in 2016 for adherence to the City of Renton’s Area-Specific Flow Control Facility. The existing substation runoff is captured in catch basins and conveyed to the existing detention pond which sits immediately south of the existing substation. Surface runoff from the areas peripheral to the existing substation also drain southward. The site for the expansion area also drains primarily to the south and south west. The proposed improvements would be graded to the south to drain to the existing pond located to the south of the expansion area. The control structure in the existing pond would be modified to control the additional impervious flow from the proposed pad. The new access road would be constructed at existing grade to maintain existing drainage patterns to the extent possible. The report states that existing pond has adequate capacity to receive the discharge from converted surfaces. Following attenuation in the existing pond, stormwater will discharge to the natural location southwest of the site. Based on the proposal, the expansion project would not contribute any new Pollution Generating Impervious Surface (PGIS) or Pollution Generating Pervious Surface (PGPS) since the proposed land cover does not meet the definition of a pollution generating surface. As a result, the report concludes that the project qualifies for the Surface Area Exemption from the requirement to provide a water quality facility. It is anticipated that the City’s currently adopted 2017 City of Renton Surface Water Design Manual would mitigate for any potential surface water impacts that could be generated by the project proposal, therefore no further mitigation is recommended at this time. (GeoEngineers) additional geotechnical engineering services for the proposed current limiting reactor (CLR) improvements at the Puget Sound Energy (PSE) Talbot Hill Substation located at 2400 Puget Drive SE in Renton, Washington. We previously provided geotechnical recommendations for this project in our revised report dated February 1, 2017 and have provided geotechnical construction observation services during Phases 1 and 2 of the substation improvements. This letter incorporates and supersedes a previous draft dated January 25, 2019. The Talbot Hill substation is located adjacent to the Bonneville Power Administration (BPA) Maple Valley substation, and the two substations are interconnected. We understand BPA has identified potential risks to their substation equipment in the event of an interconnection electrical fault. The site is shown in relation to existing improvements in the Vicinity Map, Figure 1 and the Site Plan, Figure 2. This project involves constructing six CLRs, one for each phase of the two transmission line interties, which will act as surge protectors. The CLRs will be installed on elevated pedestals in a new yard area at the southeast corner of the existing PSE Talbot Hill Substation (approximately 190 feet long and 85 feet wide). The CLR yard area will be accessed by a new gravel access road. We understand the new yard area will involve some grading but will not require retaining walls. The existing topography in the area of the proposed CLR yard is slightly uneven, ranging from Elevation 441 to 445 feet. Our geotechnical engineering services were completed in accordance with our proposal dated December 10, 2019. Our scope of work included developing geotechnical conclusions and recommendations and preparing this addendum letter. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 7. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. WATER 1. Based on the application the City of Renton does not have any water comments. SANITARY SEWER 1. Based on the application the City of Renton does not have any waste water comments. STORM DRAINAGE 1. The site currently contains an existing substation and there is newly installed on-site stormwater detention system. There are no existing drainage improvements along Beacon Way S or Puget Drive SE. 2. A geotechnical report was prepared by GeoEngineers on February 1st 2017 for the previous project worked on this site. a. The Geotech report mentions that infiltration may be feasible. Please provide an updated Geotech report during your civil construction permit describing the work for this project and includes information on the water table and soil permeability (infiltration rates that meet 2017 RSWDM criteria). 3. Refer to Figure 1.1.2.A – Flow Chart to determine what type of drainage review is required for this site. The site falls within the City’s Flow Control Standard area matching Forested Conditions. The site falls within the Black River drainage basin. Drainage plans and a drainage report complying with the adopted 2017 Renton Surface Water Design Manual will be required. 4. On-site BMPs satisfying Core Requirement #9 are be required for the site. Applicant is proposing to use the reduced impervious surface credit. a. The Geotechnical report notes that infiltration is possible within the site, therefore infiltration must be evaluate to its maximum extent feasible prior to continuing on to other On-Site BMPs (i.e. basic dispersion). Frontage improvements for the stormwater conveyance system will be installed with permit C17001111. 6. There is a 2019 system Development Charge of $0.72 per sq foot of new impervious surface area, but not less than $1,800.00. TRANSPORTATION 1. Current traffic impact fee is $6.84/SF for light industrial use. Payment of the transportation impact fee is due at the time of issuance of the building permit. 2. The proposed development fronts Beacon Way South along the east property line(s). Beacon Way South is classified as a Residential Access Road and is located within the City of Seattle Cedar River Pipeline Easement. As the road is not public right-of-way, no dedication or frontage improvements will be required as part of the re-development. 3. Frontage improvements along Puget Drive S was required as part of Civil Construction Permit C17001111. A deferral permit has been obtained for the frontage improvements, therefore frontage improvements are not required as part of this project. 4. Per the requirements of RMC 4-6-060, the proposed private access should be in a tract with a minimum easement width of 26 feet and a minimum paved width of 20 feet and must have a minimum pavement thickness of 4” of asphalt over 6” of crushed rock to meet city of Renton standards. The private access should meet the requirements of the Renton Fire Authority. GENERAL COMMENTS 1. Applicant will need to obtain a civil construction permit for the proposed work within the site. 2. Adequate separation between utilities as well as other features shall be provided in accordance with code requirements. a. 7-ft minimum horizontal and 1-ft vertical separation between storm and other utilities is required with the exception of water lines which require 10-ft horizontal and 1.5-ft vertical. b. The stormwater line should be minimum 5 feet away from any other structure or wall or building. c. Trench of any utility should not be in the zone of influence of the retaining wall or of the building. 3. All construction permits for utility and street improvements will require separate plan submittals. All plans shall confirm to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans.
