CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Mayor Pro Tem Pavone called the meeting of the Renton City Council to order at 7:00 PM and
led the Piedge of Allegiance.

PROCLAMATION
a) Zanetta Fontes Day-March 20,2017:A proclamation by Mayor Law was read declaring
March 20, 2017 to be "Zanetta Fontes Day" in the City of Renton, and he urged all fellow
employees, Councilmembers, and residents of Renton to wish her well in her retirement.
Senior Assistant City Attorney Zanetta Fontes introduced members of her family who were in
attendance, and accepted the proclamation with gratitude and appreciation.She recounted
various accomplishments and achievements, and thanked Council, City staff, City Attorney
Larry Warren and Chief Administrative Officer Jay Covington for honoring her tenure with the
City.
Councilmembers expressed their appreciation for Ms. Fontes' dogged determination when
litigating cases, her sense of humor, and her confident demeanor. Mr.Warren and Mr.
Covington both expressed their appreciation of Ms. Fontes' many years of friendship.

PROCLAMATION. CARRIED.
SPECIAL PRESENTATION
a) Community Services Awards: Chief Administrative Officer Covington provided a brief report
regarding the Local Government Conservation Award. Each year this award is provided to a
local municipality or public entity that demonstrates excellence in implementing conservation
programs or practice in their jurisdiction, and this year the award was presented to the City of
Renton. Mayor Pro Tem Pavone presented the award to Urban Forestry& Natural Resources
Manager Terry Flatley,who accepted the award with thanks.
ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2016 and beyond. Items noted were:
• Current outreach happening between the City's Police Department and local minority
groups is successfully moving forward, including a recent appearance of a Renton
Police Officer and members of Renton's inclusive task force on the Spanish speaking
radio station EI Rey(1360AM)who discussed local law enforcement and ICE
(Immigration and Customs Enforcement) building trusting relationships with
residents.
• Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
• Amy Eggler, King County Library System (KCLS) Library Cluster Manager, informed
council regarding the KCLS process to develop their forthcoming strategic plan.
• Aaron Johnson, Renton,Owner of GHY Bikes,thanked Council and City employees for
their help and cooperation in figuring an alternative solution for how to construct
improvements within the intersection of Main Ave. 5 and S. 2nd St.without closing
the street his business is on.

• Howard McOmber, Renton,thanked Council and the people in the City of Renton for
their support of the people in need or difficult circumstances and requested
continuing support.
CONSENT AGENDA
Items listed on the ConsentAgenda were adopted with one motion,following the listing.
a) Approval of Council Meeting minutes of March 13, 2017. Council Concur.
b) AB-1872 City Clerk submitted 10% Notice of Intention to Commence Annexation Proceedings
petition for the proposed Bradley Annexation and recommends a public meeting be set on
4/3/2017 to consider the petition; 17.7 acre site located in the East Renton Plateau
Community Planning Area in the vicinity of SE 146th PI and 157th PI SE. Council Concur.
c) AB-1869 Community Services Department recommended approval of Amendment M to the
existing King Conservation Futures Interlocal Cooperation Agreement to accept$288,000 in
grant funding for a parcel acquired in 2015 as part of the May Creek Greenway, and
authorization to adjust the budget to reflect the receipt of the grant funds.

d) AB-1871 Community Services Department submitted JOC-02-005, Parks Maintenance North
Interior Upgrades project, contractor FORMA Construction, and requested acceptance of the
project, and authorization of final pay estimate in the amount of$13,813.63,subject to
receipt of all required authorizations.Council Concur.
e) AB-1873 Community Services Department recommended approval of a job order contract
with Forma Construction, Inc_, in the amount of$306,896.36,for the N. 3rd St.Tree and
Sidewalk project. Refer to Finance Committee.
f) AB-1874 Transportation Systems Division requested authorization to hire an Assistant
Airport Manager at Step D of the salary grade A23. Refer to Finance Committee.
g) AB-1870 Utility Systems Division recommended approval of the Cedar River Electric Light
Study grant agreement with The Boeing Company, in an amount not to exceed$200,000,to
provide The Boeing Company the funds to complete the necessary modification to 43 Boeing-
owned lights in order to comply with a condition of the U.S.Army Corps of Engineers permit,
using a non-matching grant from the King County Flood Control District.

h) AB-1875 Utility Systems Division recommended approval of a new 15-year franchise
agreement with Puget Sound Energy for electrical and gas services within City limits.
Refer to Utilities Committee.

CONSENT AGENDA AS PRESENTED.CARRIED.

a) Mayor Pro Tem Pavone introduced Public Works Administrator Gregg Zimmerman who provided
a brief presentation explaining alternative options for adoption of a resolution regarding street
closures for the purpose of construction improvements at the intersection of Maine Ave.5/S 2nd
St.
