An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT Page 1 of 2 LUA19-000115 ADVISORY NOTES TO APPLICANT The following notes are supplemental information provided in conjunction with the administrative land use action. Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Name, 425-430-7219, amorganroth@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed bet ween the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant will be required to submit a Final Stream Mitigation Report and Maintenance and Monitoring proposal. In addition, the applicant will be required to comply with all the code requirements of RMC 4-3-050 Critical Areas. This includes, but is not limited to, placing the critical area within a Native Growth Protection Easement, providing fencing and signage, and providing the City with a site restoration surety device and, later, a maintenance and moni toring surety device. 6. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 7. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 8. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. Fire impact fees are applicable at the rate of $0.72 per square foot, payable at time of building permit issuance. Code Related Comments: 1. An approved NFPA 13 fire sprinkler and NFPA 72 fire alarm systems are req uired throughout the building. The fire alarm system is required to be fully addressable and full detection is required. Separate plans and permits are required by the fire department. 2. Fire extinguishers are required throughout the building and must satisfy both IFC 3504.2.6 and NFPA 10 requirements for hazards, spacing and accessibility. 3. DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: June 5, 2019 TO: Alex Morganroth, Planner FROM: Rohini Nair, Civil Plan Reviewer SUBJECT: Utility and Transportation Comments for RTC Building A TIG Addition 3000 NE 4th Street LUA19-000115 I have reviewed the application for the RTC Building A TIG Addition and have the following comments: WATER 1. The site is located in the City of Renton Water service area. 2. The conceptual plans and the project narrative for the building alteration (600 sq ft) and small addition (295 sq ft) do not show any changes for water. The addition will utilize and connect to the existing utilities in Building A. 3. If the installation of a landscape irrigation meter is required for the project, then a double check valve assembly (DCVA) will be required. 4. Renton Fire Authority (RFA) does not anticipate a change of the Fire Flow requirement with the proposed building addition/changes. 5. The submitted project description does not mention the need for any new and/or resized domestic water meter. If the project elements include a new and/or resized domestic water meter, System development charge (SDC) fee for water will be applicable at the time of issuance of the associated permit. The fee information for all City permits that will be issued in 2019 and 2020 can be obtained from the City Fee Schedule available in the City of Renton website. SEWER 1. The site is located in the City of Renton Sewer service area. 2. The conceptual plans and the project narrative for the building alteration (600 sq ft) and small addition (295 sq ft) do not show any changes for sewer. If any floor drains are provided for the project, they should connect with the sewer system. 4. The submitted document does not mention the need for any new and/or resized domestic water meter. If any resized/ new domestic water meter will be required for the project, then System development charge (SDC) fee for wastewater will be required. SDC fee for wastewater is based on the size of the new domestic water to serve the project. The rate that is current at the time of issuance of the utility construction permit will be applicable on the project. The fee information for City permits that will be issued in 2019 and 2020 are available from the City of Renton Fee Schedule . Any resized/new domestic water meter will also trigger the payment of East Renton Interceptor Sewer Special Assessment District (SAD) Fee. The fee will be applicable at the time of issuance of the associated permit. SURFACE WATER 1. The new and/or replaced impervious surface due to the project is less than 2,000 square feet. The proposed land disturbance is less than 7,000 square feet. The project is not proposing to modify or construct 12 inch drainage pipe, and is not located adjacent to any critical area. Therefore, a drainage review is not required. 2. Erosion control measures will need to be in place prior to the proposed work consisting of building addition (295 sq ft) and building alteration (600 sq ft) on the site. The information regarding the erosion control measures should be included with the plans provide with the associated permit. Splash block or equivalent options should be provide for any proposed roof downspouts. 3. The 2019 Surface water system development charge (SDC) fee is $0.72 per square foot of new impervious surface, but not less than $1,800.00. SDC fee is subject to change and the fee that is current at the time of issuance of the construction permit shall be applicable. This is payable prior to issuance of the associated permit. TRANSPORTATION 1. Payment of the transportation impact fee is applicable on the buildings at the time of building permit and is based on the type of use of the building. The transportation impact fee information for City permits that will be issued in 2019 are available from the City of Renton Fee Schedule available online in the City of Renton website. The fee is subject to change and the transportation impact fee that is current at the time of building permit application will be applicable. The applicant has submitted an exemption request based on financial hardship for the construction of frontage improvements on NE 4th Street and Monroe Ave NE. Staff can support the exemption request. 3. The applicant has submitted a street modification request to keep the existing ROW width on Monroe Ave NE. Staff can support the modification request since it will provide consistency along the corridor. 4. 4 feet ROW dedication is applicable on the NE 4th Street frontage. 5. The project information includes that no new trips will be generated by the proposed building addition and alteration. Therefore a traffic study was not submitted. GENERAL COMMENTS The building addition should not impact any existing underground utilities or any easements (if any are existing). RTC Building A TIG Addition - LUA19-000115
