The existing building, also known as Building A, is approximately 30,500 sq. ft. in size and is located on a 32.4 acre site at 3000 NE 4th St (APN 7227800500). The subject parcel is located in the Commercial Arterial (CA) zone and Urban Design District D. The proposed addition would be located on the east side of the building. According to the applicant, the addition would be used to house additional tungsten inert gas (TIG) welding stations. Other work proposed as part of the project includes a 600 sq. ft. interior alteration of the existing welding classroom/shop adjacent to the proposed addition. No trees and vegetation would be removed as part of the project. No new impervious surface would be added to the site as a result of the project. PROJECT LOCATION: 3000 NE 4th St, Renton, WA 98056 LEAD AGENCY: City of Renton Environmental Review Committee Department of Community & Economic Development The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on July 12, 2019. Appeals must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. The existing building, designated as Building A, is approximately 30,500 square feet in size and is located on the 32.4 acre site at 3000 NE 4th St (APN 7227800500). The proposed addition would be located on the east side of the building. The purpose of the addition is to house additional tungsten inert gas (TIG) welding stations. Other work proposed as part of the project includes a 600 sq. ft. interior alteration of the existing welding classroom/shop adjacent to the proposed addition. No trees and vegetation are proposed for removal as part of the project and no new impervious surface would be added to the site. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day Appeal Period. B. Environmental Impacts The proposal was circulated and reviewed by various city departments and divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: No seismic, erosion, or landslide hazards are present on the project site according to both the applicant and COR maps. The applicant has indicated the project would result in approximately 295 square feet of replaced impervious area. The project would not increase the impervious coverage on-site. Therefore no specific mitigation measures are recommended. Mitigation Measures: No mitigation recommended Nexus: N/A 2. Air Impacts: It is anticipated that some temporary air quality impacts could be associated with site work and building construction required to complete the proposed project at this site. Project development impacts during construction activities may include dust as a result of concrete cutting and utility work, as well as exhaust from small construction vehicles, equipment and/or machinery. These emissions would be temporary and are anticipated to rapidly dissipate. Therefore no site-specific mitigation is recommended for the identified impacts from typical vehicle and construction exhaust. Mitigation Measures: No mitigation recommended. Nexus: N/A 3. Water a. Storm Water Impacts: The proposed project would not create any new impervious surface. Approximately 295 square feet of impervious surface would be replaced. The new and/or replaced impervious surface created by proposed project is less than 2,000 square feet and the proposed land disturbance is less than 7,000 square feet. Therefore, a drainage report was not required as part of the land use application submittal and no specific mitigation is recommended. Mitigation Measures: No mitigation recommended. Nexus: N/A 4. Transportation Impacts: The applicant contends the proposed addition would serve the existing student population and would therefore not result in a net increase in number of trips to and from the site. Therefore, a traffic study was not required as part of the land use application submittal. The proposed addition was valued by the applicant at over $150,000.00. For projects with a valuation over $150,000.00, right-of-way (ROW) dedication and frontage improvements are required for all streets adjacent to the project site. The applicant has proposed four (4’) feet of ROW dedication on NE 4th St in order to meet the City’s street standards for Principal Arterials in RMC 4-6-060. The applicant submitted a street modification request in order to allow the existing ROW width of 60 feet on Monroe Ave NE to be maintained. Staff supports the applicant’s modification request due to the lack of need for additional ROW dedication in the project area. In addition, the applicant submitted an exemption request for the frontage improvements based on the financial hardship the property owner (RTC) would incur if all improvements were constructed. Staff concurs with the applicant’s reasoning that the small addition to the large campus is not proportional to the cost of constructing approximately 1,500 linear feet of frontage improvements along Monroe Ave NE and NE 4th St. No specific mitigation is recommended. Mitigation Measures: No mitigation recommended. Nexus: N/A E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. The Environmental Determination decision will become final if the decision is not appealed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Name, 425-430-7219, amorganroth@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant will be required to submit a Final Stream Mitigation Report and Maintenance and Monitoring proposal. In addition, the applicant will be required to comply with all the code requirements of RMC 4-3-050 Critical Areas. This includes, but is not limited to, placing the critical area within a Native Growth Protection Easement, providing fencing and signage, and providing the City with a site restoration surety device and, later, a maintenance and monitoring surety device. 6. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 7. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 8. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. Fire impact fees are applicable at the rate of $0.72 per square foot, payable at time of building permit issuance. Code Related Comments: 1. An approved NFPA 13 fire sprinkler and NFPA 72 fire alarm systems are required throughout the building. The fire alarm system is required to be fully addressable and full detection is required. Separate plans and permits are required by the fire department. 2. Fire extinguishers are required throughout the building and must satisfy both IFC 3504.2.6 and NFPA 10 requirements for hazards, spacing and accessibility. 3.
