Request for Qualifications
For the Renton 2019 Sanitary Sewer Rehabilitation and Replacement Project
Including Survey, Geotechnical, and Civil Design
Submittal Deadline: 4:00 p.m., August 15, 2019
The City of Renton Wastewater Utility(city) is soliciting statement of qualifications (SOQs)from
engineering consulting firms interested in providing engineering,geotechnical, and surveying services
for the Renton 2019 Sanitary Sewer Rehabilitation and Replacement Project.The work shall include
evaluation of the existing trenchless rehabilitation standards for the Wastewater Utility, development of
trenchless rehabilitation standard specifications, standard drawings, and Design and Construction
Manual for the trenchless rehabilitation standards and specifications. Consultant shall also develop
plans and specifications for the 2019 Capital Project for sanitary sewer rehabilitation and replacement,
including survey,geotechnical, design, and construction services for the capital project.The successful
firm will have experience in providing professional engineering design services for wastewater
rehabilitation and replacement projects.

BACKGROUND
The City of Renton Wastewater Utility implements an annual sanitary sewer rehabilitation and
replacement project(Project) as part of its ongoing capital improvement program. For the 2019 Project,
the Utility desires to engage the services of an engineering consultant to review its trenchless
rehabilitation methods and specifications as well as develop project specific plans and specifications for
the identified rehabilitation and replacement projects.
SCOPE OF WORK/PROPOSAL
Anticipated work for this project includes:
• Evaluate the city's current use of trenchless technologies as they apply to rehabilitation of
sanitary sewer mains, sewer laterals, private side sewers, and manholes.
• Review existing trenchless technical specifications and update the city specifications to include
additional methods and techniques for trenchless technologies determined to be beneficial to
the city.
• Develop standard details as needed to support the updated trenchless technical specifications.

• Develop standard specifications and details to support private system upgrades using trenchless
rehabilitation technologies.
• Generate a Design and Construction Manual, applicable to both public and private
infrastructure,for implementation of the trenchless rehabilitation specifications, details, and
methods developed as part of the Project.
• Recommend training/education opportunities/requirements for both engineering and
inspection staff to be properly trained/certified to design and inspect the various types of
trenchless rehabilitation technology and techniques. Include any potential certifications that
would be beneficial or needed.
• Prepare plans and specifications for the 2019 rehabilitation and replacement projects based
upon improvements identified by the city. It is anticipated that the work will be separated into
two separate construction projects, a rehabilitation project and a replacement project.
• Provide geotechnical and survey services to go along with the general civil engineering.
• The developed specifications for trenchless technologies shall include specific testing, minimum
in-ground performance of products, minimum qualifications for installers/contractors (years of
experience/minimum footages of trenchless improvements installed, etc.), and warranty
requirements for all approved methods and materials.
We anticipate this work will be exempt from SEPA. Anticipated permitting is a Public Works
Construction permit. All work is expected to take place within existing right of way or easements.
CONSULTANT SELECTION AND EVALUATION PROCESS
The City of Renton's Wastewater Utility Staff will evaluate the consultants' SOQs/ proposals based on
each firm's project approach, engineering/technical skills and resources, project team's
engineering/technical skills, history of performance, and knowledge. After the SOQs/ proposals have
been evaluated,the highest ranked firms may be interviewed.The city reserves the right to make a
selection of the recommended consultant team based solely upon the SOQs/ proposals. If the city
determines it wishes to perform final selection through an interview process,the successful consultant
will be based upon those interviews only.
DISCLAIMERS
• SOQs that do not include all of the submittal requirements outlined herein may not be
considered or may be downgraded.
• At the city's discretion,the city may amend the Selection Process and Schedule at any time.
• The city may revise the evaluation and scoring criteria at any time without providing notice to
the Consultants.
• At the city's discretion,the city may choose to republish the RFQ.
• The execution of the Consultant Agreement is subject to budgeted funds.
• Until such time a Consultant Agreement is executed,there are no express or implied
obligations or commitments on the part of either the city or the Consultant concerning either
this RFQ or any Proposal associated with it.
• All materials submitted for the Proposal will become property of the city and will not be
returned.
• By submitting materials to the city for consideration for this RFQ,the Consultant is waiving
any claim of confidentiality,trade secrets,or privilege with respect to materials submitted.All

submitted materials are subject to public records disclosure under the State of Washington
Public Records Act.
• Consultant will be notified of Addenda,however it is the Consultant's responsibility to verify
whether any Addenda were issued.
• Fax or e-mail submittals will not be accepted or considered.
SUBMITTAL REQUIREMENTS
To be considered responsive,the respondent must include the information listed below. Proposals that
do not fully comply with these instructions may not be considered.To facilitate evaluation the
Statement of Qualifications must be organized in the order of the outline below. Do not exceed 30 pages
total for sections A, B, C and D. Resumes should be limited to one to two pages for each person.

a proposed Scope of Work for the project as follows:

2. Provide a preliminary time schedule for carrying out various tasks.
3. Prepare time estimates and availability for key team members used in each of the major tasks.
B. PROJECT MANAGEMENT
1. Provide a description of your approach to organize and carry out the work.
2. Provide an organizational chart indicating how the firm's management will interface with this
project. Identify the overall Project Manager and task leaders/key team members.
C. PROJECTTEAM MEMBERS
1. Identify the Project Manager, each task leader, and key team members. Describe their expertise
and their role in this project. Provide their office location,technical expertise, and other
pertinent information. Provide a professional resume for each member of the proposed team.
2. Identify sub consultants that you will use on this project, indicate their specific roles, and
provide their experience on similar related projects.
3. Describe two to three projects that your firm has completed that are similar to the proposed
project. Describe how the projects performed in terms of desired outcome, budget, and
schedule. Describe the work that your firm's project team members performed for those
projects.
D. REFERENCES
1. Provide three recent references (within last ten years)that may be contacted concerning your
firm's performance on a project of this type.

performance of your firm's proposed Project Manager on projects of this type.

E. INSURANCE, RECORDKEEPING,AGREEMENT, AND OTHER REQUIREMENTS
The firm that is selected for this project will be required to obtain, at its own expense, professional
liability insurance of$1,000,000 per occurrence and $2,000,000 aggregate for Commercial General
Liability(CGL)for the term of the contract and other insurance as required by the city(see
informational documents).The firm selected will be required to sign the City of Renton Consultant
Agreement. All firms working on the project will be required to obtain a city Business License.
Indicate if you can meet these requirements.
F. SUBMITTAL DEADLINE
The deadline for submittals is 4:00 p.m.,August 15, 2019.
If mailed,the submittal must be postmarked no later than August 15, 2019.
Five (5) paper copies and one (1) electronic copy of the Proposal in PDF format on a CD, DVD, or
