A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review in order to operate a small vehicle service and repair center in a
portion of the existing building at 850 Lind Ave SW (APN 1923059100). The property is approximately 37,792 sq. ft. in size and is located in the Medium Industrial (IM) zone. The applicant
is proposing to utilize the southern portion of the building to repair passenger cars and trucks. As part of the project, the applicant has proposed the installation of approximately
25 vehicle lifts, a pressure washing station, a storage area, office space and restrooms within the vacant space. According to the applicant, the building would not be open to customers
and all vehicles would be transferred to the repair area from Sound Ford's main building by staff. "Small vehicle repair" is a permitted use in the IM zone. Environmental (SEPA) Review
is required due to the project being a change of use in a building larger than 4,000 sq. ft. A TUP (LUA19-000082) was approved on May 3, 2019 that allows the applicant to operate the
service and repair center while the Environmental Review application is reviewed by city staff. Access to the site would remain off Lind Ave SW, while access to the building would be
via an existing ramp on the west side of the building. According to COR maps, a high seismic hazard is present on the site. No trees or vegetation are proposed for removal as a part
of the project. The applicant submitted an Environmental Checklist with the application.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed
project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for
the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
