PROJECT NAME: Topgolf
PROJECT DESCRIPTION: The applicant is requesting Master Site Plan Review, Hearing Examiner Site Plan
Review, Hearing Examiner Conditional Use Permit, and Environmental (SEPA) Review for the construction of a golf
entertainment complex. The Project would also include a variance to allow more than sixty feet (60’) of street frontage
parking in the front yard setback between the building and the street, a height variance for the barrier netting system,
and a street modification to retain the existing frontage improvements. The vacant 13.68-acre site is located at 745 Park
Ave N and is street bound by Logan Ave N to the west, N 8th St to the north, Park Ave N to the east. The site is located in
the Urban Center (UC) zone and the Urban Design District ‘C’. The site is proposed to be developed in two (2) phases. The
first phase includes developing a Topgolf recreational facility over 10.61 acres and the second phase would develop the
remaining 2.65 acres on the eastern portion of the site. Access to the Topgolf portion of the site would be provided by
two (2) separate driveways located on Logan Ave N. A portion of the site is contains high seismic hazards and a portion of
the site is located within the Downtown Wellhead Protection Area Zone 2. No wetlands or streams are located on the
property.

Environmental Review Committee
Department of Community & Economic Development
The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of
Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified
during the environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not
act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on August 9, 2019. Appeals
must be filed in writing together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information may be obtained from
the Renton City Clerk’s Office, (425) 430-6510.
