I am pleased to present this Delta Trip Generation and Traffic Impact Fee - Traffic Letter for
the proposed redevelopment of the existing 4,278 sf Fast Food Restaurant with drive up
service into an 7,796 sf Dental Office Building. The site is located at 17816 108t1, Avenue
Southeast. Access to the site will be via the existing driveway on SR - 515 reconstructed to
current standards.
I have reviewed the site and surrounding street system. Item #39 in the City of Renton's Site
Plan Review Submittal Comments identifies the following:
39. Traffic Study: Please provide 5 copies of a report prepared by a State of Washington
licensed professional engineer containing the elements and information identified in the
City of Renton " Traffic Impact Analysis Guidelines for New Development" in sufficient detail
to define potential problems related to the proposed development and identify the
improvements necessary to accommodate the development in a safe and efficient manner.
The City's Traffic Impact Analysis Policy Guidelines for New Developments identifies the peak
hour trip threshold is 20 trips.
A traffic impact analysis is required when estimated vehicular traffic generated from a
proposed development exceeds 20 vehicles per hour in either the AM (6:00 - 9:00) or PM (3:00
- 6:00) peak periods. A peak Dour volume of 20 vehicles per hour would relate to daily volume
of approximately 200 vehicles per day. Generally this includes residential plats of 20 lots or
more and commercial sites that generate 20 vehicles per hour.
Redevelopment of the existing Wendy's Fast Food Restaurant with drive up service into a
Dental Medical Office Building would result in a net reduction in site traffic. This letter is
prepared to document this, ascertain the City Traffic Impact Fee requirement and note any
obvious traffic mitigation that would be appropriate.

PROJECT INFORMATION
An aerial image of the site obtained from King County IMap is depicted below:
A preliminary site plan prepared by Architectural Werks, Inc dated 04.19.2017 is attached.
The plan depicts the 7,796 sf Renton Dental Arks building, 49 parking stalls and access via a
reconstructed 24' wide driveway SR -515 at the same location of the existing driveway.
TRIP GENERATION AND DISTRIBUTION
Definitions
A vehicle trip is defined as a single or one direction vehicle movement with either the origin
or destination (existing or entering) inside the proposed development. Traffic generated by
development projects consists of the following types:
Pass -By Trips: Trips made as intermediate stops on the way from an origin to
a primary trip destination.

Diverted Link Trips: Trips attracted from the traffic volume on a roadway within
the vicinity of the generator but which require a diversion from
that roadway to another roadway in order to gain access to
the site.
Captured Trips: Site trips shared by more than one land use in a multi -use
development.
Primary (New) Trips: Trips made for the specific purpose of using the services of
the project.
Trip Generation
The proposed Renton Dental Arts project and existing site developments is expected to
generate the vehicular trips during the average weekday, street traffic AM and PM street
peak hours daily and site peak hour as shown in Table 1. The trip generation for the project
is calculated using daily trip rates from the Institute of Transportation Engineers (ITE) Trip
Generation, 9th Edition, for Fast Food Restaurant with drive up service and Medical Office
Building (ITE LUC's 934 and 720, respectively). All site trips made by all vehicles for all
purposes, including commuter, visitor, and service and delivery vehicle trips are included in
the trip generation values.

Based on my analysis, the redevelopment is projected to generate significantly fewer trips
than the prior site use.
SITE ACCESS/OPERATIONAL REVIEW
The site access is on SR - 515 via a reconstructed to current standards existing driveway
and provide a throat length of about 30' from the SR - 51.5 curb line to the first parking stall
in the southwest corner of the site that is appropriate. SR - 515 is generally strait and level
providing good sight lines; appropriate vegetation and signage restriction in the landscaping
at the driveway would apply. Raised channelization on SR - 515 limits the driveway to right
turn in/out only. By Traffic Engineering inspection the operation of site access would be
acceptable.
TRAFFIC STUDY
The City's Policy Guidelines for Traffic Impact Analysis for New Development identifies a peak
hour trip generation threshold of 20 trips. The site re -development from a fast food
restaurant to a MOB is projected to generate less traffic; thus no Traffic Study should be
required.
AGENCY TRAFFIC IMPACT MITIGATION REQUIREMENTS
The City of Renton has a Traffic Impact Fee program per Ordinance #5670 effective January
1, 2013. Below is a table depicting the existing and proposed site use using the City's
current TIF rates data:

The TIF calculation identifies that no additional fee to the City should be required.
The existing site driveway on SR - 515 is to be re -constructed to current standards. Also
appropriate vegetation and signage restriction in the landscaping at the driveway would
apply to protect driver sight lines.

This letter was prepared to identify the Trip Generation and Traffic Impact Fee - Traffic Letter
of the proposed redevelopment of the Wendy's restaurant into the 7,796 sf Renton Dental
Arts. The redevelopment is projected to result in a net decrease in traffic generation. The
City trip threshold is 20 peak hour trips, no City classified intersection would be effected by
site traffic. I also inspected the site access and conducted a TIF determination for the site.
Based on my analysis I recommend that the Renton Dental Arts project be allowed with the
following traffic impact mitigation measures.
Construct site in accordance with appropriate City requirements.
Re -construct the existing site driveway on SR - 515 to current standards
➢ No TIF should be required.
Appropriate vegetation and signing restrictions in the landscaping at the site access
driveway apply to protect driver sight lines.

I've revised the Delta TG Table to reflect the City's 2017 TIF schedule. The City's TIF rates went
up significantly creating an even larger credit amount than noted prior. Thus no TIF should be
needed for this re -development.

I would agree with your assessment that there is a net decrease in trips created by the
redevelopment project based on the pre -developed land use. I would say to update the fees
based on the 2017 fee schedule currently posted on our website and submit the updated

Per your request I have conducted a review of the attached City document item ##39 Traffic Study.
Ann Fowler, Civil Engineer II at the City is cc'd on this e-mail
The site is developed with a 4,278 sf Wendy's Restaurant with drive up service with access to the
site via a right in/out only driveway on SR -515, per King County IMap data. Good sight lines exist
at this existing driveway. I understand the proposal is to replace the existing restaurant with a
7,000 sf Dental Office Building and utilize the existing access on SR — 515 as is.
Attached is the Delta Trip Generation and TIF Estimate for the project. My Trip Generation
review shows that redeveloping the existing Fast Food restaurant into a Dental Office would
result in a reduction in site traffic. Additionally the City TIF should be zero based on the City's
August 2016 rates that I obtained online today.
I also attached the King County IMap site aerial and Assessor Report.
Based on my review the redevelopment is a less intense Traffic Use and the project would use an
existing access on SR -515. No new access is proposed. I have yet to see the proposed site
plan; the only item is to make sure that appropriate throat length is provided at the driveway, 30'
is typical. No further traffic review/documentation should be necessary for this site.
