The project site (leased area) is 5.5 acres. Land use permits required for proposed project Conditional use permit and Environmental Review (SEPA). Zoning designation of the site and adjacent properties The project site is zoned CA. Adjacent properties are zoned RM-F, R-6, R-10, and R-14. Current use of the site and any existing improvements The site is consists of commercial and retail uses in five buildings. The project’s building is a former grocery store. Special site features (i.e. wetlands, water bodies, steep slopes) None Statement addressing soil type and drainage conditions Existing soils consist of silty sand with gravel over weathered glacial till over undisturbed glacial till. Minimal soil disturbance is proposed as part of this project, limited to the addition of structural footings within the existing building footprint, and modifications to site surfacing. Existing drainage conditions will be maintained with minor modifications related to site modifications. Source of stormwater runoff will be pervious and impervious on site areas, including roofs, hardscape and planted areas. Collection will be through a combination of existing and new structures, pipes and surface flow, with release to the public piped storm system. Proposed use of the property and scope of the proposed development Proposed use is a public charter school (grades K-12). Scope of development includes alterations of an existing grocery store building and site alterations to support the function of the school. Pedestrian- only access is available to 119th Ave SE (connecting to S 170th PL). Proposed off site improvements (i.e. installation of sidewalks, fire hydrants, sewer main, etc.) None. Total estimated construction cost and estimated fair market value of the proposed project $7,500,000. Estimated quantities and type of materials involved if any fill or excavation is proposed Excavation and backfill for building structural modifications (footings) is estimated to consist of less than 100 cubic yards.
