INTRODUCTION This report presents the traffic impact analysis developed for a proposed new charter school in Renton, proposed by Washington Charter School Development (WCSD). It incorporates trip generation estimates previously submitted and reviewed by the City of Renton (City).1 The scope of analysis presented in this report was confirmed with City staff.2 Although the original proposal was for a school with grades 6 through 12, the school is now expected to include elementary grades (K thru 5) and could also include up- per grades. The trip rates for Private K-12 that was previously reviewed and approved by the City are still expected to cover the revised proposal, but the trip distribution presented in this report has been revised to reflect updates to the expected school catchment area. This report documents the existing conditions in the site vicinity, presents estimates of project-related traffic, and evaluates the anticipated impacts to the surrounding transportation system including traffic operations, site circulation and safety, parking transit, and non-motorized facilities. 2. PROJECT DESCRIPTION The proposed school would renovate an existing building located at 16950-116th Avenue SE in the Cas- cade Village commercial development in Renton; the project location is shown on Figure 1. The new school (or combination of more than one school) would have a total enrollment capacity of 525 stu- dents. It is expected to include an elementary school, and could potentially also include middle and/or high school age students. The project site has an existing surface parking lot located northeast of the building. The south portion of the lot would be redeveloped as an outdoor play area. The remaining por- tion of the parking lot would be reconfigured to provide a bus loading area, family vehicle loading area, and 65 on-site parking spaces. The family vehicle loading area would also be used to accommodate short-term and visitor parking, with capacity of 11 additional parked vehicles, during periods outside the morning arrival and afternoon dismissal periods. The proposed site plan is shown on Figure 2. The project would renovate an existing 40,664 square foot (sf) building which previously housed a QFC supermarket. 3. STUDY AREA AND ANALYSIS PERIODS Study area intersections were identified by the City; they include the site access driveway intersections on 116th Avenue SE, and following two signalized intersections located in the vicinity of the site. • SE Petrovitsky Road / 116th Avenue SE • SE 168th Street / 116th Avenue SE Analysis was completed for the peak morning (arrival) and afternoon (dismissal) periods, when the school-generated trips would be highest. BACKGROUND CONDITIONS This section presents existing and future transportation conditions without the proposed project. The im- pacts of the proposed project were evaluated against these base conditions. 4.1. Roadway Network The site is located in the Cascade Village commercial development, which is bounded by 116th Avenue SE to the west, a Cascade Vista Athletic Club (CVAC) baseball field to the north, and residential devel- opment to the east and south. The following key roadways are located in the study area. 116th Avenue SE is a north-south Minor Arterial that connects S Puget Drive to the north and SE 192nd Street to the south. It has one travel lane in each direction with turn lanes at some intersections, and curb, gutter, and sidewalk on each side. In the study area it has a speed limit of 30 mph and no on-street parking. SE 168th Street is an east-west Collector Arterial that connects 108th Avenue SE to the west and 128th Avenue SE to the east. It has one travel lane in each direction with a center left-turn lane, and curb, gut- ter, and sidewalk on each side. It has a painted bike lane in each direction. In the vicinity of the site it has a posted speed limit of 30 mph and sections where on-street parking is allowed on one or both sides of the street. NE Petrovitsky Road is a Principal Arterial that connects State Route (SR) 515 to the west and SR 18 to the east; to the west of SR 515 it becomes SE Carr Road. It has two travel lanes in each direction and curb, gutter, and sidewalk on each side. To the west of 116th Avenue SE it has a continuous center two- way left-turn lane, and to the east it has left-turn lanes provided at major intersections. In the study area it has a speed limit of 35 mph and no on-street parking. The City’s 2018-2023 Transportation Improvement Program (TIP) identifies improvements to SE 116th Avenue SE between Puget Drive SE and the south city limits, which will include provision of a continu- ous 3-lane section with sidewalk and bike lanes, with drainage, signal, lighting and landscaping improve - ments, planned to be completed by 2023. 4.2. Traffic Volumes 4.2.1. Existing Volumes AM peak hour turning movement traffic counts were performed at the study area intersections by Idax Data Solutions on Tuesday, April 16, 2019. Existing AM and PM peak hour traffic volumes are shown on Figure 3. 4.2.2. Future Baseline Traffic Volumes Based upon City direction, 2020 background volumes were estimated by applying a 2% annual growth rate to the existing volumes. Traffic Operations Traffic operations are evaluated based on level of service (LOS) analysis, which is a qualitative measure used to characterize intersection operating conditions. Six letter designations, “A” through “F,” are used to define level of service. LOS A is the best and represents good traffic operations with little or no delay to motorists. LOS F is the worst and indicates poor traffic operations with long delays. The City has adopted a standard of LOS D for the streets in the project study area.3 Levels of service for the study area intersections were determined using the methodology in the High- way Capacity Manual (HCM), 6th Edition,4 using the Synchro 10.1 analysis software. All level of ser- vice calculations were performed with Trafficware’s Synchro 10.1 analysis software. Results for the sig- nalized intersections were reported using the Synchro calculation module, which refines Highway Ca- pacity Manual methods to account for more detailed driving behavior and signal operations. Results for the unsignalized intersections were reported using the HCM 2010 module for two-way stop-controlled intersections. Appendix A includes level of service thresholds and definitions for signalized and un- signalized intersections. Signal timing and phasing information was provided by the City. The geometries at the study intersections, as well as signal timing and phasing, were all field-verified. The results of the level of service analysis for existing conditions and future conditions without the pro- ject are summarized in Table 1, and the level of service calculation worksheets are provided in Appendix B. As shown, the study area intersections are currently operating at LOS D or better during both peak hours, and are expected to remain at those levels in the future without the project. However, it should be noted (and as shown on Figure 3 and Figure 4) that the driveway volumes for both scenarios are quite low, as the Cascade Village shopping center currently has low occupancy. Transit Facilities and Service Public transit service in the vicinity of the site is limited to one weekday commuter route and one Dial- A-Ride (DART) route. King County Metro (Metro) Route 106 provides commuter service from Renton to Tukwila and Seattle on weekday mornings, and in the opposite direction toward Renton on weekday evenings. Metro DART Route 906 provides service between Tukwila and Fairwood, with a stop in the site vicinity. 4.5. Non-Motorized Transportation Facilities As described previously, the arterial streets in the site vicinity have sidewalks. Crosswalks with pedes- trian signals are provided across all legs of the two signalized study area intersections. Most of the local access streets serving residential development in the vicinity do not have sidewalks. There are no exist- ing bike facilities in the study area, but as described previously, bike lanes are planned to be added on 116th Avenue SE by 2023, as part of the City’s 116th Avenue SE Corridor Improvement project. 5. PROJECT IMPACTS This chapter describes the conditions that would exist with the proposed project. Level of service analy- sis was performed to determine the proposed project’s impact on traffic operations in the study area. Po- tential impacts to sight distance, parking, safety, transit, and non-motorized are also addressed. 5.1. Transportation Network No changes to the transportation network are proposed as part of the project. 5.2. Trip Generation 5.2.1. Overview of Approach Trip generation estimates for school projects are typically developed using one of two methods. For new schools, rates published by the Institute of Transportation Engineers (ITE) in the Trip Generation Man- ual 5 are typically applied. For replacements or expansions of existing schools, it is generally preferred to use counts of traffic at the existing school. Although charter schools are public schools, they tend to have larger draw areas and more limited school bus service than conventional public schools, and therefore have potential for trip characteristics that align more closely with private schools. ITE provides average trip rates for Middle School (Land Use Code [LU] 522), High School (LU 530), Private K-8 School (LU 534), and Private K-12 School (LU 536). It is noted that the current edition of the Trip Generation Manual also includes a Charter Elemen- tary School category (LU 537), but there is not a category for charter schools at the upper grade levels. Since the original proposal consisted of relocation and expansion of an existing school, the trip genera- tion characteristics of the existing school were previously observed and documented,6 and then compared to the ITE public and private school rates. That analysis found that the proposed school most closely aligned with the ITE rates for Private K-12 School (LU 536), and the project trip generation previously reviewed by the City was based upon application of this category of rates. 5 ITE, 10th Edition, 2017. 6 Heffron Transportation, Inc., January 25, 2019. Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 9 The current proposal would include an elementary school, potentially combined with a middle or high school. It was therefore determined that the City-reviewed vehicle trip estimates based upon the Private K-12 rates remains appropriate. With the current proposal, the school is expected to provide school bus service and would draw students primarily from the Renton area, so application of the Private K-12 School rates may result in conservatively high trip estimates. Trips Generated by Proposed Project Table 2 summarizes the estimated trip generation for the proposed school, applying the ITE Private K- 12 School rates to the proposed capacity of 525 students. As shown, the school is estimated to generate about 1,300 daily vehicle trips, with 425 occurring in the AM peak hour when students arrive, 305 in the afternoon peak hour when the majority of students depart, and 89 in the commuter PM peak hour which is when traffic on the vicinity streets is highest. Trips Generated by the Previous Use The previous use at the site was a QFC supermarket. Table 3 summarizes the average rates and trip esti- mates for each peak hour for the supermarket use. Table 3. Based on hourly parking counts conducted at four Eastside QFC supermar- kets, as documented in “Kirkland Parkplace: QFC Parking Demand Survey Results” (Heffron Transportation, Inc., July 7, 2015) a factor of 0.83 was applied to the PM peak hour trip rate to estimate the trip rate during the school afternoon peak hour. The supermarket has been closed for some time and the trips it would generate are not reflected in the existing traffic counts conducted at the study area intersections. The future “without project” volumes presented in this report reflect general background traffic growth projected to result from regional devel- opment, but do not assume re-opening and operation of the supermarket. However, it is important to note that a supermarket would be allowed to move into the site without requiring new permits. In this case, the trip estimates show that a supermarket would be expected to generate fewer trips than the Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 10 school during the morning peak hour, a similar number of trips during the school afternoon peak hour, and substantially higher number of trips during the commute peak hour. The school is expected to gen- erate about 3,000 fewer trips per weekday than a supermarket, as supermarkets tend to generate traffic steadily during all hours that they are open, while the majority of school-generated traffic is concen- trated in the morning and afternoon peak hours. The difference would be even more pronounced on weekends, when the school would generate very few trips and supermarkets typically generate their highest volumes of traffic. 5.2.3. Trip Distribution and Assignment Trip distribution for the proposed school was estimated based on the anticipated catchment area for the school (expected to draw relatively evenly from the north and south) and area traffic patterns. Note, this is a revision from the trip distribution developed for the original proposal, which, based upon the zip codes of the existing student population at the school that would have been relocated, was expected to draw more heavily from the south Renton and Kent areas. The distribution at the site driveways is based upon the proposed site plan (described in more detail in Section 5.4 of this report). The school plans to gate the access road located along the west side of the site. With this access restricted and all vehicles entering and exiting at the north and east sides of the school, it is expected that most school-generated traffic would enter and exit the site at the center drive- way on 116th Avenue SE. The distribution also reflects an assumption that vehicles headed northbound on 116th Avenue SE would use the north driveway adjacent to the CVAC baseball facility, as it would provide a more direct route. It is not expected (or recommended) that vehicles from the north would en- ter the site at the north driveway, as they would need to turn left through the northbound queue area of the NE 168th Street/116th Avenue NE intersection. It is recommended that families and staff approaching the site from the north be directed to use the center driveway. Figure 5 shows the estimated trip distribution patterns for the school-generated trips within the study area. Table 4 summarizes the results of the level of service analysis; results for the 2020-without-project condition are shown for com- parison. , and the level of service calculation worksheets are provided in Appendix B. The table shows that at the signalized intersections to the north and south of the site, the project is ex- pected to add some delay but not change their overall levels of service, which would remain at LOS D or better. As noted previously, the “without project” volumes at the Cascade Village driveways are very low, due to the low occupancy of the existing development. Combined with relatively high background traffic volumes on 116th Avenue SE, if the shopping center were more fully occupied, signalization of one of the site driveways would likely need to be considered in order to accommodate the traffic generated by the full commercial development. With primarily school-generated traffic, it is not expected that traffic conditions at the site driveways would meet traffic signal warrants established in the Manual on Uni- form Traffic Control Devices (MUTCD),7 because peak traffic conditions would occur only within two short periods during the day. However, if the school is the primary traffic generator at the site, it would have the opportunity to communicate to families and staff how they should travel to and through the site, and manage the traffic it generates in a way that would reduce impacts. The level of service results indicate that if all southbound school-generated traffic were to exit the site at the center driveway (requiring a left-turn on to 116th Avenue SE) the westbound stop-controlled move- ment is projected to operate at a high LOS F during both peak hours, and the eastbound stop-controlled movement would also operate at LOS F during the AM peak hour. This is due to the high volumes on 7 Federal Highway Administration, Manual on Uniform Traffic Control Devices, 2009. Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 14 116th Avenue SE, and the presence of SE 169th Street across from the driveway that hinders the ability for vehicles on the stop-controlled approaches to make a two-stage left-turn (e.g. a southbound-destined driver turns left into the center lane when there is adequate gap in the northbound traffic, and merges into the southbound traffic when there is an adequate gap in that direction). Analysis found that shifting the exiting vehicles to the south driveway, as well as vehicles entering from the south, would greatly improve operation at the driveway intersections. Because the south driveway is a T-intersection with no west leg, exiting drivers would have fewer conflicting movements and would also be able to more easily make a two-stage left-turn to southbound 116th Avenue SE. (Note, back- ground volumes were derived at this intersection by comparing to the adjacent center driveway intersec- tion where counts were conducted.) Table 5 summarizes the level of service results if the school imple- mented a management plan that directs school-generated traffic to enter the exit the site as follows: • Vehicles entering from the north use the center driveway • Vehicles exiting to the north use the north driveway • Vehicles entering from, and exiting to, the south use the south driveway Figure 7 shows the project trip distribution, and Figure 8 shows the future “with project” volumes, re- flecting this management plan, and Table 5 summarizes the resulting levels of service. With school-gen- erated vehicles managed in this manner, Table 5 shows that operation for the westbound exiting school traffic would improve from LOS F to LOS D during the AM peak hour and LOS C during the PM peak hour. It is noted that with the proposed mitigation, the eastbound movement at the Center Driveway/SE 169th Street/116th Avenue SE intersection is still projected to operate at LOS E during the AM peak hour. However, this would be an improvement over the LOS F projected for the unmitigated condition, and experienced by a low volume of vehicles. (North-destinated vehicles from the neighborhood to the west of Cascade Village would also have the option of exiting the neighborhood at SE 168th Street and could then turn left at the signalized intersection). The school would need to implement a management plan to direct vehicles to the desired driveways, which would include written communication to families, and may require that staff members be sta- tioned at key locations to direct traffic. This could be further enabled by revising the site plan to direct exiting vehicles to the south side of the building instead of the north side. This is discussed further in Section 5.4. The analysis results show that the school-generated vehicles projected to use the north driveway would add a small amount of average delay but would not change the overall level of service, because they would only make right turns out of the site. This movement could be improved to LOS E with average delay of 44.5 seconds per vehicle if exiting school-generated traffic destined to the north is directed to use the north driveway instead of the south driveway. 5.4. Site Access and Circulation As shown on Figure 2, the proposed site configuration would provide an L-shaped family-vehicle load- ing zone along the northeast side of the school building. School bus loading would occur in a designated area to the east of the family-vehicle loading area. Both loading areas could be access directly from the school building without crossing any vehicle traffic lanes. Vehicles would circulate through the loading areas in a counterclockwise direction. The proposed parking area would have spaces angled to facilitate one-way traffic through each aisle. The proposed layout for parking and loading would minimize the number of potential vehicle conflict points within the site. Family vehicles would be directed to approach the student loading area from the northwest; the desig- nated loading area would have capacity for about 11 vehicles. Heffron Transportation has conducted numerous traffic analyses for schools throughout the region, and has consistently observed that morning drop-off activity is typically spread out over a longer period, with vehicles stopping only long enough for students to unload. With these typical characteristics, it is expected that the proposed loading zone length would be adequate to accommodate morning drop-off, without queues extending past the loading area. The maximum queue is expected to occur in the afternoon, when family vehicles line up to wait for dismissal. During this period, it is likely that the number of waiting vehicles would exceed the length of the loading zone. The school would develop and implement a queue management plan, utilizing available space in the parking lot drive aisles, to ensure that queues do not block access or parking for other businesses in the Cascade Village development. In addition to direction on vehicle queuing locations, plan elements Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 18 could also include encouragement to stagger arrivals so that a portion of vehicles arrive after dismissal, reminder of “good neighbor” rules not to block parking or access for nearby businesses, stationing of staff on site to direct loading during the periods of peak activity and help enforce rules, and written communication of these directives provided in hard copy to families and on the school’s website. The current site plan indicates that the access road along the south side of the building would be gated, with all vehicles entering and exiting the parking and loading areas from the north side. In order to bet- ter direct vehicles to the south driveway, the school may want to consider minor modifications to the site plan that would allow vehicles to exit via the south access road during the peak morning and after- noon periods, while still maintaining the general parking and loading configuration shown on Figure 2. 5.5. Parking Assessment 5.5.1. School Day Parking Limited available ITE data combined with data collected by Heffron Transportation for other school pro- jects reflects a typical parking rate between 0.30 and 0.40 parked vehicles per student for private schools with driving-age students that have parking supply available to accommodate them. The ITE average rate for public elementary schools (LU 520) is 0.13 parked vehicles per student, and for public middle schools (LU 522) is 0.09 parked vehicles per student.8 With 76 spaces available (65 surface lot spaces plus 11 spaces in the loading area that could be used for visitor parking during the day), the proposed school can accommodate a peak parking rate of 0.14 parked vehicles per student, comparable to a public elementary school. This indicates that if the school includes grades with driving-age students, they will need to be re- stricted from parking on site. It is recommended that the school develop and implement a Transportation Management Plan (TMP) to reduce vehicle trips and parking demand generated by the school. The TMP would document parking restrictions, and could include measures such as transit incentives, carpool incentives, carpool match support, increased school bus service, and/or parking enforcement, as well as a family communication plan that provides direction for the identified measures. Development of a TMP, would reduce traffic operational impacts described previously, would also reduce school-generated parking impacts. 5.5.2. Event Parking Heffron Transportation observations at numerous other schools have found that larger events typically have between 3 and 3.5 attendees per parked vehicle. These rates account for multiple attendees who arrive in one vehicle (e.g. students with families) and attendees who may be dropped off at an event without generating parking demand. Based upon this typical range, the on-site parking would be suffi- cient to accommodate events with about 225 to 265 attendees. Parking demand for larger evening school events could potentially exceed the on-site supply. This could be mitigated by encouraging carpooling, limiting the size of events (e.g. holding events for different grades on separate nights), and/or develop- ing agreements with other nearby businesses that do not generate evening parking demand to lease or share their parking during events. 5.6. Transit and Non-Motorized Impacts Due to the limited public transit service in the site vicinity, it is expected that the school would generate a very low number of bus trips and would have a negligible effect on transit service in the area. 8 ITE, Parking Generation Manual, 5th Edition, January 2019. Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 19 It is possible that some students may live in the local neighborhood and within walking distance of the site. As described previously, the arterials in the vicinity have sidewalks on both sides, and the signal- ized intersections have crosswalks with pedestrian signals across all legs. It is recommended that the school develop and distribute a “Safe Routes to School” map that shows the locations of sidewalks and signalized crossings within one-half mile of the school site. 5.7. Transportation Impact Fee Calculation The City of Renton collects transportation impact fees and has outlined fee rates for a variety of uses. The City’s 2019-2020 Fee Schedule does not include specific rates for schools. For uses not listed, Ren- ton Municipal Code (RMC) allows for an independent transportation mitigation fee calculation as stated in RMC 4-1-190.H.1: If, in the judgment of the Administrator, none of the fee categories or fee amounts set forth in the City’s Fee Schedule published and on file with the City Clerk accurately describes or cap- tures the impacts of a new development on public facilities, the Department may conduct inde- pendent fee calculations and the Administrator may impose alternative fees on a specific devel- opment based on those calculations. However, as described previously, since a supermarket could move in to the site without requiring new permits, the project would be considered to be removing that use, even though the building is not cur- rently occupied. The City allows for credit against the fee for removed uses. The City’s transportation impact fees are based upon net new trips generated by the project during the commute PM peak hour. As shown previously in Table 2 and Table 3, the 376 commute PM peak hour trips generated by a supermarket are higher than 89 trips that would be generated by the school, so the project would result in a net trip reduction compared to the existing allowed use. If a more general retail use moved into the site, applying the ITE rate for Shopping Center (Land Use Code 820) of 3.81 vehi- cles per 1,000 sf results in an estimated 155 vehicle trips generated during the commuter PM peak hour. While lower than trips generated by a supermarket, this is still higher than the trips that the proposed school would generate. Therefore, there should be no net fee due for the proposed school project. 6. SUMMARY AND MITIGATION The following summarizes the findings of this analysis: • The proposed school would renovate an existing building located at 16950-116th Avenue SE in the Cascade Village commercial development in Renton. The new school (or combination of more than one school) would have a total enrollment capacity of 525 students. It is expected to include elementary grades and could also include middle and/or high school age students. • Without mitigation, the school is projected to generate 425 vehicle trips (259 in, 166 out) during the AM peak hour, 305 trips (128 in, 177 out) during the afternoon (school PM peak) hour, and 89 trips (38 in, 51 out) during the commute PM peak hour. • Although the building is currently unoccupied, it was previously a supermarket. A new super- market would be allowed to move into the site without requiring new permits. In this case, the trip estimates show that a supermarket would be expected to generate fewer trips than the school during the morning peak hour, a similar number of trips during the school afternoon peak hour, and substantially higher number of trips during the commute peak hour. The school is expected to generate about 3,000 fewer trips per weekday than a supermarket, as supermarkets tend to Renton K-12 Charter School Transportation Technical Report July 15, 2019 | 20 generate traffic steadily during all hours that they are open, while the majority of school-gener- ated traffic is concentrated in the morning and afternoon peak hours. • The “without project” volumes at the Cascade Village driveways are very low, due to the low occupancy of the existing development. Combined with relatively high background traffic vol- umes on 116th Avenue SE, if the shopping center were more fully occupied, signalization of one of the site driveways would likely need to be considered in order to accommodate the traffic generated by the full commercial development. With primarily school-generated traffic, it is not expected that traffic conditions at the site driveways would meet traffic signal warrants estab- lished in the MUTCD, because peak traffic conditions would occur only within two short peri- ods during the day. However, if the school is the primary traffic generator at the site, it would have the opportunity to communicate to families and staff how they should travel to and through the site, and manage the traffic it generates in a way that would reduce impacts. • If all southbound school-generated traffic were to exit the site at the center driveway (requiring a left-turn on to 116th Avenue SE) the westbound stop-controlled movement is projected to op- erate at a high LOS F during both peak hours, and the eastbound stop-controlled movement would also operate at LOS F during the AM peak hour. • Analysis found that shifting the exiting south-destined vehicles to the south driveway, as well as vehicles entering from the south, would greatly improve operation. With school-generated vehi- cles managed in this manner, the table shows that operation for the westbound exiting school traffic would improve from LOS F to LOS D during the AM peak hour and LOS C during the PM peak hour. • It is noted that with the proposed mitigation, the eastbound movement at the Center Drive- way/SE 169th Street/116th Avenue SE intersection is still projected to operate at LOS E during the AM peak hour. However, this would be an improvement over the LOS F projected for the unmitigated condition, and experienced by a low volume of vehicles. (North-destinated vehicles from the neighborhood to the west of Cascade Village would also have the option of exiting the neighborhood at SE 168th Street and could then turn left at the signalized intersection). • The school-generated vehicles projected to use the north driveway would add a small amount of average delay but would not change the overall level of service, because they would only make right turns out of the site. If this driveway is utilized school-generated traffic, it would primarily occur during the school’s morning arrival and afternoon dismissal periods, and is not expected to overlap with most traffic generated by the CVAC baseball fields. • The proposed layout for parking and loading would minimize the number of potential vehicle conflict points within the site. Family vehicles would be directed to approach the student load- ing area from the northwest. It is expected that the proposed loading zone length would gener- ally be adequate to accommodate morning drop-off. The maximum queue is expected to occur in the afternoon, when parents line up to wait for dismissal. It is recommended that an on-site queueing plan be developed and implemented by the school to ensure that queues do not block access or parking for other businesses in the Cascade Village development. • Without parking management measures, school-generated parking demand could exceed the proposed on-site supply of 76 spaces (65 surface lot spaces plus 11 spaces in the loading area that could be used for visitor parking during the day). Development of a TMP is recommended to reduce school-generated parking impacts; it would also reduce traffic operational impacts. This could be mitigated by encouraging carpooling, limiting the size of events (e.g. holding middle school and high school events on separate nights), and/or developing agreements with other nearby businesses that do not generate evening parking demand to lease or share their parking during events. • The school would result in a net reduction in commute PM peak hour trips compared to the ex- isting allowed use. Therefore, there should be no net fee due for the proposed school project. Based on the above findings, the following measures are recommended to reduce the traffic and parking impacts associated with the Renton K-12 Charter School project: A. Develop and implement a queue management plan, utilizing available space in the parking lot drive aisles, to ensure that queues do not block access or parking for other businesses in the Cascade Village development. B. Develop guidelines for how family members should approach the school site and load/unload area, and to implement the queue management plan. Drivers to and from the south should be directed to use the site’s south driveway. Drivers entering from the north should be directed to use the center driveway, and to exit via the north driveway. In addition to direction on vehicle queuing locations, plan elements could also include encouragement to stagger arrivals so that a portion of vehicles arrive after dismissal, reminder of “good neighbor” rules not to block park- ing or access for nearby businesses, stationing of staff on site to direct loading during the peri- ods of peak activity and help enforce rules, and written communication of these directives pro- vided in hard copy to families and on the school’s website. C. In order to better direct vehicles to the south driveway, the school may want to consider minor modifications to the site plan that would allow vehicles to exit via the south access road during the peak morning and afternoon periods. D. Develop and implement a Transportation Management Plan (TMP) to reduce vehicle trips com- pared to the number that has been projected. The TMP would document parking restrictions, and could include measures such as transit incentives, carpool incentives, carpool match sup- port, increased school bus service, and/or parking enforcement, as well as a family communica- tion plan that provides direction for the identified measures. E. It is recommended that the school develop and distribute a “Safe Routes to School” map that shows the locations of sidewalks and signalized crossings within one-half mile of the school site. F. To manage parking during large evening events, it is recommended that the school encourage carpooling, limit the size of events (e.g. holding events for different grades on separate nights), and/or develop agreements with other nearby businesses that do not generate evening parking demand to lease or share their parking during the events. APPENDIX A Level of Service Definitions Renton K-12 Charter School Transportation Technical Report July 15, 2019 | A-1 Levels of service (LOS) are qualitative descriptions of traffic operating conditions. These levels of ser- vice are designated with letters ranging from LOS A, which is indicative of good operating conditions with little or no delay, to LOS F, which is indicative of stop-and-go conditions with frequent and lengthy delays. Levels of service for this analysis were developed using procedures presented in the Highway Capacity Manual, Sixth Edition (Transportation Research Board, 2016). Level of service for signalized intersections is defined in terms of delay. Delay can be a cause of driver discomfort, frustration, inefficient fuel consumption, and lost travel time. Specifically, level-of-service cri- teria are stated in terms of the average delay per vehicle in seconds. Delay is a complex measure and is dependent on a number of variables including: the quality of progression, cycle length, green ratio, and a volume-to-capacity ratio for the lane group or approach in question.
