CITY OF RENTON
CONTRACT AGREEMENT
THIS AGREEMENT is made as of the—( day of I�F2GW�Ct ,2012, between the
CITY OF RENTON, a municipal corporation of the State of Washington, hereinafter referred to as"CITY"
and Absco Alarms, Inc., hereinafter referred to as "CONTRACTOR,"to Upgrade Existing Video Surveillance
System and add new cameras at designated locations.Avigilon cameras and supporting equipment, no
substitutes, Renton Community.Center, 1715 Maple Valley Hwy, Renton.
The City and Contractor agree as set forth below.
1. Scope of Services. The Contractor will provide all material and labor necessary to perform all work
described in the Proposal which is included with this Agreement as Attachment"A."
2. Changes in Scope of Services. The City, without invalidating the Contract, may order changes in the
Services consisting of additions, deletions or modifications, the Contract Sum being adjusted accordingly.
Such changes in the work shall be authorized by written Change Order signed by the City and the Contractor.
3. Time of Performance. The Contractor shall commence performance of the Contract no later than ten (10)
calendar days after Contract's final execution, and shall complete the full performance of the Contract not
later than 60 calendar days from the date of commencement.
4. Term Of Contract. The Term of this Agreement shall end at completion of the enclosed scope of work. This
Agreement may be extended to accomplish change orders, if required, upon mutual written agreement of the
City and the Contractor.
5. Contract Sum. The total amount of this Contract is the sum of$47,325.90, which includes Washington State
Sales Tax.
6. Retainage in Lieu of Bond. In lieu of a performance bond, the City will retain 50%of the contract amount for
a period of 45 days after Final Acceptance of the work.
7. Method of Payment. Payment by the City for the Services will only be made after the Services have been
performed and a voucher or invoice is submitted in a form acceptable to the City. Payment of the initial 50%
will be made in the next pay cycle of the Renton Finance Department after receipt of such voucher or invoice
(pay cycles are bi-weekly). The remaining 50%will be paid 45 days after Final Acceptance. The City shall
have the right to withhold payment to the Contractor for any work not completed in a satisfactory manner until
such time as the Contractor modifies such work so that the same is satisfactory.
8. Employment. The Contractor's employees are not employees of the City of Renton.
9. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of this Contract
without express written consent of the City of Renton.
10. Record Keeping and Reporting. The Contractor shall maintain accounts and records which properly reflect
all direct and indirect costs expended and services provided in the performance of this Agreement. The
Contractor agrees to provide access to any records required by the City.
11. Hold Harmless. The Contractor shall indemnify, defend and hold harmless the City, its officers, agents,
employees and volunteers, from and against any and all claims, including claims from third parties, losses or
liability, or any portion thereof, including attorneys fees and costs, arising from injury or death to persons,
including injuries, sickness, disease or death to Contractor's own employees, or damage to property
occasioned by a negligent act, omission or failure of the Contractor.
12. Insurance. The Contractor shall maintain throughout the duration of this contract the following insurance
requirements: General Liability insurance in the amount of$1,000,000 per occurrence/$2,000,000 aggregate;
Professional Liability insurance in the amount of$1,000,000 per claim; Automobile Liability in the amount of
$1,000,000 per accident; and proof of Workers' Compensation coverage. The City of Renton will be name as
a Primary and Non-Contributory Additional Insured on the insurance policy and an endorsement stating such
shall be provided.
13. Compliance with Laws. The Contractor and all of the Contractor's employees shall perform the services in
accordance with all applicable federal, state, county and city laws, codes and ordinances.
14. Conflicts. In the event of any inconsistencies between contractor proposals and this contract, the City of
Renton contract shall prevail.
15. Prevailing Wage Rates. The Contractor must comply with the State prevailing wage requirements. The
Contractor must file an Intent To Pay Prevailing Wage at the beginning of the project and an Affidavit of
Wages Paid at the end of the project with the Washington State Department of Labor and Industries,

This.document is intended to describe the Scope of Work proposed to City of Renton Community Services by
ABSCO Alarms, Inc. The information set forth below is Intended to be a framework for discusion around project
work efforts and is subject to change. !t is anticipated that project requirements,will by mutually defined and/or
detailed written specifications finalized If the proposed Scope of Work is approved. Project schedules and cost
estimates contained herein are based upon information provided to date and are.subject to change. This proposal

Overview of Issues!Needs Assessment �
City of Renton would like to upgrade the camera coverage and the quality of the Video system at the Community
Center. Customer to provide,install,terminate and test all cabling.
Scope of Work f Desired Outcome
ABSCO will provide the following High Definition Avigilon Camera System for the Community Center of Renton.
Camera 1-.ABSCO Will install a 5MP camera on the SE corner of the building
looking halfway down the parking aisle.
Camera 2-ABSCO will install a 5MP camera on the center of the building
looking down the center parking aisle.
Camera 3-ABSCO.will install a 8MP-180 degree camera on the Main Entrance to the building looking at drop off
area and driveway.
Camera 4-ABSCO will install a 2MP Camera looking at Main Doors'covering everyone entering the bldg.
Camera 5-ABSCO will install.a 2MP camera at the reception area looking at looking from the reception desk
down hall to the West.
Camera 6-ABSCO will install a 1 MP Camera looking at Reception Desk.
Camera 7-ABSCO will install a 5MP camera at the far end of the corridor outside of Gym looking down the long
hallway
Camera 8-ABSCO will install a 8MP-180 degree camera covering the north gym
Camera 9-ABSCO will install a.81MP-180 degree camera covering the south gym
Camera 10-ABSCO will install a 21VIP camera.covering meeting rooms-111,1 1.5,118
Camera 11-ABSCO will install a WP camera covering the SW corner of the parking lot and.the driveway
Camera 12-ABSCO will install a 5MP camera covering the SE corner of the rear
parking lot
Camera 13-ABSCO will install a 8MP-180 degree camera on the north wall of the
gym giving situational awareness of the north parking lot
ABSCO will also install a 15TB server in the Community Center to record the new Avigilon cameras.
Inclusions
Price includes providing the listed equipment only.Any additional equipment is to be on a time and material
basis.
Price includes the termination of all fell devices.provided by ABSCO listed in this proposal. Prior to termination
of field devices,all circuits must be complete and free of rounds shorts and metered ed for end-of-line resistor(if

applicable). To complete circuit,all circuit splices must be made within NEC standards(minimum six inches of
cable length).
•Price includes start up and test of the listed devices provided by ABSCO in this proposal.
Price includes 2 hours of training of the end user on site.Additional training is to be on time and material basis.
Low voltage permits applicable to ABSCO's scope listed in this proposal are included in the price.
Exclusions
•LAN connections.to be existing or provided by others. LAN connection to be located within three feet of head-
end location.
•Patching and painting are to be done by others and are not part of this scope.
•Tax is not included in lhe.price.
Price does not include the provision or installation of conduit,boxes,or wire of any kind. All cabling to be
terminated at patch panels at head end and RJ45 jacks at camera locations by others. Network test to be
perfomed by others.prior to camera installation.
• 120 VAC for power to be existing or provided by others.
•City of Renton will provide all of the cabling to the cameras.
Limitation
•The project price is based on the project being done on:a contiguous time frame.. If the project is broken up into
multiple phases additional time maybe required and it may result in a time.and material change order.
•Troubleshooting of circuit wiring is not included in this proposal. If troubleshooting is requested by the
designated onsite foreman for your company,it will be on a time and material basis and will be billed as a
separate change order.
•All work to be performed during ABSCO Alarms normal working hours of 7:00 AM-5:00 PM, Monday through
Friday(excluding Holidays). Any labor required outside of these hours will be billed as a separate change order.
Price
We propose to provide the above listed Scope of Work for the sum of:
$43,220.00 plus tax
This proposal may be withdrawn by ABSCO Alarms,Inc.if not accepted within 30 days.
Warranty
The warranty on the listed equipment and labor shall be Void if a. person of firm other than ABSCO Alarms, Inc.or
a contractor authorized by ABSCO.Alarms Inc.performs any work identified whthin the original scope of work:of
this contract.
All equipment provided by ABSCO Alarms Inc. has a warranty of one year from the date of invoice. THIS
WARRANTY EXCLUDES ALL COVERAGE FOR CONSEQUENTIAL DAMAGES AND IS GIVEN IN LIEU OF
ALL OTHER EXPRESS WARRANTIES OR IMPLIED WARRANTIES OF FITNESS, HABITABILITY, OR
MERCHANTABILITY OR OTHERWISE PROVIDED UNDER THE LAWS OF WASHINGTON.
