LETTER OF AGREEMENT
Effective: April 24, 2004
Subject: Renton Airport Non-Directional Beacon Monitoring and
Malfunction Notification
1. Purpose: This Letter of Agreement establishes responsibilities and
procedures for the monitoring and notification of a malfunction of the Non-
Directional Beacon (NDB) located at the Renton Municipal Airport.
2. Distribution: Renton Airport Manager, Renton Police Department (PD),
Renton Signal Maintenance Supervisor, Seattle Terminal Radar Approach
Control (TRACON), and Renton FAA Contract Tower (FCT).
3. Cancellation: This Letter of Agreement cancels the Letter of Agreement,
Subject: Renton Non-Directional Beacon (RNT NDB) Monitor, dated July 29,
1993.
4. Procedures:
a. Monitoring:
(1) The transmitter output power of the NDB is monitored by the
Renton PD Support Service personnel located on the first floor of the Renton City
Hall. The receiving antenna for the remote monitoring device is located on the
roof of the City Hall.
(2) An alarm is located within the service counter area. The location,
sound, and procedures concerning response, silencing, testing, etc. are specified
by Renton PD operating procedures.
(3) The on-duty air traffic controller at the Renton FCT (when
operational) or Seattle TRACON will inform the Renton PD immediately upon
receipt of a pilot report of an NDB malfunction.
(4) The designated Renton PD person(s) on duty, as specified by Renton
PD operating procedure, are responsible to respond when the alarm sounds, or
notification of a pilot-reported malfunction is received from the Renton FCT or
Seattle TRACON, and make appropriate and required notifications.

b. NDB Out-of-Service Notifications by Renton PD:
(1) Between 0700 -1530 hours (local time):
(a) Notify on-duty air traffic controller at Renton FCT by phone 206-
764-6632. Inform the controller that the NDB alarm has sounded and the NDB is
considered out of service.
(b) Notify the City Signal/Radio Shop by phone 425-430-7423.
Inform the individual who answers that the NDB alarm sounded, the time it
sounded, and that the NDB is considered out of service OR that a malfunction of
the NDB has been reported by the Renton FCT or Seattle TRACON. Provide this
information to voice mail if so answered.
(2) Between 1530 -2000 hours from Oct. 1-Apr. 30:
Between 1530 -2100 hours from May 1-Sept. 30:
(a) Notify the on-duty air traffic controller, Renton FCT by phone
206-764-6632. Inform the controller that the NDB alarm has sounded and the
NDB is considered out of service.
(b) Notify identified callout individual from the City Signal/Radio
Shop. Refer to emergency callout numbers. Inform this individual that the NDB
alarm sounded, the time it sounded, and that the NDB is considered out of
service OR that a malfunction of the NDB has been reported by the Renton FCT
or Seattle TRACON.
(3) Between 2000 to 0700 hours from Oct. 1-Apr. 30:
Between 2100 to 0700 hours from May 1-Sept. 30:
(a) Notify the on-duty air traffic controller at Seattle TRACON by
phone 206-214-4655. Inform the controller that the NDB alarm has sounded and
the NDB is considered out of service.
(b) Notify identified callout individual from the City Signal/Radio
Shop. Refer to emergency callout numbers. Inform this individual that the NDB
alarm sounded, the time it sounded, and that the NDB is considered out of
service OR that a malfunction of the NDB has been reported by the Renton FCT
or Seattle TRACON.
c. Notifications by Renton FCT and Seattle TRACON:
(1) Renton FCT (when operational) or the Seattle TRACON will inform
the Renton PD immediately upon receipt of a pilot report of an NDB malfunction.

(2) Renton FCT will relay all reports of NDB status changes to the
Seattle TRACON.
(3) Seattle TRACON will advise Renton FCT of NDB status changes as
soon as possible and will issue/cancel Notice(s) to Airmen (NOTAMs) on NDB
status, as appropriate.
d. Notifications by Renton Signal/Radio Shop:
(1) Signal/Radio Shop repair person, when notified by Renton PD, will
notify the Renton Airport Manager by phone 425-430-7471 of the time the NDB
was reported out-of-service. This information will be left on the telephone voice
mail if not given to a person.
(2) When the NDB has been repaired, the assigned repair person will
notify the Renton PD by phone 425-430-7500 that the NDB is in-service.
(3) Signal/Radio Shop repair person will notify the Renton Airport
Manager by phone 425-430-7471 of the time the NDB went back into service.
This information will be left on the telephone voice mail if not given to a person.
e. NDB In-Service Notifications by Renton PD:
(1) Between 0700 -2000 hours from Oct 1-April 30 OR between 0700-
2100 hours from May 1-Sept. 30. Notify the on-duty Air Traffic Controller, Renton
FCT by phone 206-764-6632. Inform the controller that the Renton Airport NDB
is back in service, and the time it was placed back in service.
(2) Between 2000 -0700 hours from Oct. 1-April 30 OR between 2100-
0700 hours from May 1-Sept. 30. Notify the on-duty Air Traffic Controller, Seattle
TRACON by phone 206-214-4655. Inform the controller that the Renton Airport
NDB is back in service and the time it was placed back in service.
