CITY OF F ENTON
CONTRACT AGREEMENT
THIS AGREEMENT is made as of the' I,,-A day of !- '" 2010, between the
CITY OF RENTON, a municipal corporation of the State of Washing on�t , hereinafter referred to as "CITY"
and Stanley Roofing Inc., hereinafter referred to as"CONTRACTOR,"to modify the roof peak ventilation
system to meet the specifications outlined by DPS Engineers to establish a controlled airflow to reduce
high heat loss and associated high energy costs.
The City and Contractor agree as set forth below.
1. Scope of Services. The Contractor will provide all material and labor necessary to perform all work
described in the Proposal which is included with this Agreement as Attachment"A."
2. Changes in Scope of Services. The City, without invalidating the Contract, may order changes in the
Services consisting of additions, deletions or modifications, the Contract Sum being adjusted
accordingly. Such changes in the work shall be authorized by written Change Order signed by the City
and the Contractor.
3. Time of Performance. The Contractor shall commence performance of the Contract no later than ten
(10) calendar days after Contract's final execution, and shall complete the full performance of the
Contract not later than 60 calendar days from the date of commencement.
4. Term Of Contract. The Term of this Agreement shall end at completion of the enclosed scope of work.
This Agreement may be extended to accomplish change orders, if required, upon mutual written
agreement of the City and the Contractor.
5. Contract Sum. The total amount of this Contract is the sum of $23,714.41 which includes
Washington State Sales Tax.

6. Method of Payment. Payment by the City for the Services will only be made after the Services have
been performed and a voucher or invoice is submitted in the form specified by the City. Payment will j
be made thirty(30)days after receipt of such voucher or invoice. The City shall have the right to
withhold payment to the Contractor for any work not completed in a satisfactory manner until such time
as the Contractor modifies such work so that the same is satisfactory.
7. Employment. The Contractor's employees are not employees of the City of Renton.
8. Assignment and Subcontract. The Contractor shall not assign or subcontract any portion of this
Contract without express written consent of the City of Renton.

9. Record Keeping and Reporting The Contractor shall maintain accounts and records which properly
reflect all direct and indirect costs expended and services provided in the performance of this
Agreement. The Contractor agrees to provide access to any records required by the City.
10. Hold Harmless. The Contractor shall indemnify, defend and hold harmless the City, its officers,
agents, employees and volunteers, from and against any and all claims, including claims from third
parties, losses or liability, or any portion thereof, including attorneys fees and costs, arising from injury
or death to persons, including injuries, sickness, disease or death to Contractor's own employees, or
damage to property occasioned by a negligent act, omission or failure of the Contractor.
11. Insurance. The Contractor shall maintain throughout the duration of this contract the following
insurance requirements: General Liability insurance in the amount of$1,000,000 per
occurrence/$2,000,000 aggregate; Professional Liability insurance in the amount of$1,000,000 per
claim; Automobile Liability in the amount of$1,000,000 per accident; and proof of Workers'
Compensation coverage. The City of Renton will be name as a Primary and Non-Contributory
Additional Insured on the insurance policy and an endorsement stating such shall be provided.
12. Compliance with Laws. The Contractor and all of the Contractor's employees shall perform the
services in accordance with all applicable federal, state, county and city laws, codes and ordinances.
13. Conflicts. In the event of any inconsistencies between contractor proposals and this contract, the City
of Renton contract shall prevail.
14. Prevailing Wage Rates. By executing this Contact, the Contractor agrees to comply with the State
prevailing wage requirements as set forth in the Contract Documents.
This Agreement is entered into as of the day and year written above.

Fire House 12 Roof Vent Design Recommendations
Depew Professional Services(DPS)was contracted to provide retro-commissioning services for
the HVAC system of Fire House 12.
During the investigation DPS discovered that the building static pressure was negative resulting
in cold air infiltrating in through door and other small openings in the structure. This results in
the building being cold,particularly in the door areas. Several tests were conducted to identify
why the building was not able to maintain a positive pressure. The final test was to force AHU-1
and FC-1 to 100%outside air and to turn off RF-1. This should have resulted in an extremely
positive building static pressure. The resulting building static pressure was-0.007 inches w.c.
DPS then reviewed the building structure to identify any leaks. DPS discovered the building has
a vented roof ridge construction without a solid barrier between the conditioned or occupied
space and the vent. This results in the warm air leaving the building through the vent like a
chimney.
The City of Renton has two options for rectifying the issue. DPS recommends Option One;
Option One is to partially close the vent at the roof ridge to the amount that will allow the
building to maintain a positive static pressure of 0.05 with the economizer dampers at the
minimum position while moving air through the roof structure to prevent condensation on the
sheathing. This option is recommended due to the cost of Option Two. In considering Option
One the City of Renton should understand that this option does not conform to accepted
insulation and venting standards.
Although Option One is not the preferred design for a new building it is DPS' opinion that
Option One does not degrade the existing design. The existing design installed the vented roof
ridge without inlet vents and a solid barrier between the conditioned space and the insulation that
is required for ventilation airflow to prevent condensation. See Figure 1 for a diagram of the
present design. DPS did not find mold or fungus in a cursory,visual inspection of the exposed
roof areas. If no mold or fungus growth has occurred there is a chance that mold and fungus will
not be a factor in the future unless additional moisture is introduce into the building. ;

Recommended Improvements to the Existing Facility
Below are three options for creating the building system that can maintain a positive static
building pressure. DPS recommends option one due to the cost of the repair. Options Tow is
costly and would probably require temporary relocation of the building occupants. Although
Option One does not meet accepted standards and could possibly result in mold or fungus growth
in the roof sheathing or roof insulation;DPS does not believe that Option One does not deviate
from the present design.
Option One:
1. Remove the roof ridge cap and as much of the roof cladding to gain access to the roof
ridge sheathing.
2. Install plywood to close the existing roof ridge vent.
3. Install ice and water membrane at the ridge area shingling over the top of the existing
roofing felt a minimum of 6 inches.
4. Cut one-inch holes at each rafter bay along the ridge.
5. Set AHU-1 and FC-1 economizer dampers to the minimum position with FR-1 off.
When cutting the holes,a sacrificial piece of wood is to be place on top of the ice and
water to prevent damage to the membrane. Record building static pressure.
6. If the building static pressure is greater than 0.05 inches w.c.,cut additional holes as
require to achieve a building static pressure of 0.05 inches w.c.
7. Reinstall the roof panels and ridge vent cap with the filter material(Not presently
installed)to prevent rain from entering the vent holes.
8. Program the DDC system to enable FR-1 and control to a building static pressure of 0.05
inches w.c.when the building static pressure exceeds 0.05 inches w.c.

insulation to the ridge vent.
2. Install a continuous airtight barrier below the insulation to prevent migration of warm air
from the conditioned space to the roof ridge vent.
