RESOLUTION NO. 4166
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE
MAYOR AND CITY CLERK TO ENTER INTO AN INTERLOCAL AGREEMENT WITH
KING COUNTY REGARDING THE CEDAR RIVER GRAVEL REMOVAL PROJECT.
WHEREAS, the City and King County are authorized, pursuant to RCW Chapter 39.34, to
enter into an interlocal government cooperative agreement; and
WHEREAS, significant volumes of gravel accumulate in the lower 1.25 miles of the Cedar
River each year; and
WHEREAS, in order to avert corresponding flood damages to critical infrastructure and
regionally significant economic investments in this area, periodic gravel removal of the
deposited gravel is necessary to maintain flow conveyance; and
WHEREAS, the City and the US Army Corps of Engineers constructed the Lower Cedar
River Section 205 Flood Hazard Reduction Project in 1998, in accordance with Project
Cooperation Agreement (CAG-98-164), which included dredging and construction of levees and
floodwalls along the lower 1.25 miles of the Cedar River; and
WHEREAS, the Lower Cedar River Section 205 Flood Hazard Reduction Project
Cooperation Agreement requires the flood protection benefits of the project to be maintained,
which requires the periodic removal of gravel from the lower 1.25 miles of the Cedar River; and
WHEREAS, gravel removal is necessary in order to maintain the flood protection
benefits based upon ongoing monitoring; and
WHEREAS, the City and King County intend to continue jointly addressing these needs
by implementing a joint project for gravel removal; and

WHEREAS, compensatory mitigation measures will likely be required because the gravel
removal will affect regulated wetlands and aquatic habitat of salmon species listed under the
Endangered Species Act; and
WHEREAS, the King County Flood Control District has allocated $5,313,000 dollars in its
2012, 2013 and 2014 budgets to support this project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The Mayor and City Clerk are hereby authorized to enter into an
interlocal agreement with King County entitled "Agreement Between King County and the City
of Renton for Cedar River Gravel Removal Project".
