ORDINANCE N0. 3706
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING SECTIONS 2-104 and 2-106 of TITLE II
(CO1124ISSIONS AND BOARDS) OF ORDINANCE NO. 1628
ENTITLED "CODE OF GENERAL ORDI14ANCES OF THE CITY
OF RENTON" RELATI14G TO PARKS COMMISSION, ITS
POWERS AND DUTIES , APPOINTMENTS AND DUTIES OF
A PARK DIRECTOR
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON DO ORDAIN
AS FOLLOWS :
SECTION I : Existing Section 2-104 of TITLE II (COMMISSIONS
AND BOARDS) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended as follows :
Section 2-104 as amended: GENERAL POWERS AND DUTIES :
A. The Board shall have all the powers and perform all the
duties provided by the laws of the State. Said Board shall have
the power to conduct any form of recreation or cultural activity
that will employ the leisure time of the people in a constructive
and wholesome manner and shall have control and supervision of
all parks , belonging to the City.
B. Said Board may further plan, promote , manage , construct ,
develop , maintain and operate , either within or without the city
limits , parks , play and recreational grounds and/or other muni-
cipally owned recreation facilities , including community buildings ,
and improve and ornament the same.
C. The Board may enter into any contract in writing, acting
dependently or in conjunction with the United States , the State of
Washington, any county, city or town, pari: district, school
district, or any such public organizations for the purpose of
conducting recreational programs and to build and construct, care
for, supervise , and maintain parks , playgrounds , swimming pool
and like facilities .
D. The Board shall further receive , in the name of the City ,
all monies or other property donated by individuals or groups
for the improvement of parks and other recreational areas ; the
Board reserves the right to reject any such donations , subject
to the approval of the Council, in the event that any such donation
be considered improper, unlawful or contrary to the purposes as
set forth. Any cash received by the Board on behalf of the City
shall be forthwith paid to the Director of Finance and same shall
be placed in the fund to be known as the Pari; Fund.
E. Said Board is further authorized to grant concessions and
privileges herein, under such restrictions and for such compensation
as it shall prescribe , and any monies or properties paid thereunder
shall forthwith be turned over to the Director of Finance and such

revenue shall be used for part: purposes only , it being understood
that any party aggrieved by the Board in granting or denying such
concession and privileges shall have the right of appeal to the
Council within thirty (30) days of such action by the Board;
provided, further, that no concession or privilege shall ever be
granted for the sale of intoxicating liquors , alcohol , spirits ,
wine or beer in any public place. No concession shall be granted
for a period of more than five (5) years , with the right for an
extension for an additional five (5) year period of time , should
the Board deem it advisable , and then only upon condition that the
concessionaire fulfill all conditions and provisions of the
original five year concession contract.
F. The Board shall not have the power to acquire any property,
by gift or otherwise, without the consent of the Council and any
properties so received and acquired shall be in the name of the City.
SECTION II : Existing Section 2-106 of TITLE II (CO11MISSIONS
AND BOARDS) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended as follows :
Section 2-106 as amended: APPOINTMENT; QUALIFICATIONS ; DUTIES ,
PARK DIRECTOR:
A. The Board of Park Commissioners shall have the power
to recommend one or more qualified candidates for the position of
Park Director to the Mayor for consideration for an appointment
to that position. The Mayor shall appoint a candidate to the
position of Park Director, or may reject the recommendations
of the Board of Park Commissioners , and ask for additional names
to be submitted. The Mayor shall not appoint a Park Director
without that individual' s name having been recommended by the
Board of Park Commissioners . The person that the Mayor appoints
to the position of Park Director shall be subject to confirmation
by the Penton City Council.
B. The qualifications and duties for the position of Park
Director shall be established by the Personnel Department of the
City of Renton with the concurrence of the Board of Park Commissioners .
C. The Park Director may serve as an ex-officio member of
the Park Commission but shall have no vote thereon.
D. The salary of the Park Director shall be as fixed in
the annual budget of the City.
SECTION III : This Ordinance shall be effective upon its
passage , approval and the expiration of thirty (30) days .
