RESOLUTION NO. 406.1
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, CALLING FOR THE
ANNEXATION, BY ELECTION, OF CONTIGUOUS UNINCORPORATED TERRITORY
TO THE CITY OF RENTON AND REFERRED TO AS THE WEST HILL ANNEXATION
AREA; STATING THE NUMBER OF REGISTERED VOTERS RESIDING THEREIN AS
NEARLY AS MAY BE; CALLING FOR AN ELECTION ON FEBRUARY 14, 2012, TO
SUBMIT TO VOTERS OF THE TERRITORY THE PROPOSAL FOR ANNEXATION;
AUTHORIZING THE CITY CLERK TO FILE A CERTIFIED COPY OF THIS RESOLUTION
WITH THE BOARD OF COUNTY COMMISSIONERS OF KING COUNTY; AND TO
TAKE THOSE ACTIONS NECESSARY TO PLACE PROPOSITION 1 BEFORE THE
VOTERS, INCLUDING THE PREPARATION OF INFORMATION FOR THE VOTER'S
PAMPHLET.
WHEREAS, the City of Renton has, within its Potential Annexation Area, unincorporated
territory commonly referred to as the West Hill Annexation Area, consisting of approximately
1,897 acres, which area is contiguous to the corporate limits of the City; and
WHEREAS, the City was presented with a 10% petition to annex the area known as the
West Hill Annexation Area; and
WHEREAS, the City duly submitted the West Hill Annexation petition to the King County
Auditor for certification that the petition contained sufficient valid signatures; and
WHEREAS, the King County Auditor on December 12, 2008, certified that the petition
contained sufficient valid signatures; and
WHEREAS, the City Council directed the City Clerk to file the petition with the King
County Boundary Review Board for hearing; and
WHEREAS, such hearing was held on June 7, 2010; and

WHEREAS, the King County Boundary Review Board approved the proposed annexation
as submitted, by decision dated July 9, 2010, with the decision being received by the City on
July 12, 2010; and
WHEREAS, the City plans on prezoning the property in the West Hill Annexation Area;
and
WHEREAS, the City does not propose that the West Hill Annexation assume the City's
bonded indebtedness; and
WHEREAS, the City has consistently stated that the future governance of the West Hill
area should be the choice of residents, with accurate information to make an informed
decision; and
WHEREAS, the City is authorized to submit annexations to the voters via election
pursuant to RCW 35A.14.070; and
WHEREAS, the City's 2011-16 Business Plan states the City of Renton's policy to
maintain services to current residents while welcoming annexation areas that desire to become
part of the City; and
WHEREAS, the West Hill Potential Annexation Area is generally bounded on the north
by Rainier Avenue; on the west generally along the Burlington Northern Railroad line (in the
vicinity of 1-5); on the south along Martin Luther King Junior Way and SW Sunset Highway; and
the existing City of Renton to the east, as legally described in Exhibit "A" attached hereto and
incorporated by reference as if fully set forth; and
WHEREAS, the City Council desires to call for an election for this annexation;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in all respects.
SECTION II. As nearly as can be determined the number of voters residing in the
aforesaid territory is 7,134.
SECTION III. The City Council hereby calls for an election to be held on February 14,
2012, pursuant to Chapter 35A.14 RCW, to submit to the voters of the aforesaid territory the
proposal for annexation.
SECTION IV. The cost of said annexation election shall be paid by the City of Renton.
SECTION V. The City Clerk shall file a certified copy of this Resolution with the Board
of County Commissioners of King County, Washington.
SECTION VI. The City Clerk is authorized and directed to take those actions necessary
to place Proposition 1 before the voters in the February 14, 2012 election, for the West Hill
Annexation.
SECTION VII. The City Attorney has prepared the following ballot title for Proposition 1.
The City Clerk is authorized to transmit this ballot title to King County Division of Records and
Elections:
PROPOSITION 1
ANNEXATION TO THE CITY OF RENTON
The Renton City Council received a petition to annex property to the City of Renton and
passed a resolution calling for an election on the question. This measure would authorize
annexation of that property, generally referred to as the West Hill Annexation Area, to the City
of Renton. Shall that area in unincorporated King County known as the West Hill Annexation
Area, as legally described in the above-mentioned resolution, be annexed to the City of
Renton?

SECTION VIM. The Mayor is authorized and directed to take those actions necessary to
place the information regarding Proposition 1 in the voter's pamphlet for the February 14, 2012
election, to have prepared an explanatory statement and seek statements for and against the
proposition.

WEST HILL ANNEXATION
LEGAL DESCRIPTION
That portion of unincorporated King County encompassing parts of Sections 1 and 11 through 14
of Township 23 North, Range 4 East, W.M. and Sections 6, 7 and 18 of Township 23 North,
Range 5 East, W. M., in King County, Washington bounded on the north by the existing limits of
the City of Seattle, on the west by the existing limits of the City of Tukwila, on the south and
east by the existing limits of the City of Renton and on the northeast by the Inner Harbor Line as
defined on Maps of Lake Washington Shore Lands, pages 24 - 26, filed in the office of the
Commissioner of Public Lands September 19th, 1921, as modified by the Third Supplemental
Map of Lake Washington Shore Lands filed in said office, September 14th, 1965 and the west
line of Lot "A" of said Third Supplemental;
LESS that portion of the Southwest quarter of Section 1 lying westerly of the westerly boundary
of Lake Ridge Division Two as recorded in Volume 32 of Plats, page 37 - 40, records of King
County;
AND LESS that portion of the Southeast quarter of said Section 12 previously annexed to the
City of Renton under Ordinance No. 3 973;
AND LESS those portions of the foregoing within the Northeast quarter of said Section 13 and
the Northwest quarter of said Section 18, lying easterly and southerly of the following described
line:
Beginning at the intersection of the westerly right of way margin of Oakesdale
Ave SW and the southerly margin of the City of Seattle's Cedar River pipeline
right of way, said southerly margin also being the existing limits of the City of
Renton as annexed under Ordinance No. 3845;
Thence northerly along the northerly extension of said westerly margin crossing
said pipeline right of way and S 134th St, to an intersection with the northerly
right of way margin of said S 134th St;
Thence southeasterly along said northerly margin to an intersection with the
southwesterly right of way margin of S Langston Rd;
Thence northwesterly along said southwesterly margin to an intersection with the
southerly extension of the westerly right of way margin of 80th Ave S;
Thence northerly along said southerly extension, crossing Said S Langston Road
and S 132n St, and continuing northerly along said westerly margin and the
northerly extension thereof, crossing S 130th St to an intersection with the
northerly right of way margin of said S 130th St;
