CITY OF RENTON, WASHINGTON ORDINANCE NO. 5628 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTIONS 3-1-1 AND 3-1-5 OF CHAPTER 1, EXECUTIVE DEPARTMENT, SECTIONS 3-2-3 AND 3-2-5 OF CHAPTER 2, COMMUNITY SERVICES DEPARTMENT, SECTION 3-3-5 OF CHAPTER 3, DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT, SECTION 3-8-5 OF CHAPTER 8, POLICE DEPARTMENT, CHAPTER 9, CITY ATTORNEY DEPARTMENT, AND SECTION 3-10-2 OF CHAPTER 10, MUNICIPAL COURT, OF TITLE III (DEPARTMENTS AND OFFICERS) OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON", BY REVISING DEPARTMENT DESCRIPTIONS IN ACCORDANCE WITH RECENT DEPARTMENTAL CHANGES. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION I. Section 3-1-1, Establishment of Department, of Chapter 1, Executive Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: 3-1-1 ESTABLISHMENT OF DEPARTMENT: There is hereby established the Executive Department^ This department, consisting of few separate officesHs that are established and grouped for budget organization purposes, not as a delegation collectively responsible for a portion of the sovereign power of government. SECTION II. Section 3-1-5, Hearing Examiner Office, of Chapter 1, Executive Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended by changing the title to "Hearing Examiner Function", and as follows: 3-1-5 HEARING EXAMINER ©FF4C-E FUNCTION: 1 ORDINANCE NO. 5628 A;—Office Established: The office of tho Hoaring Examiner ("Examiner") is hereby established. &—Duties: The Examinor shall The Chief Administrative Officer shall cause to be provided the services of a Hearing Examiner who will interpret, review and implement land use regulations as provided in this Chapter and other ordinances. The torm "Hoaring Examinor" or "Examinor" shall likewise include tho Examinor Pro Tom. G-.—Appointment And Torm: Tho Examiner and tho Examiner Pro Tom shall be appointed by the Mayor of tho City. The Examiner's appointment shall bo confirmed by a majority of tho City Council, and such appointment shall be for a torm of four (4) years, oxpiring on tho last day of January of every such four (4) year term. —Removal: Tho Exominor or tho Examinor Pro Tom may be removed from office at any time by tho affirmativo vote of not less than five (5) members of the City Council for just causo. fe—Qualifications: Tho Examinor and Examiner Pro Tom must have those qualifications doomed necessary for this job by tho Mayor, indicated on the City's Hoaring Examinor job classification. fe—Examinor Pro Tempore Duties: The Examinor Pro Tom shall, in tho ovont of tho absence or the inability of the Examinor to act, have all tho duties and powers of tho Examiner. 2 ORDINANCE NO. 5628 SECTION III. Section 3-2-3, Duties of Administrator, of Chapter 2, Community Services Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: 3-2-3 DUTIES OF ADMINISTRATOR: The duties of the Administrator shall be to plan, organize, coordinate and direct the City's community services functionSi including parks, recreation, libraries, human services and municipal facilities maintenance; coordinate oversee the acquisition of parks, facility, and open space lands and natural area properties: oversee work plans and provide relevant information to the Mayor and City Council; and supervise and evaluate the performance of assigned personnel. Tho Administrator shall also oversee tho Human Services section, which is responsible to plan, organize, develop and implement a variety of human services for qualified City residents; and manage tho Community Development Block Grant—(CDBG)—program—m—accordance with—established—policies, procedures, regulations and requirements. SECTION IV. Section 3-2-5, Divisions, of Chapter 2, Community Services Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby deleted in its entirety and replaced with the following language: 3-2-5 DIVISIONS: A. Parks/Golf Course Division: The Parks/Golf Cou rse staff provides a safe, clean, attractive, accessible, and well-maintained environment for the public's 3 ORDINANCE NO. 5628 enjoyment of active and passive recreational opportunities along with natural resource and wildlife preservation and stewardship. B. Recreation Division: The Recreation Division promotes and supports a more livable community by providing opportunities for the public to participate in diverse recreational, cultural, athletic, and aquatic programs and activities. C. Facilities Division: The Facilities Division develops and maintains City buildings and manages the delivery of building-related services to the public and the City workforce in a safe, customer-focused manner. D. Human Services Division: The Human Services Division, in partnership with the community, helps provide services, resources, and opportunities so that residents have food, clothing, and shelter, are healthy and safe, and develop to their fullest capacity. E. Neighborhoods, Resources and Events Division: The Neighborhoods, Resources and Events Division provides leadership, guidance, and resources which connect and engage residents, neighborhoods, businesses, and the City through diverse opportunities for partnerships, volunteers, special events, sister cities, and neighborhood programs. F. Renton History Museum: The Renton History Museum is dedicated to the preservation, documentation and education about the City's heritage. With the support of the Renton Historical Society, the Museum cares for a collection of over 90,000 objects and 14,000 historic photos. The Museum also provides 4 ORDINANCE NO. 5628 changing and permanent exhibits, programs, publications, and classroom outreach about local history. G. Parks Planning and Natural Resources Division: The Parks Planning and Natural Resources Division provides a comprehensive and interrelated system of parks, recreation, open spaces, and trails that responds to locally-based needs, values and conditions, provides an appealing and harmonious environment, protects the integrity and quality of the surrounding natural systems; and creates a sustainable and exemplary urban forest. H. Libraries: Library services are provided to the City's residents by King County Library Services (KCLS). The Community Services Department maintains the oversight of representative citizen input to the KCLS Board via the Renton Library Advisory Board. SECTION V. Subsection 3-3-5A, Economic Development and Neighborhoods Division, of Chapter 3, Department of Community and Economic Development, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended by changing the title to "Economic Development Division", and as follows: A. Economic Development ami—Neighborhoods Division: The Economic Development and Neighborhoods Division shall be responsible for promoting and developing economic activity in the City that strengthens Renton's tax base and quality of life through business recruitment and retention programs, marketing of the Renton community, administration of tho Noighborhood 5 ORDINANCE NO. 5628 Program, and the strategic management of intergovernmental relations with regional, state, and federal officials. SECTION VI. Subsection 3-3-5C, Planning Division, of Chapter 3, Department of Community and Economic Development, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: C. Planning Division: The Planning Division shall be responsible for development and enforcement of the City's land use policies and regulations, including the Comprehensive Plan, zoning, shoreline management, environmental regulations, subdivisions, and use permit review. The division shall also be responsible for ensuring compliance with the Growth Management Act (GMA) through the development and management of the City's Comprehensive Plan, and establishing implementing framework through development and administration of the City's zoning code and development regulations. This Division also maintains property information and other records, manages automated mapping and geographic information systems and data analysis, and maintains survey documentation. SECTION VII. Subsection 3-7-5B, Utility Systems Division, of Chapter 7, Public Works Department, of of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: B. Utility Systems Division: The Utility Systems Division, including water, sewer, surface water7 and solid waste and technical services, under the 6 ORDINANCE NO. 5628 supervision of the Utility Systems Director, shall ensure water, wastewater, surface water, and solid waste systems are characterized by quality planning, engineering, operations, financial integrity, and customer services. This Division also maintains property information and other records, manages automated mapping and geographic information systems and data analysis, and maintains survey documentation. SECTION VIM. Subsections 3-8-5B, Patrol Services Division, 3-8-5D, Administrative Services Division, and 3-8-5E, Auxiliary Services Division, of Chapter 8, Police Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", are hereby amended as follows: B. Patrol Services Division: The Patrol Services Division shall be responsible for providing traffic enforcement; investigating major motor vehicle accidents; providing parking enforcement; resolving animal complaints; and planning and organizing special events; and resolving critical incidents. D. Administrative Services Division: The Administrative Services Division shall be responsible for providing department personnel services, crime prevention, and community relations programs; fulfilling personnel and department equipment needs; administering a volunteer staff; conducting planning and research; and maintaining professional standards: and providing a cost effective and safe Electronic Home Detention Program. E. Auxiliary Sorvicos Division: The Auxiliary Services Division shall bo responsible for maintaining a safe, secure, and contraband free jail environment; 7 ORDINANCE NO. 5628 evaluating inmate health and living conditions; and providing a cost offoctivo and safe Electronic Home Detention Program Special Operations Division: The Special Operations Division shall be responsible for conducting undercover operations: narcotic investigations; resolving critical incidents; and uniform emphasis patrols. SECTION IX. Chapter 3-9, City Attorney Department, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended by adding a new section 3-9-5, entitled "Divisions", to read as follows: 3-9-5 DIVISIONS: A. Prosecution Division: The Prosecution Division is responsible for review and prosecution of all cases in the Renton Municipal Court and any appeals therefrom, including necessary discovery. Si Civil Division: The Civil Division is responsible for all other duties to be performed by the City Attorney Department. SECTION X: Section 3-10-2, Election, Term and Qualifications of Judge, of Chapter 10, Municipal Court, of Title III (Departments and Officers) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby amended as follows: The Judge of the Municipal Court shall be elected to office for a term of four years commencing on January 1, 1986, and every four years thereafter. Additional part-time judges may be appointed by the Mayor, subject to the 8 ORDINANCE NO. 5628 confirmation or concurronco of a majority of tho mombors of tho City Council Judge of the Municipal Court.
