RESOLUTION NO.3991
A RESOLUTION OF THE CITY OF RENTON,WASHINGTON,
APPROVING THE PETITION FOR THE ANNEXATION,BY
ELECTION,OF CONTIGUOUS UNINCORPORATED TERRITORY TO
THE CITY OF RENTON AND REFERRED TO AS THE GREATER
FAIRWOOD COMMUNITIES ANNEXATION;STATING THE NUMBER
OF REGISTERED VOTERS RESIDING THEREIN AS NEARLY AS MAY
BE;AND AUTHORIZING THE CITY CLERK TO FILE WITH THE
KING COUNTY BOUNDARY REVIEW BOARD A NOTICE OF
INTENTION AS WELL AS TO FILE A CERTIFIED COPY OF THIS
RESOLUTION WITH THE BOARD OF COUNTY COMMISSIONERS OF
KING COUNTY AND THE KING COUNTY BOUNDARY REVIEW
BOARD.
WHEREAS,a citizen's group currently pursuing potential annexation of the Fairwood
Area to the City of Renton,has submitted a 10%Notice of Intention to Commence Annexation
proceedings to the City;and
WHEREAS,the Greater Fairwood Communities,consisting of approximately 3,995
acres,is located within the City of Renton's established Potential Annexation Area;and
WHEREAS,the King County Records,Elections and Licensing Services Division
certified the petition as having signatures representing at least ten percent of the registered voters
who voted in the last election;and
WHEREAS,the City Council of the City of Renton,Washington,has determined that it
would be in the best interests and general welfare of the City of Renton to annex the property
within Renton's established Potential Annexation Area generally bounded by the Urban Growth
Boundary on the east,City of Renton corporate boundary to the north,City of Renton corporate
boundary and portions of Soos Creek to the west and,parcel lines,and the Urban Growth
Boundary to the south,as legally described in Exhibit "A"attached hereto and incorporated by
reference as if fully set forth;and

WHEREAS,the City Council approves the action proposed by the petitioners of the
Greater Fairwood Communities Annexation;and
WHEREAS,there remain for the Renton City Council multiple considerations related to
annexation which include evaluating available funding sources,evaluating fiscal impact,capital
needs,and service levels to current residents which will be understood in 2009;
NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON,DOES RESOLVE AS FOLLOWS:
SECTION I.
SECTION II.
Communities is approved.
SECTION III.
The above findings are true and correct in all respects.
The petition for annexation by election for the Greater Fairwood
As nearly as can be determined the number of voters residing in
the aforesaid territory is 13,214.
SECTION IV.
SECTIONV.
The cost of any future election shall be paid by the City of Renton.
The City Clerk shall file a certified copy of this Resolution with
the Board of County Commissioners of King County,Washington and with the King County
Boundary Review Board.
SECTION VI.The City Clerk shall also file with the King County Boundary
Review Board a Notice ofIntention hereof as required by RCW 36.93.090 et seq.

GREATER FAffiWOOD COMMUNITIES ANNEXATION
An area encompassing all or parts of Sections 21 through 23,and 25 through 28 and 33 through
36 of Township 23 North,and Sections 1,2,3,and 4 of Township 22 North,all in Range 5 East,
Willamette Meridian,in King County,Washington described as follows:
Beginning at a point on existing limits of the City of Renton as annexed under Ordinance No.
5373,said point being at the intersection of the south line of said annexation and the east line of
the Southeast quarter of said Section 23;
Thence continuing southerly along the east line of said Southeast quarter and the coincident
UGB line,to the comer common to said Sections 23,24,25 &26,said comer also being the
northwest comer of Tract "0"of Woodside at McGarvey Park Div 1,as recorded in Volume 196
of Plats,pages 86 -97,records of said county;
Thence southerly along the line between Sections 25 &26,the west line of said Tract "0"and
the coincident UGB line,to an intersection with the northwesterly extension of the north line of
Tract "U"of Woodside at McGarvey Park Div 5,as recorded in Volume 209 of Plats,pages 79-
90,records of said county;
Thence southeasterly along said northwesterly extension and the coincident UGB line,crossing a
portion of said Tract "0",to the westernmost northwest comer of said Tract "U";
Thence generally southeasterly,northerly,southeasterly and southwesterly along the northerly
and easterly boundaries of said Tract "U"and the coincident UGB line,to the southeast comer of
said tract,said comer also being on a point on the north line of an electrical transmission
easement per Recording No.5225470,records of said county;
Thence northwesterly along said north line,said line also being in part the south line of said
Tract "U"and the coincident UGB line,crossing Parkside Way SE,a portion of Tract "T"of said
plat and a portion of Tract "0"of said Woodside at McGarvey Park Div 1,to an intersection
with the east line of the Northeast quarter of said Section 26;
Thence southerly along said east line and the coincident UGB line,to the northwest comer of
Tract "M"of said plat;
Thence southeasterly along the north line of said Tract "M"and the coincident UGB line,to the
northeast comer of said tract,said northeast comer also being a point on the boundary of Tract
"V"of said plat;
Thence southeasterly along the various courses of said tract and the coincident UGB line,lying
southerly of the south margin of an electrical transmission easement per Recording No.5981883,
records of said county,crossing those portions of said tract lying northerly of said south margin,
to the easternmost angle point in the east line of said tract where said east line diverges from said
