Wilson, Water Utility/GIS Engineer, x7295     SUBJECT: Consultant Agreement with RH2 Engineering for Replace Highlands Reservoir Site Emergency Electrical Power Generator Project (WTR-27-03759)      Attached for your signature are two originals of the consultant agreement with RH2 Engineering, Inc., for the Replace Highlands Reservoir Site Emergency Electrical Power Generator Project, for the design of the replacement of the emergency generator and the relocation of City’s radio equipment at the Highlands 435 Reservoir site, in the amount of $48,980. The existing 125 kW diesel engine generator at the Highlands pump station is failing and needs to be replaced. The pump station provides water service for domestic use and for fire protection to the Highlands 565 pressure zone. As part of the Master Site Plan being done for the future replacement of the reservoirs and pump stations, the Water Utility has identified the need to replace the generator with a larger 275 kW unit to provide sufficient power load to operate three 75-horsepower pump motors. The new generator will be located outdoors with a weather and sound attenuated enclosure. In addition to the generator replacement project, the City’s Transportation Maintenance staff has requested that the existing City’s VHF radio equipment, currently located in a small wooden frame building at the site, be relocated to an existing on-site concrete masonry unit building that is currently vacant. Under this consultant agreement, RH2 Engineering will perform the following work: Prepare civil site plan, underground utilities, structural, electrical and telemetry plans for the construction of the emergency power generator and relocation of the City’s VHF radio equipment. Develop technical specifications for public construction bids and contract documents and provide a construction cost estimate. Provide technical support to City staff during the public bidding of the construction contract and services during the construction of the project, including inspection and review of contractors’ requests for information and change orders. RH2 Engineering was selected from the approved 2014 Professional Services A&E Roster on eCityGov’s Shared Procurement Portal due to its familiarity, extensive knowledge and experience in the design and construction of several of the City’s emergency power generator projects. The Water Utility has budgeted sufficient funds for this project in the 2014-2105 Capital Improvements Program budget under line item for Highlands 435 Reservoir Replacement Project account number #425.455597.018.594.34.63.000.
