RESOLUTION NO.3723
A RESOLUTION OF THE CITY OF RENTON,WASHINGTON
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO
AN INTERLOCAL AGREEMENT BETWEEN A NUMBER OF
Cn'IES,INCLUDING THE CITY OF KENT,FOR THE PAYMENT
AND SUPERVISION OF SALES TAX SOURCING LOBBYIST
SERVICES.
WHEREAS,the City ofRenton has been working with a significant number of cities on
the issues related to changing the sales tax allocation from one based on origin to one based on
destination;and
WHEREAS,the City of Renton supported an Association of Washington Cities effort in
the summer of2004 in order to find a resolution to the sales tax sourcing issues;and
WHEREAS,no resolution was found th"at would mitigate the City ofRenton from losing
sales tax revenue of$l,OOO,OOO;and
WHEREAS,the cities that have built their economic base on industrial and warehouse
businesses,and cities that use sales tax revenue to pay for basic services that include street
maintenance,public safety,and parks will have a significant loss of money from the recommended
changes to the sales tax reallocation changes;and
WHEREAS,these cities have decided to spend more time talking to legislators about
these issues and some mitigation options developed over the summer;
NOW THEREFORE,THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON DO RESOLVE AS FOLLOWS:

The Mayor and City Clerk are hereby authorized to enter into an
Interlocal Agreement between a number of cities,including the City ofRenton and the City of
Kent,to hire lobbyist services in regards to this matter,with the City of Renton to pay a
proportionate share ofthe Interlocal costs.
