HomeMy WebLinkAboutRES 3495CITY OF RENTON, WASHINGTON RESOLUTION NO. 34 95 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE ESTABLISHMENT OF AN AIRPORT ADVISORY COMMITTEE AS A STANDING COMMITTEE OF THE CITY OF RENTON TRANSPORTATION COMMITTEE OF THE CITY COUNCIL AND SPECIFYING THE ORGANIZATIONS FROM WHICH REPRESENTATIVES WILL BE DRAWN. WHEREAS, the City of Renton, as a Municipal Corporation, has been authorized under the 1945 Municipal Airport Act to maintain, operate, and regulate an airport and any property incidental to its operation; and WHEREAS, the City of Renton has established a municipal airport; and WHEREAS, dense residential development has occurred on the three hills surrounding the Renton Municipal Airport on the west, east and southeast, with the hills to the east and southeast directly beneath the traffic pattern of the Renton Municipal Airport; and WHEREAS, demand for access to the Renton Municipal Airport for aeronautical purposes has been increasing because of its unique geographic location, the overall population growth in the region, the increased difficulty of operating general aviation aircraft at neighboring Boeing Field, and the loss during the past 20 years of other general aviation airports in King County (Sand Point, Bellevue, Issaquah and Cedar Grove); and WHEREAS, as new residential development and increased demand for airport access continue, there will need to be a greater emphasis on ensuring that these competing needs can coexist within the City of Renton; and 1 RESOLUTION NO. 34QS WHEREAS, the airport business owners and individual pilots understand that "flying friendly" is good public relations; and WHEREAS, a proposal was made to form a citizens' advisory committee to enhance communication among the various interests and seek solutions to the aircraft noise and other airport issues; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. SECTION II. The above recitals are found to be true and correct in all respects. The City Council hereby establishes an Airport Advisory Committee with designees from the following organizations appointed by the Mayor: ORGANIZATION VOTING MEMBERS Neighborhood Representatives: Kennydale The Highlands Talbot Hill North Renton South Renton West Hill Renton Hill Aviation Representatives: Airport Representatives Airport Leaseholders Airport-At-Large The Boeing Company Aircraft Owners' and Pilots' Association NUMBER OF MEMBERS 1 member 1 member 1 member 1 member 1 member 1 member 1 member 2 members 2 members 1 member 1 member RESOLUTION NO. 3495 City Council Transportation Committee: 1 member Administrator, Planning/Building/Public Works: 1 member NON-VOTING MEMBERS Renton Municipal Airport Manager: 1 non-voting member City Department Representatives: as needed, non-voting WSDOT Aviation Division Representative: 1 non-voting member Federal Aviation Administration Representative: 1 non-voting member SECTION III. The Airport Advisory Committee voting and non-voting members shall be appointed by the Mayor and confirmed by a majority of the members of the City Council. In the event the Mayor does not make an initial appointment of Airport Advisory Committee members within 45 days of identification of sufficient volunteers to staff the Airport Advisory Committee, the City Council President may make the initial appointment subject to confirmation by a majority of the members of the City Council. SECTION IV. For each Neighborhood Representative Voting Member position, a member and an alternate shall be recommended by the neighborhoods for appointment by the Mayor. The recommended individuals should have no aviation-related background. SECTION V. For each Airport Leaseholder Voting Member position, two members and two alternates shall be recommended by the holders of airport property leases for appointment by the Mayor. For each Airport-At-Large Voting Member position, two members and two alternates shall be recommended by aircraft owners and pilots, who lease aircraft storage space at the Renton Municipal Airport, for appointment by the Mayor. For each aircraft owners' and pilots' association position, one member and one alternate shall be recommended by aircraft 3 RESOLUTION NO. 3495 owners and pilots who are members of the Aircraft Owners' and Pilots' Association (AOPA), the Experimental Aircraft Association (EAA) or the Washington Seaplane Pilots' Association. SECTION VI. The role of the Airport Advisory Committee will be to act in an advisory capacity to the Mayor and City Council on matters referred to the Airport Advisory Committee by the City Council. The primary function will be to provide a forum for members of the community to discuss their concerns directly with airport operators and for collaborative problem solving and resolution of their issues. SECTION VII. The Advisory Committee shall, within 90 days of its creation, elect a chairperson from the voting membership and establish meeting times and any other rules of order as necessary. The Advisory Committee shall have the authority to change its meeting times as may be necessary. SECTION VIII. The terms for all voting members shall be for three years and shall be staggered as follows: A. For the neighborhood representatives the initial terms shall be two neighborhood representatives at three years each; two neighborhood representatives at two years each; and two neighborhood representatives at one year each. Each subsequent term shall be for three years. B. For aviation representatives (AOPA, Boeing, and airport representatives) the initial terms shall be: two aviation representatives at three years; two aviation representatives at two years; and two aviation representatives at one year. Each subsequent term shall be for three years. C. The City Council member and the Planning/Building/PubUc Works member shall not have staggered terms. 4 SECTION IX. RESOLUTION NO. 3495 The Mayor shall indicate in his initial appointment whether the new member is to serve a one, two, or three year term. The City Council member shall be selected by the Council. The Planning/Building/Public Works member shall be selected by the department head having responsibility for the Renton Airport. PASSED BY THE CITY COUNCIL this 26th day of March ,2001.
