HomeMy WebLinkAboutRES 3431CITY OF RENTON, WASHINGTON RESOLUTION NO. 3431 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO AN AGREEMENT BETWEEN THE UNITED STATES DEPARTMENT OF THE INTERIOR, U.S. FISH AND WILDLIFE SERVICE AND THE CITY OF RENTON FOR THE PURPOSE OF MONITORING THE PREDATION OF SOCKEYE SALMON FRY AND MONITORING THE USAGE OF BIOENGINEERED REVETMENT BY SALMONIDS IN THE LOWER CEDAR RIVER. WHEREAS, the United States Army Corp of Engineers (USACE) and the City, as a local sponsor, dredged the lower Cedar River from Lake Washington to Williams Avenue as part of the Lower Cedar River Flood Control Project (LCRFCP) in 1998; and WHEREAS, the USACE and the City, as a local sponsor, are constructing flood control improvements consisting of floodwalls and levees on the lower Cedar River from the North Boeing Bridge to approximately the Williams Avenue bridge as part of the LCRFCP; and WHEREAS, the USACE and the City, as a local sponsor, altered the revetment at the Maplewood Golf Course as required by the Hydraulic Project Approval (HPA) issued by the Washington Department of Wildlife (WDFW) for the LCRFCP; and WHEREAS, the City is required to monitor predatory fish in the lower Cedar River for two years after the dredging to estimate the predation of sockeye salmon fry and to monitor fish usage at the Maplewood Golf Course revetment for two years after installation per the HPA for the LCRFCP; and WHEREAS, the USFW conducted an inventory of predatory fishes in 1995 and 1996 in the lower 1.7 km of the Cedar River to estimate background predation levels on sockeye salmon fry and to estimate the effects of the proposed LCRFCP on the overall sockeye predation levels; and 1 RESOLUTION NO. 3431 WHEREAS, the USFW also conducted a study during 1997-98 to evaluate fish usage of different types of bank stabilization structures including the revetment at the Maplewood Golf Course; and WHEREAS, the USFW during 1999 conducted the first year of predatory fish monitoring in the lower Cedar River and salmonid fish usage monitoring at the Maplewood Golf Course revetment as required by the HPA issued by WDFW for the LCRFCP; and WHEREAS, the Parties wish to perform the second year of predatory fish monitoring in the lower Cedar River and salmonid fish usage monitoring at the Maplewood Golf Course as required by the HPA for the LCRFCP and as described in the scope of work for the project; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects. SECTION II. The Mayor and the City Clerk are hereby authorized to enter into an agreement with the United States Department of the Interior, U.S. Fish and Wildlife for the purpose of monitoring the predation of sockeye salmon fry and monitoring the usage of a bioengineered revetment by salmonids in the lower Cedar River. SECTION III. This ordinance shall be effective upon its passage, approval, and 30 days after publication.
