RESOLUTION NO. 3 410
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF
WASHINGTON TO ADMINISTER STATE FUNDS TO THE CITY OF
RENTON FOR THE DREDGING OF THE CEDAR RIVER.
WHEREAS, the City of Renton has undertaken the Lower Cedar River Flood Control
Project which includes, but is not limited to, the following work elements: planning, designing,
and acquiring permits to dredge the lower 1.25 miles of the Cedar River where it enters Lake
Washington; modifying the South Boeing Bridge across the Cedar River so it may be hydraulically
lifted up during flooding; and constructing levees and floodwalls along the lower 1.25 miles of the
Cedar River; and
WHEREAS, the Lower Cedar River Flood Control Project will reduce regionally
significant flood hazards and provide environmental and economic benefits to the state; and
WHEREAS, the Cedar River system supports important runs of anadromous fish,
including chinook, coho, and steelhead, and the largest sockeye run in the continental United
States; and
WHEREAS, the Washington State Department of Community, Trade and Economic
Development has the statutory responsibility under RCW 43.330.050(5) to cooperate with and
provide assistance to local governments, businesses and community-based organizations serving
the communities of the state of Washington; and

WHEREAS, the Washington State Department of Community, Trade and Economic
Development is also given the responsibility to administer state funds and programs which are
assigned to the state of Washington by the Governor or the Washington State Legislature; and
WHEREAS, the Washington State Legislature has, in SHB 1165, Section 130 (the 1999-
2000 Capital Budge), appropriated the sum of$1,500,000 to the Washington State Department of
Community, Trade and Economic Development to be used solely for a grant to the City of
Renton for dredging of the Cedar River where it enters Lake Washington; and
WHEREAS, the Washington State Department of Community, Trade and Economic
Development now desires to engage the City of Renton to perform certain tasks and activities as
set forth hereafter;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correction all respects.
SECTION II. The Mayor and the City Clerk are hereby authorized to enter into an
Intergovernmental Agreement with the Washington State Department of Community, Trade and
Economic Development to allow the state to administer funds to the City of Renton for dredging
the lower 1.25 miles of the Cedar River where it enters Lake Washington.
