WHEREAS, Initiative 695 (I-695) will be on the ballot for voter action in the November 1999 election; and WHEREAS, I-695, according to its terms, would modify the motor vehicle excise tax (MVET) by making it a flat rate of $30.00 per vehicle, and additionally require a vote of the people for any new taxes or any increases in taxes; and WHEREAS, MVET monies go to support a number of important public services including public safety programs, health departments, transportation programs and the Municipal Research and Services Center; and WHEREAS, elimination of MVET monies without alternative financing in place would be fiscally irresponsible; and WHEREAS, it has been stated that the passage of I-695 would require the counties to tax motor vehicles as personal property, thereby eliminating much of the stated benefit of 1-695; and WHEREAS, the passage of I-695 will create litigation concerning its constitutionality, thereby causing substantial expenditure of public funds in that litigation; and WHEREAS, passage of I-695 would require costly special elections to approve new or increased taxes by each of the many taxing districts; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects. RESOLUTION NO. 3 412 SECTION II. The City Council of the City of Renton, Washington, hereby states its opposition to I-695.
