RESOLUTION NO. 3324
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A
UTILITIES COOPERATION AGREEMENT BETWEEN THE CITY AND
KING COUNTY FOR PHASE III CONSTRUCTION OF KING COUNTY' S
AND THE CITY OF RENTON' S CEDAR RIVER UTILITY CROSSING
PROJECT SCHEDULE E - SPAWNING. CHANNEL AND WETLAND
RESTORATION.
WHEREAS, the City of Renton has designed and constructed a
new water main to cross the Cedar River to convey water from the
Maplewood wells to the 590 zone reservoir; and
WHEREAS, King County' s present Cascade Siphon sewer pipeline
is of insufficient capacity; and
WHEREAS, the construction of parallel sewer lines and
replacement of the siphon is necessary to increase the capacity
of the aforementioned Cascade pipeline; and
WHEREAS, the City and the County by previous agreements GAG-
96-117 dated August 20, 1996, and CAG-97-038 dated February 3 ,
1997, agreed to share the cost to construct the river crossing
(Phase I) , consisting of open-cut of the Cedar River and Phase II
consisting of the installation of the City' s water line and the
County' s sewer lines; and
WHEREAS, the City has completed the construction of King
County' s Cascade Siphon sewer line replacement subject to the
reimbursement by the County for construction activities related
to the County pipeline under the aforementioned Utilities
Cooperation Agreements CAG 96-117 and CAG 97-038 ; and

WHEREAS, Phase III construction involves the installation of
a spawning channel fish habitat enhancement and wetland
restoration in order tocomply with the permit requirements of
the Hydraulic Permit Application issued by the Washington State
Department of Fisheries for the construction of the
aforementioned river crossing; and
WHEREAS, the City has agreed to manage Phase III
construction of the spawning channel and wetland restoration
subject to the reimbursement by the County for construction
activities related to the County' s share of the project; and
WHEREAS, it is necessary to document the agreements between
the City and the County;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS :
SECTION I . The above recitals are found to be true and
correct in all respects .
SECTION II . The Mayor and City Clerk are hereby
authorized to enter into a Utilities Cooperation Agreement by and
between the City of Renton and King County for Phase III
Construction of King County' s and the City of Renton' s Cedar
River Utility Crossing Project Schedule E - Spawning Channel and
Wetland Restoration.
