RESOLUTION NO. 3 3 2 5
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO
AGREEMENTS WITH THE WASHINGTON STATE DEPARTMENT OF
NATURAL RESOURCES, KING COUNTY, CITY OF SEATTLE,
RENTON HOUSING AUTHORITY,U.S. ARMY CORPS OF ENGINEERS,
AND ANY OTHER GOVERNMENTAL AGENCIES, FOR THE RENTON
CEDAR RIVER SECTION 205 FLOOD CONTROL PROJECT REAL
ESTATE AND CONSTRUCTION.
WHEREAS,the Cedar River Channel in Renton was constructed in 1912 when the Cedar
River was diverted into Lake Washington in anticipation of the lowering of Lake Washington as a
result of the construction of the Ballard Locks; and
WHEREAS, the.Cedar River Channel was not built to transport the volume of sediment
carried by the river to the lake, and so has required periodic dredging since its construction to
provide adequate flood protection and continued upstream passage of fish; and
WHEREAS, recent sediment accumulation in the channel to approximately River Mile
1.25 has contributed to regionally significant flooding three times since 1990, damaging public
and private infrastructure and threatening production of airplanes at the Boeing Renton Plant; and
WHEREAS, Renton has requested federal assistance from the U.S. Army Corps of
Engineers (hereinafter the "Corps") under Section 205 of the 1948 Flood Control Act (as
amended) to provide technical and funding assistance for the planning, design and construction of
the Project; and
WHEREAS, the Corps has completed the Feasibility Study Detailed Project Report,
Environmental Impact Statement, and Initial Design for the Project, which identifies the required
real estate required for the project; and

WHEREAS, the Washington State Department of Fish and Wildlife Hydraulic Project
Approval Permit has been issued for the project and stipulates requirements which will require
real estate and agreements in addition to what is required for the initial project design; and
WHEREAS, parties other than the City of Renton have ownership interest in some
portions of the project area and mitigation areas for the Cedar River Section 205 Flood Damage
Reduction Project; and
WHEREAS, agreements with parties other than the City of Renton, including
Washington State Department of Natural Resources Aquatic Lands Easement 51-070474 and
Aquatic Lands Agreement for Purchase and Removal of Materials No. 31-070471, will need to be
entered into for the purpose of providing for the construction of the Cedar River Section 205
Flood Damage Reduction Project in Renton; and
WHEREAS, the timing for entering into additional agreements does not allow for any
delays, including the City Council review and approval process, without delaying the project
construction;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION H. The Mayor and City Clerk are hereby authorized to enter into any
additional agreements, including interlocal agreements, as long as these agreements do not exceed
a commitment of$50,000 each, or a cumulative that exceeds the current project budget for the
Cedar River Section 205 Flood Damage Reduction Project to provide regional flood protection
and protect environmental resources.
