WHEREAS, the Municipality of Metropolitan Seattle (Metro) constructed a sewage treatment plant within Renton a number of years ago; and WHEREAS, Metro has expanded that facility; and WHEREAS, King County has now taken over the operation of Metro; and WHEREAS, King County and Metro have forecasted a need for future sewage treatment facilities; and WHEREAS, the additional sewage treatment facilities are necessitated, in part, by King County's having entered into a contract to accept sewage for treatment from a portion of Snohomish County; and WHEREAS, King County has explored a number of options for creating the needed additional sewage treatment capacity in its Regional Wastewater Services Plan; and WHEREAS, the City of Renton has previously expressed its support for a new sewage treatment plant being located in northern King County or southern Snohomish County, near the source of much of the sewage requiring additional capacity, as proposed in the County Executive's Preferred Plan; and WHEREAS, northern King County or southern Snohomish County presently does not have a Metro sewage treatment plant; and RESOLUTION NO. 3335 WHEREAS, one additional option discussed by King County is a two-plant option which would create the need for a larger expansion of the Renton Treatment Facility than would the County Executive's Preferred Plan; and WHEREAS, expansion of the Renton Treatment Facility under a two-plant option carries with it a substantial threat that an additional large capacity sewage conveyance line will be necessary, which line will run through the middle of downtown Renton; and WHEREAS, installation of such a large capacity sewage conveyance line will have a major impact on traffic and the businesses and residents of Renton, much of which cannot be mitigated; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are found to be true and correct in all respects. SECTION H. The Renton City Council supports the King County Executive's Preferred Plan proposal for the Regional Wastewater Services Plan. Specifically, the Renton City Council supports the recommendation for a new treatment plant within the north end of the County's service area. SECTION III. The Mayor and staff are authorized to oppose any two-plant option that would include enlargement of the East Division Reclamation Plant in Renton above an average wet weather flow of 135 mgd. The Renton City Council believes that any two- plant option which causes an enlargement beyond this level will bring a disproportionate share of the region's wastewater flows into Renton. 2 RESOLUTION NO. 3335 PASSED BY THE CITY COUNCIL thisl3th day of July , 1998. fr \oo\i 'mo(*A4i)>C(f41 \Brenda 'Fri-tsvol'd,; Deputy City Clerk APPROVED BY THE MAYOR thisl3th day of July , 1998.
