RESOLUTION NO. 3 3 4 7
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON,
EXTENDING A MORATORIUM ON RESIDENTIAL DEVELOPMENT IN
THE CENTER SUBURBAN LAND USE DESIGNATION IMPLEMENTED
BY CENTER SUBURBAN (CS), RESIDENTIAL MULTI-FAMILY
SUBURBAN CENTER (RM-C) ZONING CLASSIFICATIONS, THE
CENTER NEIGHBORHOOD LAND USE DESIGNATION IMPLEMENTED
BY CENTER NEIGHBORHOOD (CN), RESIDENTIAL MULTI-FAMILY
NEIGHBORHOOD (RM-N) ZONING CLASSIFICATIONS, AND THE
EMPLOYMENT AREA-COMMERCIAL LAND USE DESIGNATION
IMPLEMENTED BY THE COMMERCIAL ARTERIAL (CA) ZONE
CLASSIFICATION, AND ESTABLISHING A TERMINATION DATE FOR
THE MORATORIUM.
WHEREAS, by Resolution No. 3314 the City Council of the City of Renton, Washington,
did establish a moratorium on residential development in the Suburban Center (CS), Neighborhood
Center (CN), Residential Multi-Family Suburban Center (RM-C), Residential Multi-Family 1
Neighborhood (RM-N), and Commercial Arterial (CA) zones; and
WHEREAS, by Resolution No. 3345 the City Council did extend that moratorium until it
could take final action to continue or rescind the moratorium following a public hearing date; and
WHEREAS, the City Council did hold that public hearing date on September 14, 1998, and
accepted public testimony on whether or not the City should continue this moratorium; and
WHEREAS, the City Council determined that the findings of fact in support of Resolution
No. 3314 are still valid; and
WHEREAS, it is necessary for the City Council to establish certain policies concerning the
extent to which the City Council wishes residential development in the affected zones; and
WHEREAS, after the City Council establishes the policy concerning the extent to which it
wishes residential development in the affected zones, the City's staff will need to propose certain
Code amendments to effectuate the Council policy; and

WHEREAS, it will be necessary for. City staff to evaluate properties within the affected
zones for potential rezone after establishment of Council policy and proposed new City Code; and
WHEREAS, City staff has been working during the moratorium period to generate the
necessary information to provide to the City Council so that the Council can make an informed
decision on the extent to which it wishes residential development in the affected zones;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO RESOLVE AS FOLLOWS:
SECTION L The above recitals are found to be true and correct in all respects.
SECTION II. The moratorium on residential development in the CS, CN, RM-C, RM-N
and CA zone classifications is continued for a period of six months after adoption of this Resolution,
which moratorium may be extended or renewed for one or more six month periods, but only if a
subsequent public hearing is held and findings of fact are made prior to each renewal.
