HomeMy WebLinkAboutRES 2742 Amends Ordinance No. 2656 Amended by Ordinance No. 2749 CITY OF RENTON, WASHINGTON ,j RESOLUTION NO. 2742 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, PERMITTING A MAJOR MODIFICATION TO THE FINAL PLANNED UNIT DEVELOPMENT BY E%TENDING THE COMPLETION DATE, ESTABLISHING CONDITIONS, AND AMENDING RESOLUTION NO. 2656 (FPUD 042-85, FIRST CITY DEVELOPMENT CORPORATION-VICTORIA HILLS) . WHEREAS, Resolution No. 2656 passed by the city council on July 14, 1986, approved the final planned unit development for Victoria Hills; and WHEREAS, application has been made to modify the approved final planned unit development; and WHEREAS, a determination was made that the proposed modification was a major modification requiring public hearing; and WHEREAS, the City Council of the City of Renton determined that it wished to retain jurisdiction and hold the public hearing before the full city council; and WHEREAS, such public hearing was held on September 19, 1988; and WHEREAS, the city council determined that a modification to the approved final planned unit development was in the public interest, subject to certain conditions, NOW, THEREFORE, THE CITY COUNCIL OF THE .CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: 1 RESOLUTION NO. 2742 SECTION I : The final planned unit development approved Y under Resolution No. 2656 is hereby amended by permitting the following changes : 1. The sole non-emergency access, previously permitted from S. 26th Street, is now permitted at a point on Benson Road midway between Puget Drive and S. 26th Street. 2 . Victoria Lane may be realigned to save a stand of trees serving as a buffer between Phase I and Phase II of this development, with Phase II being the portion approved pursuant to this final planned unit development. 3 . Two buildings may be relocated because of the realignment of Victoria Lane, such relocations to conform with the exhibits presented to the council on September 19, 1988, which are incorporated herein by reference. The approval of the modified PUD is specifically conditioned upon the following being accomplished by January 14, 1989, unless specifically noted otherwise or unless the building director shall request a further extension for a reason which is not the fault of the developer. 1 . Submission and completion of phased plans to ensure completion of unfinished buildings (including roads, storm drainage, and landscaping) prior to starting construction of additional buildings . Such phased plans shall show the following items completed and approved by the city by January 14, 1989 : a. All curbs, gutters, streets, and sidewalks on the whole site. 2 RESOLUTION NO. 2742 b. Buildings on all existing foundations `f C. Exteriors of two existing buildings . d. All earth work at site. e. Completion of water line crossing at intersection of Victoria Way and Victoria Lane. 2 . Hydroseeding entire site by 10/15/88 and ensuring that erosion control devices including siltation fences and sedimentation ponds are installed and connected to working storm drains in areas likely to erode onto streets or abutting property; 3 . Delineating emergency access roads at Victoria Way/Puget Drive and Victoria Drive/S.26th as "emergency vehicles only, " with access width to be a minimum of 20 feet and blocked by gate or chains per fire department standards; 4 . Installing fire hydrants per fire department standards; 5. Approval by the Board of Public Works of the slope on the driveway onto Benson Road (amendment 1 above to FPUD) ; and 6. Landscaping on steep slopes behind single family homes when necessary as determined by staff. SECTION II: The time to complete this final planned unit development shall be extended to January 14, 1990, conditioned upon the developer meeting the conditions detailed in Section I above. 3 RESOLUTION NO. 2742 PASSED BY THE CITY COUNCIL this 3rd day of October , 1988.
