J Y CITY OF RENTON, WASHINGTON RESOLUTION NO. 2745 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, ADOPTING THE N.E. 44TH STREET BENEFIT AREA ASSESSMENT STUDY AND ADOPTING THE STUDY AND ITS TRAFFIC MITIGATION CHARGES AS CITY POLICY UNDER THE STATE ENVIRONMENTAL POLICY ACT. WHEREAS, the City of Renton has commissioned a study of traffic conditions known as the Renton N.E. 44th Street Benefit Area Assessment Study; and WHEREAS, that study details certain transportation improvements necessary to serve new development in the area of N.E. 44th Street; and WHEREAS, these new transportation improvements are primarily caused by new development, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. That the above is found to be true and correct in all respects . SECTION II. The Renton N.E. 44th Street Benefit Area Assessment Study, the Executive Summary of which is attached hereto and incorporated by reference as if fully set forth, is hereby adopted by the City of Renton. SECTION III. The Renton N.E. 44th Street Benefit Area Assessment Study and the traffic mitigation charges included therein are hereby adopted by the City of Renton as policy under the State Environmental Policy Act. SECTION IV. The administration is urged to coordinate with King County to have King County adopt the study and its attendant i y RESOLUTION NO. 2745 charges for those portions of the benefit area presently within the jurisdiction of Ring County. As development occurs in the interchange vicinity and as residential development occurs in the King County service area of this interchange, there will be a need to expand the freeway overcrossing structure and to expand/revise some of its ramps. The ultimate improvement plan of: the interchange is illustrated in Figure 1. The improvements to be financed by a benefit area assessment program are as follows: • Expand the northbound off-ramp to provide left, thru, and right-turn lanes on its approach to NE 44th Street. • Provide a free-flow right-turn lane on the eastbound approach to the northbound on-ramp loop. • Widen the .NE 44th Street overcrossing structure and its extensions to the ramp intersections to five lanes. The interchange approach road improvements shown on Figure 1, and signal installations at both ramp intersections, will be financed through separate LIDs. With these improvements, the interchange should be adequate to accommodate all land development actions within its service area. The estimated cost to complete the interchange improvements noted above is $1,100,000. Neither these improvements nor their funding are included in any current or future programs of the Washington State Department of Transportation. Therefore, the funding is being sought by the City of Renton through a benefit area assess- ment program. -1- t RESOLUTION NO. 2745 1 0 ,! It is divided into four sectors as follows: • Sector 1 - The developing commercial areas of Renton immediately surrounding the interchange, including some portions of King County. • Sector 2 - The residential portion of Renton northeast of May Creek. • Sector 3 - The portion of King County north of May Creek between I-405 and the Coal Creek Parkway corridor where development will be mostly residential . • Sector 4 .-- The Central Newcastle development:.area. east of,. and including, the Coal Creek Parkway corridor.- Sector orridor.Sector 1 was subdivided into land parcel groups identified as parcels A thru J, as illustrated on Figure 3. Estimates of traffic impacts on the NE 44th Street/I-405 interchange were prepared for each parcel for purposes of preparing fair share assessments of each parcel . Land use assumptions for parcels A, B, C, and H are based upon known development proposals for each of these parcels. Land development estimates for the other parcels- were b-ased upon comprehensive plan allowances, land areas, and likely floor area ratios. Residential development estimates for Sector 3 were established from data files maintained by the King County Building and Land Development division. Traffic impacts on the NE 44th Street/I-405 interchange associated with Sector 4 are based upon data supplied in the Newcastle Transportation Facilities Planning Study Update (draft report, PBQ&D, June 17, 1987). BENEFIT AREA ASSESSMENT PROGRAM Though the design improvement needs of the NE 44th Street interchange are primarily needed to accommodate peak hour traffic demands, the City uses average weekday traffic impacts as a basis for developing assessment propor- tions. The following Table shows the computation of proportional impacts and assessments for each benefit area sector, and on a parcel by parcel basis for Sector 1. The percentage impacts were applied to the assessment amount of $1,100,000 to develop parcel by parcel assessment amounts. An estimated $364,100, or nearly one-third, of the assessments will fall on development occurring in King County. It is recommended that the City pursue the following programs with King County: • For parcels E, F, and J, (if not annexed to the City by the time of development), King County should collect the assessment amounts shown on Table 3 as development permits are issued, and turn those funds over to the City of Renton benefit area improvement fund. • Within Sector 3, King County should collect an assessment of $133 per dwelling unit as development permits are issued, and turn those funds over to the City of Renton benefit area improvement fund. • For Sector 4, King County should be encouraged to develop some form of assessment process that would procure $153,500, or to make a lump sum contribution in that amount to the benefit area improvement fund. The remainder of the assessments will need to be collected by the City of Renton as part of its development permitting process. It is unlikely that every parcel will develop to the uses and floor area quantities estimated by TRANSPO. The last three columns on the Table offer various unit rates upon which assessments can be calculated. It should be noted that traffic impacts and assessment rates vary somewhat for similar uses, depending upon location. The ramp improvements will be needed by such time that about 25 percent of the post-1987 benefit area development has occurred. All improvements will be needed by such time that about half of the total 1987-2000 new development occurs. Therefore, the City will need to devise a plan for funding the inter- change before it collects all assessment fees.
