RESOLUTION NO. 2746
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, SUPPORTING
FISCAL EQUITY FOR CITY FINANCED HEALTH CARE SERVICES.
WHEREAS, there has been a long standing dispute between the
Suburban Cities and King County regarding the responsibility for the
funding of Health Services; and
WHEREAS, it is the legal responsibility of the County to
provide health services to the residents of suburban cities, since
cities with a population of less than 100, 000 are legally under the
jurisdiction of a county health department; and
WHEREAS, this responsibility has been historically recognized
in King County and throughout the state; and
WHEREAS, the residents of the entire county pay taxes to King
County to pay for regional services such as Health; and
WHEREAS, the County expectation that city government must
compensate the County Government for health services received by
residents of the cities is not fiscally equitable since it
constitutes double taxation (once through their county taxes and
again through city taxes) for the same service; and
WHEREAS, most suburban cities entered into the agreement with
King County in reliance upon the County's assurance that it would
renegotiate the agreement on the basis of resolving the issue of
fiscal equity after a study of the issue was completed by the Puget
Sound Council of Governments; and
WHEREAS, such negotiations were never undertaken after the
study was completed; and

WHEREAS, the County has now taken legal action against the City
of Auburn for its refusal to sign the agreement because of the
fiscal equity issue; and
WHEREAS, successful resolution of the fiscal equity issue in
the Auburn case would provide a basis for the renegotiation of the
health services agreement among all the suburban cities .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF RENTON,
WASHINGTON, AS FOLLOWS:
SECTION I. That the funding of Health Services is
fundamentally a responsibility of the County.
SECTION II. Be it further resolved that the City of Renton
supports the efforts of the City of Auburn to resolve the legal
issues related to the responsibility of the County to fund health
care services and directs the City Attorney to assist Auburn in
whatever way possible, including intervention in Auburn's law suit
with the County if that appears appropriate.
