RESOLUTION NO. 2645
A RESOLUTION OF THE CITY OF RENTON,
WASHINGTON, AUTHORIZING AN INTERLOCAL
PLANNING AGREEMENT WITH KING COUNTY
WHEREAS, King County and the municipalities within the County are expecting to
accommodate another 350,000 new residents by the year 2000; and
WHEREAS, A major portion of this anticipated growth will occur in the suburban cities or
in the County on the perimeter of the cities due to the proximity of shopping and
employment opportunities, the availability of vacant developable land, and access to
necessary public services and utilities; and
WHEREAS. It is difficult to efficiently accommodate growth in these suburban areas
given the multiplicity of jurisdictions which may be affected; and
WHEREAS. There is an urgent need for all the jurisdictions in King County to
cooperatively plan for and minimize the impacts of growth in this County; and
WHEREAS. The County has adopted policy (PI302 - PI305) in the King County
Comprehensive Plan which supports cooperation between the County and the Cities in the
County in their mutual attempts to efficiently accommodate new growth and
development; and
WHEREAS, The County Comprehensive Plan recommends that interlocallannin

agreements be used to implement the aforementioned policy; and
WHEREAS, The King County Planning Division and Suburban Planning Directors, providing
technical support for the elected officials in the Suburban Cities Association, have been
working to develop model interlocal agreements and a process for enacting such
agreements; and
WHEREAS, These Planning Directors, as part of that process, have determined that some
standardized terminology would be helpful in referring to the unincorporated territory on
the periphery of cities; and
WHEREAS, These Planning Directors have agreed that the terms IMPACT AREA,
PLANNING AREA, MUNICIPAL SERVICE AREA, and ANNEXATION AREA are
appropriate for this purpose as defined in the attachment to this resolution; and
WHEREAS, These Planning Directors recommend that the County and the Suburban Cities
Association member jurisdictions adopt these terms and agree to use them in discussions
and negotiations leading to the adoption of interlocal planning agreements.

NOW, THEREFORE. BE IT RESOLVED, That the Planning Commission and the City
Council for the City of Renton have reviewed the definitions for IMPACT AREA,
PLANNING AREA, MUNICIPAL SERVICE AREA, and ANNEXATION AREA (Exhibit "A").
and agree to use these terms in the development of interlocal planning agreements with
the County and neighboring jurisdictions.

RESOLUTION NO. 2645
Impact Area - That area outside of the city limits within which new development or
activity is likely to have an impact on the city. Common examples are drainage basins
and traffic sheds which surround an established incorporated city. Impact Areas may
cross-ridge lines and overlap between adjacent cities. For example, a project on the
perimeter of one city may impact an adjacent city; and thus, their mutual impact areas
could overlap.
Within identified Impact Areas, cities and the County would notify one another of major
projects, plans or programs. An Impact Area represents land for which the City has no
interest in formulating land use policy, but in which the City has an interest in planning
for impacts. Every city should have a part in the S.E.P.A. compliance process for projects
proposed within an identified Impact Area.
Planning Area - That area outside of the city limits for which a city prepares or
participates with the County in the preparation of land use policies. This larger context
enables a city to relate the land use plans within the city limits to the policy that applies
to lands immediately adjacent.
These Planning Areas would be similar units within the King County adopted Community
Plan structure. Unlike Impact Areas, there would be no overlap between the Planning
Areas of adjacent cities.
Municipal Service Area - That area outside of the city limits which is the composite of
the city's water, sewer and fire protection franchise areas, together with any areas for
which the city has a contractual obligation to serve. Municipal Service Area includes
those areas currently being served by the city, as well as those areas which are planned to
receive such service in the future.
Annexation Area - That area outside of the city limits which the city and the county
mutually agree should be annexed. The process for establishing an annexation area would
be a joint effort of the staffs and elected officials of both the city and the County. This
would include a review of Impact Areas. Planning Areas and Municipal Service Areas and
be validated by a public hearing process to solicit the input of the general public, area
residents, and other units of local government.
