RESOLUTION NO. 2369
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON
DECLARING ITS INTENTION TO CONSTRUCT AND INSTALL
CURBS ,. GUTTERS, SIDEWALKS, ASPHALT PAVING,,RETAINING
WALLS , ADDITIONAL STORM DRAINAGE, ROADWAY WIDENING,
AND SIGNALIZATION, CHANNELIZATION TOGETHER WITH ALL
NECESSARY APPURTENANCES THERETO PUGET DRIVE FROM
BENSON ROAD SOUTH TO ROLLING HILLS AVE S.E . AS MORE
PARTICULARLY DESCRIBED HEREIN; AND TO CREATE A LOCAL
IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE
OF SAID IMPROVEMENT AGAINST THE PROPERTIES IN SUCH
DISTRICT SPECIALLY BENEFITED THEREBY; NOTIFYING ALL
PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENT
TO APPEAR AND PRESENT THEIR OBJECTIONS AT A MEETING
OF THE CITY COUNCIL TO BE HELD ON NOVEMBER 17, 1980
AND CREATING LOCAL IMPROVEMENT DISTRICT NO . 322.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS :
SECTION I: That it is the intention of the City Council
of the City of Renton, Washington, to construct and install curbs ,
gutters , sidewalks , asphalt paving, retaining walls , additional
storm drainage, and signalization, channelization, together with
all necessary appurtenances thereto, in the following described
area of the City, to-wit:
1. (a) Description of Local Improvement District
No. 322
See Exhibit "A" attached hereto and made a
part hereof as if fully set forth herein
. (b) Improvements :
See Exhibit "B" attached hereto and made
a part hereof as if fully set forth herein
There shall be included in the foregoing the acquisition
and installation of all necessary valves , fittings, couplings,
connections, equipment and appurtenances , and the acquisition of
any easements , rights-of-way and land that may be required; and
there shall further be included the performance of such work as
may be incidental and necessary to the foregoing construction
and installation.

The City Council may, in its discretion, modify and amend
the details of the foregoing described improvement , including the
financing thereof, where in its judgment it appears advisable,
provided such modifcations and amendements do not substantially
alter the general plan of said improvement project . All of the
foregoing shall be in accordance with the plans and specifications
therefor to be prepared by the Director of Public Works of the City
of Renton.
SECTION II : The entire cost and expense of said improvement
unless hereafter timet modified or amended b the City Council , shall

be borne by and assessed against the property specially benefited
by such improvement to be included in the local improvement district
to be established, embracing as near as may be all property specially
benefited by such improvement. There shall be included in the cost
and expense of said improvements all cost items specified in
RCW 35 . 44. 020 .
SECTION III : That all persons who may desire to object
to the improvement herein described are hereby notified to appear
and present such objections at a meeting of the City Council to
be held in the Council Chambers of the City Hall , Renton, Washington
at 3 : 00 P ,M. on November 17 , 1980, which time and place are hereby
fixed for hearing all matters relating to said proposed improvement
and all objections thereto and for determining the method of payment

for said improvement. The City Clerk shall give notice of said
hearing and said proposed improvement as required by law.
SECTION IV: Warren Gonnason, Public Works Directior, or his
duly authorized representative, is hereby directed to submit to
. the City Council , on or before the aforesaid hearing date, all
data and information required by law to be submitted.

SUMMARY
The Public Works Department requested the voiding of the resolution
forming L. I.D. #319 at the August 18 Public Hearing Meeting, realizing
that a more equitable proposal should be determined.
The Public Works Department has changed the L. I.D. boundary and the scope
of work, and has derived a more equitable assessment for properties
benefiting from the improvements. The L. I.O. number has been change
from L. I .D. #319 to L. I.D. #322.
Properties fronting Puget Drive S.E. from Benson Road to Rolling Hills
Avenue S.E. have agreed to participate in an L. I.D.
We would like to widen Puget Drive South from Benson Road South to
Rolling Hills Avenue S.E. and widen Benson Road to the north and to
the south.
The total cost of the L. I.D. is estimated at $686,978, which includes
widening the roadway to 56 feet, curb, gutter, sidewalks, retaining walls,
storm drainage, signalization and channelization.
The City has federal funds for the improvement of the intersection and
these funds would contribute to reducing some of the costs to the L. I.D.

EXHIBIT "A' '.
That portion of the SW 1/4 of Section 20, Township 23 N. , Range 5 E. , W.M. , described
as follows:
Commencing at the intersection of the centerline of Benson Rd. S. and Puget Drive S. ;
thence easterly along the centerline of Puget Drive a distance of 43.30' to the true
point of beginning; thence northwesterly along the easterly right-of-way line of
Benson Rd. S. a distance of 358.26' to a point on a tangent curve; thence continuing
along said curve to the right; said curve having a central angle of 3°00153" and an
arc distance of 118.641 ; thence S 89°16156" E. to a point on the easterly right-of-way
line of Puget Sound Power and Light Company's right-of-way; thence S 42°37107" E. to
the intersection with the westerly right-of-way line of Grant Ave. S. ; thence S
88007156" E. a distance of 60.00' to a point on the east right-of-way margin of
Grant Ave. S. ; thence N. 1052104" E a distance of 202.811 ; thence N 89009154" E a
distance of 627.71' to the westerly line of the plat of Rolling Hills Village No. 2
as recorded in volume 79 of plats, page 62 and 63, records of King County, Washington;
Thence southerly along the said line a distance of 735.58' to the south right-of-way.

Drive S. to a point on the easterly right-of-way line of Puget Sound Power and Light
Company's right-of-way; thence southeasterly along the easterly right-of-way line of
Puget Sound Power and Light Company's right-of-way line to south line of the SW 1/4
of Section 20, Township 23 Range 5E; thence east along said section a distance of
676.881 ; thence south a distance of 546.21' to the north right-of-way line of SE 162
St. ; thence west along the northerly right-of-way line of SE 162nd St. a distance of
323.931 ; thence northwesterly along the Renton City limits as established by
Ordinance 2224 and its northwesterly extension to the south line of the SW 1/4 of
Section 20, Township 23 N Range 5 E; thence continuing westerly along the south line
of said section to the easterly right-of-way line --of- Benson Road South; .thence contin-
uing northwesterly along the'said -easterly right-of-way'.line to the point of intersec-
tion with the centerline of Puget Drive S. ; thence easterly along the centerline of

Description of Improvements
Puget Drive South $ Benson Rd.
Exhibit "B"
The improvements to Puget Drive South shall be from Benson Road South to
Rolling Hills Ave. S.E. an approximate distance of 1300 l.f. The improve-
ments to the Benson Rd. shall be from the intersection of Puget Drive South
north approximately 560' and also approximately 890' south of the intersec-
tion.
The improvements consists of widening, the streets to 56' which will require
curbs, gutters, sidewalks, asphalt paving, retaining walls, additional
storm drainage, ,and signalization, channelization together with all necessary
appurtenances.
