ORDINANCE NO. 3535
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON ,
AME14DING PORTIONS OF TITLE VII(FIRE REGULATIONS)
OF ORDINANCE NO . 1628 ENTITLED "CODE OF GE14ERAL
ORDINANCES OF THE CITY OF RENTON" RELATING TO
INCORPORATION BY REFERENCE OF THE FIRE CODE , ADOPTING
THE 1979 UNIFORM FIRE CODE WITH AMENDMENTS.
THE CITY COU14CIL OF THE CITY OF RENTON , WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION I : The City of Renton does hereby adopt the 1979
Uniform Fire Code and Appendices A through I thereto by reference as
provided by State Law, with the amendments , deletions or exceptions as
noted herein. At least three (3) copies of the Uniform Fire Code are
on file with the City Clerk as required by State Law.
SECTION II : Section 2 . 101 of the Uniform Fire Code , 1979
Edition, is hereby amended to read as follows :
Section 2 . 101 . The Chief shall be responsible for the
administration and enforcement of this Code. Under his direction the
Fire Department shall enforce all ordinances of this ,jurisdiction
pertaining- to :
1 . Prevention of Fires
2 . Supression of extinguishing of dangerous or hazardous
fires
3 . Storage , use and handling of explosive, flammable ,
toxic , corrosive or other hazardous gaseous , solid
and liquid materials
4. Installation and maintenance of automatic , manual
and other private fire alarm systems and fire
extinguishing equipment
5. ;Maintenance and regulation of fire escapes
6 . Maintenance and fire protection and elimination
of fire hazards on land and in buildings , structures ,
and other property including those under construction
7 . Means and adequacy of each exit in the event of fire ,
from factory , schools , hotels , lodging houses , asylums
hospitals , churches , halls , theaters , amphi-theater ,
and all other places in which people work , live or
congregate from time to time for any purpose .

8 . Investigation of, the cause , origin and circumstances
of fire.
9 . Enforcement of this Code shall not be construed for
the particular benefit of any individual person or
group of persons , other than the general public.
In the event of a conflict between the intent of
this section and any other subsection herein , this
subsection shall govern insofar as applicable.
SECTION III : Section 9 . 121S of the Uniform Fire Code , 1979
Edition is hereby amended to read as follows :
Section 9 . 121S , The word "shall" is defined to have the
following meaning :
I . With respect to the functions and powers of the Director
of Community Development , Chief Fire Official , any agents and employees
of the City of Renton, and any Board authorized hereunder, a direction and
authorization to act in the exercise of sound discretion and in good
faith; and
2 . With respect to the obligations upon owners and occupants
premises and their agents , mandatory requirement to act in compliance
with this Code at the risk of civil and criminal liability upon failure
to so act .
SECTION IV: Article 78 entitled "Fire Works" and Section
77 . 105 entitled "Bond Requirements" of Article 77 entitled "Explosives
and Blasting Agents" and Section 10 . 309 entitled "Automatic Sprinkler
Systems" of Article 10 are herebv deleted.
SECTION V : The following numbered paragraphs are to be
substituted for the correspondingly numbered paragraphs of the Uniform
Fire Code, 1979 Edition.
I . Section 10. 208 . Premises Identification. Approved
numbers or a resses as issued by the Building
Department shall be placed on all new and existing
buildings in such a position as to be plainly
visible and legible from the street or road fronting
the property. Said numbers shall contrast with their
background,
In order that numbers or addresses are plainly visible,
the following size figures or letters shall be block
style and used according to the schedule listed:

1. Residential houses - 4"
2. Multi-family living units - 12"
3 . Residential , commercial or small businesses ;
50' or less set back - 6"
More than 50' set back - 5-12"
4. Large commercial or industrial areas ;
100' or less set back - 18"
More than 100 ' set back - 24"
Wherever practical , premises identification shall be posted
on the building facing the frontage road or street or in a
location approved by the Fire Chief.
2 . Section 10 . 307 Fire Alarm S stem.tem. It shall be the
nolicv of the Renton Fire Department to insure the
audibility of Fire Alarm Systems ; to require that in
accordance with UFC "Standard" 10-2 (d) , Evacuation
Signals provide minimum audibility as defined herein.
Audible tones shall reach 60 db or 15 db above ambient
as measured with a sound level meter , at the most
remote location from signal devices , and as specified
in H. F. C. Phamplet 75A.
Inspection and testing is required to be performed by
the Fire Department , Fire Prevention Bureau prior to
occupancy being granted.
In the event that an alarm system may not meet these
requirements , it shall be a further requirement of this
ordinance that modifications necessary to meet these
minimum levels be made to the Alarm System and sub-
sequent testing be conducted prior to any occupancy
being granted.
3. Article 4. Permits and Certificates . Except for permits
issued—in accordance with Section 11 . 101 and 11 . 113 of
the Uniform Fire Code, which permits shall be non-fee
permits , the fee for permits issued in accordance with
Article 4 of the Uniform Fire Code shall be $ 10. 00
per year. The permits shall expire one year after date
of issuance. The permit fee shall be payable at or
before the time of issuance or renwal of the permit.
In the event of failure to renew a permit within thirty
(30) days after its renewal date , the fee for renewal
of the permit shall double the amount of the above stated
fee .
SECTION VI : Section 2 . 303 (a) is amended by adding an additional
item to the list which shall be N. F. P.A. standard 101 entitled "Code for
Safety of Life from Fire and Buildings and Structures" . Additionally,
line 2 of Table No . 10 . 310 "Standpipe Requirements" of Section 10. 310
entitled "Standpipes" of Article 10 entitled "General Provisions for
Fire Safety" is to be amended to read:
"Occupancies three stories or more, but less than 150'
in height , except group R, Division 3"
SECTION VII : Existing Section 7-503 of the Code of Ordinances
of the City of Renton is hereby amended to read:

Section 7-503 , as amended : DANGEROUS FIREWORKS PROHIBITED.
It shall be unlawful for any person to sell , possess , use or explode
any dangerous fireworks within the City .
Section 7-503 , as amended: DANGEROUS FIREWORKS PROHIBITED.
It shall be unlawful for any person to sell , possess , use or explode
any dangerous or illegal fireworks within the City. Dangerous or
illegal fireworks shall be those fireworks so defined by WAC Chapter
212- 16 and any subsequent amendments thereto , which said Code section
is hereby adopted by reference as part of this Code , three copies
having been filed with the City Clerk for public inspection.
SECTION VIII : Existing Section 7-516 of. the Code of
Ordinances of the City of Renton is hereby amended to read as follows :
Section 7-516 , as amended: PURPOSE ; COMPLIANCE WITH
STATE REGULATIONS : It is the intent of this Chapter to provide a
procedure for the granting of licenses and the possession, sale and
discharge of fireworks- as classified by the State Fire Marshal as
safe for possession, sale and discharge and not to permit the possession .
sale or use of any other fireworks classified as dangerous fireworks by
the State Fireworks Law, all as provided for and defined in Chapter
228 , Laws of 1961 of the State . Each licensee shall further comply
with and adhere to the rules and regulations relating to fireworks as
issued by the State Fire Marshal , particular reference being hereby
made to that certain "Order Adopting Rules and Regulations Relating to
Fireworks No. 163" as issued by the State Fire Marshal under date of
June 1 , 1962 , and as such rules and regulations may be amended from time
to time .
SECTION IX: This Ordinance shall be effective upon its
passage , approval and 30 days after its publication.
SECTION X: Sections 7-901 , 7-905 and 7-910 of the Renton
City Code , together with any and all other ordinances or parts of
ordinances in conflict herewith are hereby repealed in their entirety.
