AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, 4720
AMENDING PORTIONS OF CHAPTERS 7 and 22, TITLE IV
(BUILDING REGULATIONS) AND PORTIONS OF CHAPTER
11, TITLE IX (PUBLIC WAYS AND PROPERTY) OF
ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL
ORDINANCES OF THE CITY OF RENTOW" RELATING TO
THE ZONING, PARKING AND LOADING AND SUBDIVISION
ORDI14ANCES
THE CITY COUNCIL OF THE CITY 0f RENTON,. WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION I : Existing Section 4702 of Title IV (Building
Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended to read as follows :
Section 4-702 ; DEFINITIONS : The following words shall, for
the purpose of this Code, be defined as follows ; Words not defined
herein shall be construed as defined in the Building Codes or Sub-
division regulations (Chapter 11, Title IX) of the City, if defined
therein:
A. 1,_ "Accessory Use or Building" ; A subordinate use
or building customarily incident to and located upon.
the same lot occupied by the main use or building.
2; "Administrative Official" ; The individual (s) in
the Development Services Division of the Public Works
Department , or his designee, so designated to administer
the various Performance Standards as set forth by
ordinance .
3: "Airport" ; The Renton Municipal Airport,
4 "Airport Hazard" ; Any structure or tree or use
of land which obstructs the air space required for the
flight of aircraft in landing or taking off at the
airport or is otherwise hazardous to such landing or
taking off of aircraft ,
`S; "Alert" : The lowest stage of an Air Pollution
Episode and declared by the Department of Ecology,
'6 "Alley"; A vehicular right-of-way not over thirty
feet (30.' ) wide,
.7; "Apartment House" : A building or portion thereof
used or intended to be used as the home of three (3)
or more families or householders living independently
or each other.

B. 1 "Blasting Agent" . Any material or mixture
consisting of a fuel or oxidizer , intended for
blasting, not otherwise classified as an explosive
and in which none of the ingredients are classified
as an explosive , provided that the finished product ,
as mixed and packaged for use or shipment , cannot
be detonated when confined by means of a No . 8 test
blasting cap .
2 "Building Line" : The line between which the street
line or lot line , no building or other structure or
portion thereof , except as provided in this Code , may
be erected above the grade level . The building line
is considered a vertical surface intersecting the
ground on such line.
' 3 "Bulk storage" : The holding or stockpiling on
land of materials and/or products according to all the
following five (5) conditions : (1) in a bulk form
or in bulk containers ; (2) under protective cover to
the essential exclusion of other uses of the same space
due to special fixtures or exposed to the elements ;
(3) in sufficient numbers , quantities or spatial
allocation of the site to determine and rank such uses
as the principal use of the site ; (4) the major
function is the collection and/or distribution of the
materials and/or products rather than processing ; and
(5) the presence of fixed bulk containers or visible
stockpiles for a substantial period of a year.
(a) Bulk storage facilities include , but are not
limited to
(1) Automobile holding and transfer depots
(2) Equipment or machinery of the stationary type
not in use , not mounted on necessary foundations
or connected as required when during use , not
designated and used as portable , and not stored
in a warehouse . This does not include operable
motor vehicles or wheeled equipment used only
periodically or for sale .
(3) Fuel yards , wholesale
(4) Grain or feed silos , elevators or the open
storage of grain and feed.
(5) Log, random cut and chipped wood by-products
storage .
(6) Sand and gravel yards including sizing , transfer
and loading equipment when present .
(7) Scrap or junk yards and wrecking yards
(8) Solid waste holding and disposal areas
(9) Tank farms including distribution and loading
systems .

(b) Bulk storage facilities include those facilities
which meet the following two (2) conditions : (1)
At least forty percent (40%) of the developed area of
the site is used for bulk storage ; and (2) the bulk
storage area is at least one acre .
Such facilities include ; but are not limited to :
(1) Brick or the storage and manufacturing
(2) Concrete block and products storage and
manufacturing
(3) Contractor equipment yards
(4) Founderies
(5) Lumber mills and wholesalers
(c) Bulk storage facilities excluded:
(1) Land banks , greenbelts , watersheds or public
water reservoirs
(2) Parking lots or structures for private licensed
automobiles
(3) Ship yards
(4) Warehouses alone or in conjunction with
manufacturing on the site and when not including
any of the uses in Section 4-702 (B) (3) (a)
(5) Facilities for storage of petroleum or any
of its by-products , for use incidental to the
primary use of the property (e . g . heating , boiler
or vehicular fuel or lubricants . )
(6) Retail service stations
C . . 1 , "Capacity" The volume of a liquid which could
be retained within the dyked area without a breach
of the dyke at any point .
2 . "Ceiling ' C ' Limit Value" . A maximum concentration
of certain airborne materials which apply to the
conditions started in Threshold Limit Value and
adopted by ACC IIi .
3 . "Certified" : A facility and staff qualified and
able to provide certain tests and measurements relating
to specific tasks and traceable to established standards .
4. "Commission" : Planning Commission of the City .
Whenever the term "this chapter" is used herein , it
shall be deemed to include , where the context permits ,
all amendments thereto as the same may hereafter from
time to time be adopted.

5 . "Conduit" : A tube for pneumatic shuttles , a
pipe for coaxial cables , a waveguide , a closed path
for laser transmission, fiber optics , or similar .
function.
6 . "Container" . A structure of any size made or
used solely to hold or enclose a specific substance.
7 . "Court" : An open , unoccupied space other than a
yard on the lot on which a building is erected or
situated. A court , one entire side or end of which
is bounded by a front yard, a rear yard, or a side
yard, or by the front of a lot , by a street or public
alley, is an "outer court" . Every court which is not an
"outer court" is an "inner court" .
,8. "Court height" : The court height shall be
measured from the floor level of the lowest story in
the building on which there are windows served by the
said court , to the highest point of the enclosing
walls of the said court .
D. 1 . "Daily Traffic" : An average of at least one
motor vehicle crossing in one direction per working
day for any continuous thirty (30) day period.
2 . "District Line" : A boundary designating, the
various use-districts or zones . Where the boundary
is between use-districts of a similar character such
that the proposed facility could be located in either
use-district then the next outer district boundary
from the facility is to be considered the "district
line" for the purpose of these Standards .
3 . "Dwelling" : A building or portion thereof designed
exclusively for residential occupancy , including
single-family , te,o-family , and multiple-family dwellings ,
but not including hotels , boarding and lodging houses .
4. "Dwelling Unit" : Two or more rooms in a dwelling
or apartment hotel designed for occupancy by one family
for living purposes andhaving only one kitchen .
E. 1 . "Established Grade" : The curb line grade at the
front lot line as established by the Council .
2 . "Explosive" : Any chemical compound or mechanical
mixture that is commonly used or intended for the
purpose of producing an explosion , that contains any
oxidizing and combustible units , or other inaredients
in such proportions , quantities or packing that an
ignition by fire , by friction , by concussion , by
percussion , or by detonation of any part of the
compound or mixture may cause such a sudden generation
of highly heated gasses that the resultant gaseous
pressures are capable of producing destructing effects
on contiguous objects or of destroying life or limb .
In addition , the term "explosives" shall include all
material which is classified as Class A , Class B , and
Class C explosives by the Federal Department of
Transportation; provided that for the purposes of
this definition , small arms ammunition and small
arms ammunition primers shall not be defined as
explosives .

F. 1 . "Family" : A number of related individuals or not
more than four (4) unrelated individuals living together
as a single housekeeping unit and doing their cooking
on the premises .
2 . "Front Yard" : An open, unoccupied space on the
same lot with a building between the front line of the
building (exclusive of steps) and the front property
line.
3 . "Front Property Line" : The front property line
shall be the frontline as shown upon the official
plats of the property .

H. 1 . "Hazardous" : See "recognized higher risk"
2 . "Height of Building" : The height of a building
is a vertical distance at the center of a building's
principal front measured from the level of the first
floor above grade to the highest point of the roof
beams in the case of flat roofs , to the deck line of
mansard roofs , or to the center height between eaves
and ridges for gable , hip or gambrel roof. For
buildings set back from the street line , the height
may be measured from the average elevation of the finished
grade , along the front of the building . First floor
above grade means the floor which is not more than four
feet , six inches (4' 6") above grade .
3 . "Highly Flammable Liquid" : Any liquid of Class I
or II as specified under Flammable Liquid in the latest
edition of the Uniform Fire Code published by the
International Conference of Building Officials and
the Western Fire Chiefs Association .
I . 1 . "Impulsive Sound" : A sound of less than one
second duration , with an abrupt onset and rapid decay
and with a peak intensity of at least ten (10) decibels ,
on the A-weighing network, greater than the background
sound level . The background sound level is the average
of the range observed for a five (5) minute period no
more than one hour prior to the measurement of the
impulsive sound.
2 . "Industrial Access" : A type or class of street
specified in the Renton Subdivision Ordinance , Section
9-1103 . 7 , Table 1 (Minimum Standards for Development) .

L. 1. "Landing Area" : The area of the Airport used
for the landing , taking off or taxiing of aircraft .
2 . "Licensed" : An engineer holding a valid Washington
State Professional Engineering License or a professional
person holding an appropriate and valid Washington State
License .

3 . "Lot" : Land occupied or to be occupied by a
building and its accessory building , including such
open spaces as are required under this Chapter, and
having frontage upon a street . The term "lot" or
"tract" as used in this Chapter shall have for building
purposes the necessary frontage on a public street as
required herein ; in case of irregularly shaped "lots"
the minimum lot width shall be measured and computed
at the front building line .
4. "Lot-District Lines" : The lot line of property
when it is congruent with the district line or when
the lot line and district line are so situated that
the lot line acts as the limit of development for the
zoned use , such as a street right-of-way between
the lot line and district line . Where the district
line is congruent with the City limits the zoning
and use beyond the City limits shall be given the same
consideration as the City' s zones .
M. 1 . "Multiple Family Residences" : A building arranged
to be occupied by more than one family living independ-
ently of each other and having separate baths and
kitchens .
N. 1 . "Natural Water System" : Any and all parts of the
hydrologic cycle independent of size and residence
time. The meaning includes "waters of the state" as
defined in RCW 90 . 48 . 020
2 . "Near Zero Discharge" : The closest currently possible
approach to the ideal "zero-discharge"
3 . "Neighboring Facilities" : Those facilities which
share same common regional element of the natural
environment and include more than adjacent or
nearby facilities .
0. "Odor Threshold" : The concentration of 'an odorant
in clean ambient air which is said to produce an
olfactory response in most people .
P. 1 . "Public Garage" : Any premises used for the storage
or housing of more than three (3) towable or motor-
driven vehicles , or where such vehicles are repaired
or kept for hire or sale .
Q. 1 . "Qualified" : A person who , by possession of a
recognized degree , certificate , or professional standing ,
or who by extensive knowledge , training and experience
has successfully demonstrated his ability to solve or
resolve problems relating to the subject matter , the
work or the project .
R. 1 . "Rear. Yards" : An open unoccupied space on the
same lot with a building between the rear line of the
building (exclusive of steps , porches and accessory
building) and the rear line of the lot .

2 . "Recognized Higher Risk" : The handling , processing
or storage of flammable , explosive, blasting or toxic
agents and their related processes and/or activities
which are generally considered as high hazard occupancy
by agencies and/or publications , which include but are
not limited to , the Washington Surveying and Rating
Bureau, the American Insurance Association as per its
Fire Prevention Code and National Building Code as the
same may be amended from time to time as posing a higher
risk on its neighbors and/or adjacent or nearby properties
natural or man-made waterways or which may tend to
endanger environmental qualities before special actions
are taken to mitigate adverse characteristics .
3 . "Roof" : Any cover made of a material or type of
construction so as to be impervious to water and erected
so as to delineate a fixed volume over a permanently
defined location for shielding the space underneath
from the natural elements .
S . 1. "Side Yard" : An open unoccupied space of the same
lot with a building between the side wall line of the
building and the side of the same lot .
2 . "Single Family Dwelling" : A building arranged or
designed to be occupied by not more than one family ,
3 . "Story" : That portion of a building included
between the surface of any floor and the surface of the
floor next above it , or if there be no floor above it ,
then the space between such floor and the ceiling next
above it .
4. "Street" : A dedicated area for public use for
vehicular and/or pedestrian use with a paved or otherwise
improved surface .
5. "Structure" : Any object constructed or installed
by man, including but without limitation , buildings ,
towers , smokestacks , and overhead transmission lines .
T. 1 . "Threshold Limit Value (TLV)" : The concentration of
certain airborne materials representing conditions under
which it is believed and adopted by the American Con-
ference of Governmental Industrial Hygienists (ACGIH)
that nearly all workers may be repeatedly exposed day
after day without adverse effects .
2. "Tree" : Any object of natural growth .
3 . "Toxic Substance" : Those materials listed and
documented by the American Conference of Governmental
Industrial Hygienists (ACGIH) .

V. 1 . "Visible Leakage" : The leakage of a liquid in
sufficient quantity to form beads , rivulets , or trickles ,
but more than just a moistening of the surface .

W. 1. "Warehouse" : A building entirely enclosed by a
roof and solid walls , except for windows and doors ,
and used to enclose and protect materials and goods .
The walls of such a building are not used to hold or
restrain goods in a bulk form.
2 . "Waste" : Any material , other than products not
having an immediate market and/or value , and/or no
further use or resource to the industry creating such
material .
3 . "Wildlife habitat" : An area officially recognized
and/or dedicated by the City, the State or Federal
Government for the propagation and benefit of wildlife.

SECTION II : Existing Section 4-704 of Title IV (Building
Regulations) of Ordinance 1o . 1623 entitled "Code of General Ordinances
of the City of Renton" is hereby amended to read as follows :
Section 4-704 : SR-1 SUBURBAN RESIDENCE. NO. 1 : In the
SR-1 Suburban Residence No . 1 District , all requirements and provisions
applicable to R-1 District shall apply , except that the building site
area required shall be as follows :
(1) Lot Width: Seventy five feet (75 ' ) in width , eighty
five feet (85 ' ) in width for corner lots .
(2) A minimum depth of eighty-five (85 ' ) feet .
SECTION III : Existing subsections (3) , (4) and (6) of
Section 4-706 , Title IV (Building Regulations) of Ordinance No .
1628 entitled "Code of General Ordinances of the City of Renton" are
hereby amended to read as follows :
Section 4-706 (3) : Churches by Conditional Use permit
following recommendation by the Nearing Examiner and approval by the
City Council , after public hearing thereon and acceptance of the design
and examination of the location with a finding that such proposed use
is in compliance with all provisions , regulations and standards , as
hereinafter set forth , and a further finding that the church and its
activities incidental thereto will not be unduly detrimental to
adjacent or surrounding properties or the enjoyment thereof.

(a) Such lot or parcel of land to be used for church
purposes shall , among others , meet the following
requirements :
1 . Access . Access shall be either from an
arterial street or from two (2) intersecting
or parallel streets that have at least two (2)
moving lanes and is not a cul-de-sac
2 . Lot Coverage . No more than thirty percent
(30%) of the lot shall be covered by buildings
and structures .
3 . Setback. Building and structures shall not be
located closer than one hundred feet (100 ' )
to any other developed lot containing a single
family residence , and in no case nearer than twenty
five feet (25 ' ) from a side or rear property
line , and fifteen feet (15 ' ) from an abutting
public right of way .
4. Landscaping. Except for driveways and sidewalks
there shall be at least twenty five feet (25 ' )
of landscaping along all property lines except
those lot lines abutting public rights of way
which shall have at least fifteen feet (15 ' ) of
landscaping.
5 . Parking of vehicles shall be at least twenty
five feet (25 ' ) from any adjoining developed
residential lot or area .
6. Views . Views from adjacent properties shall
not be diminished significantly by structures
that are higher than the average surrounding j
residential buildings , and further , building
and structure heights are limited to thirty five
feet (35 ' ) or two and one-half (2 1/2) stories
in height , whichever is less , not including
a spire or bell tower.
Section 4-706 (4) : Nothwithstanding the terms of this
Section hereinabove detailed, the following uses are declared to be
permitted within this Zone :
(a) All home occupations , when approved by the Board
of Public Works as provided in Section 4-722 (H)
(b) nothing herein contained shall be deemed to prohibit
the use of vacant property for gardening or fruit raising .
(c) No travel trailers , recreational vehicles or mobile
homes shall be used as a place of habitation.
Section 4-706 (6) : Site Areas : Every building hereafter
erected or structurally altered which is located in an R-1 Residence

District shall be situated on a lot of not less than seventy two
hundred (7 , 200) square feet with a minimum width of sixty feet (60 ' )
for a single family dwelling, provided, however , that where a pre-
existing platted lot has less area than herein required, this
regulation shall not prohibit one private dwelling and its accessory
buildings on such lot . In any event sixty five percent (65%) of the
area of all sites must be left vacant and free from structures .
SECTION IV Existing Section 4-707 of Title IV (Buildin.
Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended by amending subsections (2)
(c) and (3) and adding a new subsection (4) , as follows :
Section 4-707 (2) (c) : Stock raising (except the raising
of swine) and dairying may be permitted by the nearing Examiner by
temporary and conditional permit after public hearing thereon and an
examination of the location with the finding by the Hearin; Examiner
that the location and use thereof will not be unduly detrimental to
adjacent and surrounding properties and the enjoym ent thereof . All
permits granted under the provisions of this paragraph shall be subject
to and not less restrictive than the provisions of anv other- laws of
the City relative to the keeping of animals or the operation of dairies .
Section 4-707 (3) : Front yard, rear yard , side yard, open
space and height limit , off-street parking and minimum room sizes shall
be the same as for R-1 Residence Single Family District as heretofore
defined.
Section 4-707 (4) : Minimum lot size shall be 40 , 000 square
feet .
SECTIO14 V_. Existing subsections (3) and (4) (e) of
Section 4-708 of Title IV (Building Regulations) of Ordinance No.
1628 entitled "Code of General Ordinances of the City of Renton" are
hereby amended to read as follows :

Section 4-708 (3) : Townhouses or duplexes or other
structures sharing a common wall or a common floor/roof not to exceed
thirty five feet (35 ' ) in height , and no more than two (2) dwelling
units shall be located on any site area of at least seven thousand
two hundred (7 , 200) square feet . Townhouses and duplexes containing
more than two (2) dwelling units , but not more than eleven (11)
dwelling units per acre , may be allowed by conditional use permit
upon recommendation by the Hearing Examiner and approval by the City
Council , after public hearing thereon and acceptance of the design
and an examination of the location with a finding that such proposed
uses is in compliance with all provisions , regulations and standards
and will not be unduly detrimental to adjacent surrounding properties
and enjoyment thereof.
Section 4-708 (4) (e) : Minimum lot area not less than seven
thousand two hundred (7 , 200) square feet , provided , however , that
where a pre-existing platted lot has less area than herein required, this
regulation shall not prohibit the construction of more than one private
dwelling and accessory building on such lot so long as there is full
compliance with -all other provisions of this Section.
SECTION VI Existing subsections A. (2) and (3) and (E)
of Section 4-709A , Title IV (Building Regulations) of Ordinance No .
1628 entitled "Code of General Ordinances of the City of Renton" are
hereby amended to read as follows :
Section 4-709A A(2) : Multiple family dwellings and lodging
houses with maximum density of no more than thirty (30) units per
acre.
Section 4-709A A(3) : The following uses may be allowed by
conditional use permit if approved by the Hearing Examiner after public
hearing thereon , with acceptance of the design and an examination of
the location with a finding by the Hearing, Examiner that such proposed
uses will not be unduly detrimental to adjacent and surrounding properties
and the enjoyment thereof:

(a) Professional offices
(b) Clinics
(c) Mobile home parks , :subject to all provisions of
Chapter 20 , Title IV, Mo'-)ile Home Parks Ordinance
(d) Clubs or fraternal societies , community club houses ,
memorial buildings , except those the chief activity
of which is a service customarily carried on as a
business .
(e) Art galleries , libraries , museums
(f) Quasi public institutions , churches , non-commercial
playgrounds and golf courses , non-public schools and
colleges .
(g) Government owned structures and uses .
Section 4-709A E : Building, Height Limit. Not to exceed
sixty feet (60 ' ) in height , unless adjacent to a developed single
family residence in which case the height limitation shall not exceed
forty feet (40' ) .
SECTION VII Existina. subsection (a) (2) of Section 4-709B ,
Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code
of General Ordinances of the City of Penton" is hereby amended as
follows :
Section 4-709B (a) (2) : For high density multiple family
residences and other multiple unit housing.
SECTION VIII Existing subsection (i) of Section 4-709B ,
Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code
of General Ordinances of the City of Renton" is hereby .repealed in its
entirety.
SECTION IgExisting subsection 1 of Section 4-710 , Title
IV (Building Regulations) of Ordinance No . 1628 entitled "Code of
General Ordinances of the City of Renton" is hereby amended as follows :
Section 4-710 1 . Permitted uses : In the P-1 Public
District , no structure, building or premises shall be used and no
building or structure shall be hereafter erected or structurally
altered, unless otherwise provided in this Chapter , except for one or
more of the following or similar uses :

A. Governmental buildings and uses ; i . e . , Federal ,
State, County , Municipal or other governmental or
quasi-governmental institutions .
B. Hospitals and sanatoriums ; clinics , public and
private , except those for inebriates , insane or
mental diseases which shall be subject to regulations
of the Health Department .
C. Institutions for educational , philanthropic or
eleesmosynary uses .
D. Libraries , art galleries and museums
E. Parks , playgrounds , tennis courts and like
recreational uses .
F. Private clubs , fraternities and lodges
G. Professional service offices , such as for doctors ,
dentists .
H. Schools private and public
I . Conditional Uses :
(1) Quasi public institutions , non-commercial play-
grounds and golf courses , non-public schools and
colleges .
(2) Facilities to service and store airplanes ,
facilities to service airport patrons , and facilities
ordinarily incidental and essential to the operation
of an airport , including , but not limited to , aircraft
and aircraft parts manufacture and accessory uses may
be permitted at the Renton Municipal Airport and Will
Rogers-Wiley Post Memorial Seaplane Base . Notice of
application for a permit for such facility shall be
given to the appropriate administrative agency of the
City having jurisdiction over the airport .
SECTION X: Existing subsection 4 of Section 4-710 , Title
IV (Building Regulations) of Ordinance No . 1628 entitled "Code of
General Ordinances of the City of Renton" is hereby amended as follows :
Section 4-710 4. Review of Municipal Improvements . In case
of any Municipal development including , but not limiting it to parks ,
playgrounds and recreational areas which contain building structures ,
initiated or undertaken by the City Park Board , Airport Board or any
other Municipal department , board or commission, then copies of such
plans , general specifications and uses shall be submitted to the
Planning Department and the Department of Public Works for their
respective recommendations and advice . Such submission shall be made
at least sixty (60) days prior to the commencement of any construction.

SECTION X I Existing Section 4-716 of Title IV (Building
Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended to read as follows :
Section 4-716 : Freewav/Arterial Street Setback Restrictions
(A. ) In addition to the building and landscaping setback
requirements specified elsewhere in this title , all buildings , structures
and/or uses of every type and description abutting or fronting on a
Freeway or major or secondary arterial as defined in the Arterial
Street Map of the Six Year Street Improvement Plan of the City of
Renton shall maintain a ten (10 ' ) foot landscaped setback from the
street property line or a twenty (20 ' ) foot landscaped setback from
the back of the sidewalk, whichever is less . Where no sidewalk exists ,
a minimum of a ten (10' ) foot landscaped setback shall be maintained
from the street property line .
1 . Signs may be allowed within the setback specified
above by revocable permit which shall be issued by the
Board of Public Works upon a finding that the sign
lends itself to the general character of the street ,
adjoining land uses , and maintains the public interest ,
safety and welfare .
2 . Arterial streets within the Central Business
District bounded by the Ceddr River , FAI 405 Freeway ,
South 4th Street , Shattuck Avenue South , South Second
and Logan Avenue South shall be exempt from the setback
requirement specified above.
(B. ) As a part of the off-site street improvements , land-
scape planting shall be installed and maintained by the property owner
between the sidewalk and the landscape setback specified in the public
street section (A) above .
SECTION XII Existing Section 4-722 of Title IV (Building
Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended by adding the following
subsection:
Home Occupations : Customary , incidental home occupations
conducted within a dwelling and not in an accessory building may be
permitted in all residential districts by the Board of Public Works ,
provided:

1. That no retail or personal services to customers on site
or sale to customers on site of any sort is involved; no stock
or trade is kept or commodities sold, except such as are made
on the premises .
2 . That there shall be no exterior display , no exterior
alteration of the property including expansion of narking ,
no exterior sign , no exterior storage of materials and
no other external indication of a home occupation or
variation from the residential character of the premises .
3 . That no persons not residents on the premises are
employed.
4. That no mechanical equipment is used except such as is
permissible for purely domestic purposes . The use of
electrical equipment that would change the fire rating
of the structure or create visible or audible interference
in radio or television receivers or cause fluctuations in
line voltage outside the dwelling unit is prohibited.
5 . That do not occupy more than twenty-five (25) percent
of the floor space of the main floor of the residence and
in no event , more than three hundred (300) square feet .
6. That the home occupation shall not involve the use of
commercial vehicles , other than those owned by the
applicant and not for delivery of products or materials
to and from the premises .
7; That no v,,.7indow displays made or signs shown on permitted
other than signs in compliance with the provisions of the
"Renton Sign Code" , also known as Chapter 19 of Title IV
(Building Regulations) .
8, That no merchandise shall be stored within the dwelling
or appurtenant premises except that amount and type which
is reasonably required for a home hobby and not a business .
9. That the occupations listed below shall not be
considered incidental and secor_dary to the use of a
residence for dwelling purposes , because they do change
the residential character thereof , and are thereby
prohibited:
(a) Barber and beauty shops or similar cosmetology
establishments at applicant ' s residential site .
(b) Kennels and other boarding for pets
(c) Mechanical repair shops at applicant ' s residential
lot .
(d) Medical offices

10. A person shall obtain a permit for storage , handling
or use of Class I flammable liquids in excess of one
gallon in any dwelling or other place of human habitation .
11. Minimum rat-ed 2-A 10 BC fire extinguisher is required.
12. Premises shall be open for inspection during normal
work hours for the purpose of ascertaining and causing
to be corrected, any condition which would reasonably tend
to cause fire or contribute to its spread as per Uniform
Fire Code.
13. Must meet all Uniform Fire Code requirements for type
of business being conducted
14.. Any alterations to building , either interior or
exterior , shall be under permit of City of Renton Building
Department .
SECTION XIII This Ordinance shall be effective upon its
passage , approval and thirty days after its publication .
