AN ORDINANCE OF THE CITY OF PENTON, WASHINGTON
Ai• ENDING A PORTION OF ChAPTER 7 , TITLE IV (BUILDING
REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE
OF GENERAL ORDINANCES OF ThE CITY OF RENTON" RELATING
TO R-3 AND R-4 ZONING AND DEFINITIONS
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :

SECTION I : Existing Section 4-702 of Title IV of Ordinance
No. 1628 entitled "Code of General Ordinances of the City of Renton"
is hereby amended by adding the following subsections :
Section 4-702 :
(A) 9. ARTERIAL- A major or secondary arterial as specified
in t e City' s "Arterial Street Plan."
(B) 4. BOARDING OR LODGING HOUSE: A dwelling or part
thereof, of er than a tel or hotel , where lodging:
with or without meals is provided for compensation.
Sleeping rooms do not contain kitchen facilities.
(B) 5 . BUILDING HEIGHT: The vertical distance above a
referenced atum measured to the highest point of
the coping of a flat roof or to the deck line
of a mansard roof or to the average height of
the highest gable of a pitched or hipped roof.
The reference datum shall be selected by either
of the following whichever yields a greater
height of building:
1. The elevation of the highest adjoining
sidewalk or ground surface within a
5-root horizontal distance of the exterior
wall of the building when such sidewalk
or ground surface is not more than ten (10)
feet above lowest grade.
2. An elevation ten (10) feet higher than
the lowest grade when the sidewalk or ground
surface described in Item 1 above is more
than ten (10) feet above lowest grade.
(C) 9 . CLUB: An incorporated or unincorporated associa
tl.on of persons organized for social , education,;
literary or charitable purposes.
(D) 5. DAYCARE: Any person or facility which regularly.!
provides temporary care for a group of ersons
for periods less than twenty-four (24 � hours, '
provided such establishment is licensed by the '
State and conducted in accordance with State
requirements .

(D) 6 . DWELLING UNIT: A single unit providing complete
in epen ent living facilities for one or more
persons including permanent provisions for living,
sleeping, eating, sanitation and containing kitchen
facilities for use solely by one (1) family.
(H) 4. HEARING EXAMINER: A person appointed to conduct
PuBlic Hearings on applications outlined in the
City ordinance creating the position of hearing
Examiner. See Chapter 4-30 for duties and
responsibilities .
(H) 5 . HOME OCCUPATION: Any use conducted entirely withi
a dwelling an carried on by persons residing in
that dwelling unit, of which the use is clearly
incidental and secondary to the use of the dwelling
for dwelling purposes .
(K) 1 . KENNEL, COMMERCIAL: A place where more than four
a u t dogs or cats or any combination thereof
are kept for compensation, but not including a
small animal hospital or clinic or pet shop. ,
(K) 2 . KENNEL, HOBBY: A non-commercial shelter at or
adjoining a private residence where four (4) to
eight (8) adult dogs or cats or any combination
thereof are bred or kept.
(L) 5 . LOT: Legally subdivided lands having fixed
o�undaries , being of sufficient area and dimension
to meet minimum zoning requirements for width and
area, and having a legal access to a public right-,
of-way.
(L) 6 . LOT AREA: The total surface area of the horizontal
plane'With the lot lines of a lot.
(L) 7 . LOT, COR14E;R: A lot abutting upon two (2) or more
streets at their intersection or upon two (2) parts
of the same street forming an interior angle of
less than ,one hundred and thirty-five (135) degrees
within the lot lines .
(L) 8 . LOT COVERAGE: That portion of a lot occupied by the
princ p I structure and its accessory buildings.
(L) 9 . LOT DEPTH: The mean horizontal distance between thr
rot an rear lot lines .
(L) 10. LOT, INTERIOR: A lot fronting on one street.
(L) 11 . LOT WIDTH: The mean horizontal distance between sic'
of lines measured at right angles to the lot depth.
(M) 2. MULTIPLE FAMILY DWELLING: Three or more dwelling

(N) 4 . NET ACRE: An acre equal to 43 ,560 square..

public rights-of-way, abutting on, running through
or within that area.
(Q) 5 . UASI-PUBLIC : A use owned or operated by a non
profit , religious or eleemosynary institution, and
providing educational, recreational, religious or
similar type of public program.
(R) 4. RETIREMENT HOME: Dwellings designed to meet the
needs o an occupied exclusively by senior citizen
If each unit contains a cooking facility, then it
shall be considered a multiple family dwelling. If
the retirement facility includes a common kitchen
and dining room and not individualized cooking
facilities , then the retirement home shall be
considered a boarding and lodging house.
(T) 5 . TOWNHOUSE: A one-family dwelling in a row of at
east t ree such units in which each unit has
its own front and rear access to the outside; no
�. unit is located over another unit; and each unit
is separated from any other unit by one or more
common fire resistant walls.
(T) 6 . TRAILER, TRAVEL: A dependent or independent trailer
design e to be towed by a passenger car or a light
truck.

SECTION lI : Existing Section 4-709A of Title IV (Building
Regulations) of Ordinance No. 1628 entitled "Code of General Ordinance
of the City of Renton" is hereby amendedto read as follows :
Section 4-709A, as amended: R-3 RESIDENCE DISTRICT
(A) Purpose : The Residential Zone (R-3) is established
to provide and protect - suitable environments for medium density

multi-family dwellings . It is further intended to prohibit the
development oF incorn.patible uses that are detrimental to the resides
